OPERATION ABOUT FLOOD PREVENTION AND DISASTER MITIGATION IN
LINAO EAST, TUGUEGARAO CITY

OVERVIEW

The Cagayan River, also known as the Rio Grande de Cagayan, is the longest, largest and
widest river in the coutry. It is located in the Cagayan Valley region in the northeastern part of
Luzon Island and traverses the provinces of Nueva Vizcaya, Quirino, Isabela and Cagayan.

In the days after Typhoon Ulysses passed through, the Philippines provinces of Cagayan
and Isabela saw devastating flooding. Officials in Tuguegarao City, the provincial capital of
Cagayan, called the flooding the worst they had endured in at least four decades.

The damages caused by the floods to houses, the agriculture sector and infrastructure
were extensive. Other areas, notably Tuguegarao City, were hit by flash floods, while other
towns received alert calls through the local rescue unit. The disaster was been sudden and severe,
and affected a large area.

GOALS OF THE PROGRAM

 Foster all sectors of the community working together to create a flood-hazard-resilient


community.
 Ensure that the communities in the region collectively maintain the capacity to initiate and sustain
emergency operations during and after a flood disaster.
 Reduce the vulnerability to flood hazards in order to protect the life, health, safety and welfare of
the community’s residents and visitors.
 Increase public awareness of vulnerability to flood hazards and preparation for floods.
 Maintain, enhance, and restore the natural environment’s capacity to deal with the impacts of
flood hazard events.
OVERVIEW OF THE PROGRAM

Flooding is considered as the most common and damaging natural disaster worldwide. It
is an environmental hazard that poses harm to human life, damage to infrastructures, disturbance
to economic activities, and decrease in ecological resources. The catastrophic impact of floods to
human welfare and urban development prompt the government to increase public spending to
address this issue. But many countries – including the Philippines which is often hit by
calamities – are developing long-term flood management approaches that can decrease high
expenditure. This program about flood prevention will help the citizen of Linao East,
Tuguegarao City for a growing commitment to develop integrated flood management approaches
that will address flooding issues and mitigate the economic, social, and environmental effects of
floods.

The government and citizens must work together to formulate ways to prevent floods.
Proper awareness must be spread about the steps to take when floods occur. Warning systems
must be set up so people get sufficient time to save themselves. In addition, areas that are more
likely to have floods must have tall buildings above the flood level. Local rescue unit can give
the evacuation plan and orientation about flood prevention and control in their area. Local
official should advise their resident to attend this kind of meeting.

Further, there should be an efficient system for storing excessive water due to rain. This
will prevent the overflowing of water. One of the most important steps is to strengthen the
drainage system. This can avoid water logging which will prevent floods. Other than that, dams
must be constructed strongly. The use of cheap materials causes dams to break. The government
must ensure there is a quality building of dams to prevent floods.

SCOPE AND LIMITATION OF THE PROGRAM

This program is limited to the resident of Linao East of Tuguegarao City which experience flood
because of overflow of Cagayan River. This program allotted to give awareness on how to
prevent and control flood before and during flood in the area. The coverage of the program is
from the ways on how to prevent flood and the emergency rescue skill that can apply by the
resident. The program also focuses on giving information about cause and effect of flood in an
area.

PERSON INVOLVED

With the collaboration of National Disaster Risk Reduction and Management Council and Local
Rescue Unit of Tuguegarao City will orient about the flood prevention and demonstrate rescue
operation in the citizen of Linao East, Tuguegarao City.

STEPS IN CONDUCTING THE PROGRAM

BEFORE THE CALAMITY:

Local rescue team will prepare all necessary rescue equipment. Citizen should build an
emergency kit and make a family communications plan. Avoid building in a floodplain unless
you elevate and reinforce your home. Elevate the furnace, water heater and electric panel in your
home if you live in an area that has a high flood risk.
DURING THE CALAMITY:

Rescue team should be alert if there is necessary rescue case. If a flood is likely in area,
listen to the radio or television for information. Be aware that flash flooding can occur. If there is
any possibility of a flash flood, move immediately to higher ground. Do not wait for instructions
to move. Be aware of stream, drainage channels, canyons and other areas known to flood
suddenly. Flash floods can occur in these areas with or without typical warnings such as rain
clouds or heavy rain. If must prepare to evacuate, secure your home. If you have time, bring in
outdoor furniture. Move essential items to an upper floor. Turn off utilities at the main switches
or valves if instructed to do so. Disconnect electrical appliances. Do not touch electrical
equipment if you are wet or standing in water.

AFTER THE CALAMITY

Rescue team will patrol in the areas as much as possible. Avoid moving water. Stay away from
damaged areas unless your assistance has been specifically requested by police, fire, or relief
organization. Emergency workers will be assisting people in flooded areas.Return home only
when authorities indicate it is safe.
