The International Year of Shelter for the Homeless (IYSH) was recognized in 1987 by
the United Nations General Assembly.

It was first declared, in UN resolution in 1981, and proclaimed officially in 1982 in


resolution

improving shelter/ housing for the poor in general (and not just homeless people),
especially in developing countries
IYSH objectives and programme

The primary objective of the International Year of Shelter for the Homeless is

to improve the shelter and neighbourhoods of some of the poor by 1987 and to
demonstrate, also by 1987, ways of improving the shelter and neighbourhoods of all of
the poor by the year 2000.
Four goals were identified:

• improvement of the shelter and neighbourhoods of the poor and disadvantaged


and to the provision of shelter for the homeless, particularly in the developing
countries, as a matter of priority;

• to provide a full range of tested and practical alternatives for improving the shelter
and neighbourhoods of the poor and disadvantaged and for providing shelter for
the homeless;

• a basis for new national policies and strategies for improving shelter and
neighbourhoods of the poor and disadvantaged by the year 2000;

• To exchange experience and provide support among countries to meet the


objectives of the year.
Three crucial factors in developing effective programs of action toward the year 2000
were considered:

• "adequate shelter" –not just 4 walls and roof but provide infrastructure facilities

• governments should recognize that "human settlements" cannot be regarded as


merely a sectoral activity in national development plans. Human settlements are
the final product in terms of built/living environments of all sectoral activities;

• full and effective participation and involvement of the poor and disadvantaged
themselves, with activities primarily aimed at helping the poor to help
themselves.
IYSH Demonstration Projects
The demonstration housing project implemented by D.D.A at Delhi by the initiative of
HUDCO is one of the major initiatives
Advantages of the project implemented by D.D.A (Delhi development
Authority) are summarised below:
• Without affecting the environmental quality
• Elimination of contract system and introducing labour contract
• Design gives various shelter options to the beneficiary according to his
affordability to repay
• Beneficiary can adjust the construction according to availability of
finance
• The project has considerable replicability value
Millennium Development Goals (MDGs)

The Millennium Development Goals (MDGs) were eight international


development goals for the year 2015 ,were derived from Millennium Declaration

• to eradicate extreme poverty and hunger;


• to achieve universal primary education;
• to promote gender equality and empower
women;
• to reduce child mortality;
• to improve maternal health;
• to combat HIV/AIDS, malaria, and other
diseases;
• to ensure environmental sustainability; and
• to develop a global partnership for
development.
Goal 2: Achieve universal primary education
Target 2A: By 2015, all children can complete a full course of Primary education/primary
schooling, girls and boys
• An increase in the primary
school net enrolment in the
developing world from 83
percent in 2000 to 91

number of out-of-school
children or primary school
age globally, from 100 million

GOAL 4: reduce child mortality
Target 4.A: Reduce by two-thirds, between 1990 and 2015, the under-five mortality rate

Globally, the number of deaths of children under 5 years of


age fell from 12.7 million in 1990 to 6.3 million in 2013.
