PURPOSE

To ensure that all personnel employed in carrying out ROVSHAN OGUZ work which affects
safety or technical integrity are trained and competent to carry out the tasks delegated to them in
a manner whereby safety and effectiveness is maintained.

SCOPE

All personnel required to carry out work affecting safety or technical integrity.

RESPONSIBILITIES

It is the responsibility of Rovshan Oguz as an employer, and in its role as a company in the
construction and maintenance of structures, to ensure the training and competence, including the
soundness of technical understanding, of personnel appointed to such work or in its related
activities by vetting personnel prior to employment.

Employees are encouraged to identify any area in which competence weakness is perceived or
known to exist.

Prior to awarding any contract to potential subcontractors the contracts personnel shall ensure
that the subcontractors have the necessary experience & track record with respect to the scope of
work.

It is the responsibility of the Project Engineer to ensure Subcontractors and suppliers to verify
the competence of the personnel employed by them or working for them.

PROCEDURE

Prior to employment personnel shall be vetted for competence, technical expertise and
understanding, qualifications and experience with respect to the applicable job function.

Any new employee prior to start of work has to pass through Rovshan Oguz Safety Induction
Training taking into account levels of risk, responsibility, ability and literacy and be examined
by means of personal questionnaire. Through induction training employees become aware about
health and safety hazards at workplace, policy and procedures, roles and responsibilities, benefits
of high safety performance, etc. Only those who successfully passed through induction training
will be allowed to commence work. If anyone fails to pass through examination he/she wouldn’t
be allowed to commence work until being retrained and re-sit the examination.

Competence of personnel shall be addressed on a continuous basis by line supervisors,


department managers, with any known or suspected weakness in job competence being reported
to the appropriate level of management, this shall be formally verified and recorded on at least an
annual basis, utilizing the performance appraisal system.

The performance appraisal system adopted by Rovshan Oguz shall include specific reference to
the competence of the employee in carrying out his allotted duties.

Line managers and department managers shall make the Rovshan Oguz policy, expectations and
accountability known to personnel, in order that any uncertainties are eliminated.

Rovshan Oguz shall ensure that resources are provided in sufficient number and technical
capability as to maximize personnel competence.

Rovshan Oguz shall provide support, coaching and training in the manner and to the degree
considered necessary to ensure satisfactory demonstration of competence, and shall effect
appropriate remedies wherever competence claimed cannot be shown.

Personnel shall, wherever and whenever required to do so, demonstrate their individual
competence in fulfilling their role within the Company.

Subcontractors shall be vetted prior to any award of subcontract to ensure that the potential
subcontractor has the necessary experience and track record for carrying out the scope of work.
Vetting may consist of personal experience, company profiles, CV’s, company references.
