NEGATIVE VALUES EFFECT ON GOOD GOVERNANCE

1. BAHALA NA accountability

Like what i said in the module, Accountability is imperative to make


public officials answerable for government behavior and
Responsive to the entity from which they derive their authority. This
may be achieved differently
in different countries or political structures, depending on the history,
cultural milieu, and value
Systems involved. Also is the key of good governance. This can be
highly affected with the negativity of BAHALA NA. For instances,
the best example for this are the flaws, fault or problem to be
encountered by a certain office or person-charge.
Instead of admitting or owning the blame of the mistake that was
made, they will just say "Bahala na" or what happen will just happen,
negative or positive. For example, Sec. Duque of DOH in the issue of
the delayed releasing of financial compensation for the dead of
doctors and nurses in line of duty fighting COVID. Instead of him
owning the blame for he is the head of the department, he still
decided to blame it to his people thinking like "BAHALA NA KUNG
SINO MAPAGALITAN, BAHALA NA KUNG ANO SABIHIN NG
TAO. The effect of accountability was not being displayed in this
situation for his wrong action.
2. UTANG NA LOOB - - PARTICIPATION

In this particular part, Utang na loob is somehow very observed and


Give negative effect in participation in good governance. One thing I
can say is when a politician is running for a certain position and
asking for support by an influential person or group but with
condition. By the time that the specific official is in control, the
influential person will ask for a return that is sometimes negative.
This people will ask for the official to do something with this person,
or to this area, or to these documents. Instead of declining it because
the official know that it will be against the will of the majority who
seeks good governance, he or she will be forced to decide on his own
or will not participate on the brainstorming of solution for the
improvement of the community. And that only happened just because
he owes something to the influential person or "utang na loob". With
that, it will be already a bad habit that will turn in to a bad practice.
3. NiNGAS COGON Participation

Like in the book describe, each member of the government is a key


cornerstone of good governance. Each person’s Participation could be
either direct or through legitimate intermediate institutions or
representatives. Which is technically going to be so affected by the
Ningas Cogon mindset of a certain person. It will be like a Domino
effect, If nor will not move or fall down, the will not too. Another
example is the idiot politicians who are very energetic, positive, and
full of promises but only during campaign. Once they took got the
position, they will be no longer can be seen or their promises are just
promises but not being implemented. Instead of them leading the
group participation on how the community will improved can, they
are the main reason why there are no progress in the community
sometimes because of their Ningas Cogon attitude.
4. PADRINO SYSTEM EQUITY AND INCLUSIVENESS

In the definition of Equity and inclusiveness, ensuring that all its


members feel that they have a stake in it and do not feel
Excluded from the mainstream of society, is a government priority
concern. The assurance of the government that its people are also
member of the improvement. But sometimes Padrino system can ruin
everything. An example for this is the roleplay of one of the ABS
CBN teledrama "Wild Flower". In this Teleserye, a province was only
ruled by only one family, from governor, down to the mayor ship they
are in control. Each family member has a position in the government.
Ofcourse with that they already put the law into their hands, the funds
to be used for their personal. In the scenario that all people who are
going to be against to the government will get in trouble or worst get
killed is already a form of loss of equity and inclusiveness of the
community to the government itself.
5. MANIANA HABIT RESPONSIVENESS

MAÑana habit is already a common attitude of a Filipino in a certain


things. In terms of government, This is already a big problem or issue
that needs to stop or to be solved. This kind of habit does not also
affect the progress of improvement but also the responsiveness of the
government in the some aspects that requires ASAP attention. For
example, A certain roadwork project in the province of cordillera that
should be finished ASAP for the fast transportation of goods, It will
take almost forever for it to finish. The responsiveness of the
government is very poor in this type of situation. Other example of
this is help to given immediately during typhoon seasons, calamity,
and others. For me, this should be the 1st thing that the government
should resolved first before proceeding into different projects.
6. FILIPINO TIME RESPONSIVENESS

-Similar to what I have said in my explanation about Manana Habit,


Filipino time is considered a major problem in terms of good
governance. Like an anonymous proverb say "Your actions reflect
your attitude". If the responsiveness of the government in different
projects, problems are always late, or will not give an immediate
proper action there will be a great impact into the performance of the
government. Filipino time or being late is a problem especially to its
improvement and progress. Example of the cause for the effect of
Filipino time is like what I said, the major projects, sending of help to
people in need. We cannot just like always make it a reason that "It’s
already in vein of Filipino people so what would you expect?” This
Kind of mindset, practice and leadership greatly affects the progress
of good governance of each and every office it maybe.
