The government plans to reopen schools and start face-to-face learning in January 2021. This

Education and Culture's YouTube (20/11/2020). It's just that parents are given the option to choose
to allow or not take part in this face-to-face learning activity. In its implementation, local
governments, schools and parents will be given full authority.

Dicky Budiman said that if schools reopen in January, this is a very dangerous thing. "The opening in
January tomorrow is very dangerous, for several reasons," said Dicky when contacted Tuesday

10%. According to him, it is relatively safe to reopen schools, the positivity rate is at least below 5%.
"Our 9-month positivity rate test is above 10 percent, it will take time to be lowered to 5 percent.
And generally the countries that do it and succeed take at least 3 months," said Dicky. The positive
rate is one of the components used to measure the capability of a country in controlling the spread
of the corona virus. The positive rate shows the ratio of the number of positive cases of Covid-19 to
the total tests in a region. The lower the positive rate, the more the number of people being tested
and demonstrating adequate contact tracing.
Currently, the World Health Organization (WHO) has set the positive rate standard at 5
percent. Dicky added, the success of reducing the positive rate can be achieved if the country or
region applies 3T (testing, tracing, treatment) and 3M (wearing a mask, maintaining distance,
washing hands with soap) consistently, massively, and aggressively. If the positivity rate is still high
and schools are still open, the potential for new clusters will increase. He gave an example of
countries in Europe and America. "If it is enforced, yes, what will happen like several European
countries and then America. Forced to open schools when the positivity rate test is above 10
percent, what happens is school clusters," he said. "The increase in cases of infection was almost

Was It Wise to Have Face-to-Face School During a Pandemic?

The Indonesian Minister of Education, Nadiem Makarim, issued a policy that would return schools
to the face-to-face / offline learning system. Of course this policy will be a hot topic of conversation
among students, parents, teachers and the community. Many parties disagree with this decision
because conditions have not been stable, but there are also other parties who agree to just agree as
long as they follow the health protocol in accordance with the regulations that were in force during
this pandemic.

With the increase in the number of people infected with the COVID-19 virus, which has now
reached 5000 people per day and there is no sign that this number will decrease until the vaccine is
found and distributed. Even the World Health Organization or commonly called the World Health
Organization (WHO) predicts that a vaccine will be available in mid-2021.

Due to the news that a new vaccine will be available and can be used in mid 2021, various groups
have emerged who are against the existence of face-to-face schools that can endanger the health of
students. Even though by carrying out health protocols such as wearing masks and washing hands
with soap, of course it will be much safer if you study at home.

However, in terms of effectiveness, it is clear that face-to-face schools will make it easier for
students to receive lessons compared to online schools. Due to the many obstacles ranging from
network connections, devices, and limited quotas. But on the other hand, face-to-face schools will
trigger new clusters that are able to increase the number of infections that were initially stable.
Recent conditions have not shown a safe zone, but an increase in cases that tend to be stable if not
observant, this number can increase and even double.

But continuing online learning has its drawbacks such as the social impact of self-isolation which
can damage friendships by not seeing each other for months. This problem is easily underestimated
by parents but has a big impact, some news shows students who experience pressure due to
accumulated tasks that lead to the loss of the student's life.

The impact can also be felt on the school building itself, due to the limitation on the number of
school employees which results in facilities being untreated and even neglected so that the facilities
are dirty and damaged. And the owners of the school canteen stall have lost their main source of
livelihood. And the construction of facilities such as sinks and health protocol facilities that will
drain funds.
