1. GENERAL

1.1 Purpose
This Technical Bid Evaluation (TBE) is related to technical requirements for the design,
engineering, materials, inspection & testing, painting, marking, colour coding, export packing
and transportation/ shipping and documentation of Automatic Recirculation Valves for the
Ras Markaz Crude Oil Park Project.

The TBE for the Automatic Recirculation Valve has been carried out with the following bidders:

1. M/s Crosby Middle East, UAE (Manufacturer: Shanghai Datian Valve Co, China)

1.2 Brief Scope of Supply

The Scope of supply shall comply with section 5 of Material Requisition Doc. No. 9686-8230-
RQ-000-5019, all the reference documents, codes and standards called therein, and technical
clarifications carried out during technical bid evaluation phase.

1.3 Executive Summary

The Technical Bid Evaluation for the Automatic Recirculation Valves is carried out with one
Bidders and the details of the same are summarized in Attachment-1, ‘Technical Bid
Evaluation’.

Bidder offers are evaluated based on requirements stated in Datasheets and Material
requisition. Subsequently technical clarifications were performed.

2. TECHNICAL BID EVALUATION

2.1 Bidder #1: M/s Crosby Middle East, UAE (Shanghai Datian Valve Co.,
China)
Bidder is in compliance with the technical attachments in Material Requisition, doc. no.
9686-8230-RQ-000-5019.

1. BIDDER has specified 4-8 weeks (after PO placement) as delivery period in initial offer.
The delivery to site is confirmed by Bidder.

3. NOTES FOR PROCUREMENT

3.1 Technical annexes to be part of Purchase Order

Following documents shall be attached as technical annexes of Purchase Order:

1. Scope of supply summary duly signed by selected BIDDER.

2. Deviation and Clarification list if any duly signed by selected BIDDER.

3. Price tables to be provided by the BIDDER as part of the commercial proposal agreed
through technical clarifications/ queries.

Hence, Procurement is kindly requested to check the congruence between the Priced and
Unpriced proposals for each Bidder prior to placement of Purchase Order.

3.2 Site Assistance

No Site activities shall be considered in this Lump-sum base scope. All site activities such as
support for pre-commissioning and commissioning shall be as per man-day rates (if
required).

3.3 Spares and Services

Following equipment spares and services shall be included in the Purchase Order:

1. Commissioning Spare Parts.

2. Bidder recommended 2 Years Operation Spare Parts.

3.4 Manufacturing Location

3.5 Delivery Location

Delivery shall be to the Project Site for Automatic Recirculation Valves.
