Praise be to God for giving His grace so that we can complete the activity report
entitled “PTM During Covid-19 Pandemic at SMK Negeri 1 Denpasar”.
We would like to thank Mrs. Yugi for helping us both morally and materially. I also
thank my friends in arms who have supported us so that we can complete this task.
We realize that the activity report we have prepared is far from perfect in terms of its
preparation, language and writing. Therefore, we really expect constructive criticism and
suggestions from all readers to become a reference so that writers can be even better in the
future.
Hopefully this activity report can broaden the readers' insight and can be useful for

INTRODUCTION

I.1 BACKROUND

Learning activities are an effort to direct students into the learning process so that they
can obtain learning objectives in accordance with what is expected so that teaching and
learning activities can run properly, according to Azhari (2013: 2) states that education
determines the development and realization of human resources especially nation and state
development. Since the covid-19 pandemic, the world has experienced changes that affect
most sectors of society, a health crisis has hit the world (Purwanto et al., 2020: 1), the
enactment of the PSBB (Large-Scale Social Restrictions) up to the appeal of influential
social distancing also to the world of education which must adapt to the circumstances.
Thus, education has undergone a transition, such as the policy of the Minister of Education
and Culture (Mendikbud) Nadiem Makarim in the Katadata.co.id article, which states that
the Minister of Education and Culture issued a policy of teaching and learning activities
carried out from their respective homes to avoid transmission of the Covid-19 virus. In this
case, distance learning or online is a temporary alternative solution in education in
Indonesia. However, online learning certainly has many shortcomings such as a lack of
interaction between teachers and students and difficulties in information and educational
facilities due to the use of technological media.
Facing 2021, the government plans to provide face-to-face learning systems to provide
interaction between students and their surrounding environment that will affect mental
growth, however this face-to-face learning system must prioritize the safety and health of
students and teachers which is decided through a Joint Decree (SKB) The 4 newest
ministers, namely the Minister of Education and Culture, Minister of Religion, Minister of
Health, and Minister of Home Affairs. In the Joint Decree, the government made policy
adjustments to give full authority to determine face-to-face learning permits to local
governments / regional offices / MoRA offices. Face-to-face learning activities during this
pandemic did experience pros and cons in the community, in this case the Minister of
Education and Culture Nadiem Makarim emphasized that the decision to allow local
governments to open schools by paying attention to health protocols, which means face-to-
face learning is allowed instead of mandatory, where schools don't need to. fully filled by
students or with a maximum capacity of 50% and the parents of each student are free to
determine whether their child is allowed to attend school or not. In "Announcement of the
Implementation of Even Semester Learning for the 2020/2021 Academic Year during the
COVID-19 Pandemic Period" (2020).
Each online or offline learning system has its advantages and disadvantages, learning
during a pandemic must of course adjust to the situation so that all parties involved are
healthy and safe. If the face-to-face system can be re-implemented, of course it must
comply with the Covid-19 health protocol properly to reduce the threat of spreading the
virus. Based on the above background, the author will describe how the face-to-face
learning process has been carried out by SMKN 1 Denpasar during the Covid-19 pandemic.
I.2 PROBLEM FORMULATION

Based on this background, several problem formulations can be taken, namely as follows:
a. What is PTM?
b. What is the process of implementing PTM activities during the Covid-19 pandemic
in SMKN 1 Denpasar?
c. What are the advantages and disadvantages of PTM during the Covid-19 pandemic
in SMKN 1 Denpasar?

I.3 PURPOSE

The purpose of writing this report is to find out how the PTM (face-to-face learning)
process was during the Covid-19 pandemic at SMKN 1 Denpasar, its advantages and
disadvantages.
CHAPTER II

THEORY AND DISCUSION

II.1 PTM (Face to face learning)

Offline learning is a learning system that is carried out face-to-face in an


educational institution.Offline learning is learning that has been applied in Indonesia.
However, due to the Covid-19 pandemic, the learning system has had to be shifted to
an online learning system. This of course led to many changes in the educational
aspect.
The government has given permission to carry out face-to-face learning
activities for schools in the green and yellow zones of the corona virus. This decision
has also been decided by 4 ministers (SKB) regarding the implementation of teaching
and learning activities in the green and yellow zones. However, according to an
epidemiologist, Mr. Iqbal Elyazar, the opening of schools can increase the high risk of
virus transmission between students and teachers. According to him, the government
expert team did not carefully consider what might happen.
"The latest research conducted in San Francisco, said the opening of schools
would not only threaten the lives of children but also threaten the lives of teachers.
Opening high schools can increase infections in teachers by 41 percent, 37 percent in
junior high school aged children, "explained Iqbal in a webinar on rejecting school

II.2 PTM Implementation at SMKN 1 Denpasar

Like several schools that have implemented PTM, SMKN 1 Denpasar has also
started PTM activities in this odd semester. This activity has started from December
2020 until. However, different from the previous semester's learning, PTM at SMKN 1
Denpasar used three sessions, Session I at 07.30-09.00 WITA, Session II at 10.00-11.30
WITA, Session III at 12.30-14.00 WITA. In one classroom, there can only be a
maximum of 20 students. This aims to minimize the spread of the Covid -19 virus.
Every school that will start the PTM learning system must prepare the necessary
facilities, such as a place for washing hands. No exception for SMKN 1 Denpasar.
Before the PTM activities were carried out, the school had prepared an adequate hand
washing area.

III.3 Advantages and Disadvantages Of PTM


Advantages:
• Students do not have to have devices such as cell phones and internet access
• Students can more easily understand and capture the learning conveyed by the
teacher
• Students become more controlled because the teacher can supervise directly

Disadvantages:
• Increase the potential for the spread of the Covid -19 virus
• Must provide facilities such as hand washing stations, hand sanitizers, and other
facilities to support learning

Based on the above discussion, it can be concluded that in order to anticipate the
negative consequences and issues of distance learning, the implementation of this face-to-face
learning system is very effective if implemented to provide interaction between students and
the surrounding environment that will affect mental growth, but this face-to-face learning
system must prioritize the safety and health of students and teachers decided through the
Decree of Bersam (SKB) 4 new ministers , namely the Minister of Education and Culture,
Minister of Religious Affairs, Minister of Health, and Minister of Home Affairs. However, the
implementation of face-to-face learning in this school has its pros and cons in the community
and jug has its drawbacks and advantages.
