1. Lifting and Rigging


a. Crane Operator
1) The appointed crane operator has been properly trained certified as per thelocal regulation and
fully understand all aspects of safe operation.
2) Any crane operator shall satisfy the following requirements:
a) He has nothing of poor ability particularly of eyesight, hearing and reflexes.
b) He has been trained and well-experienced for judging distance, height, moving speed and
perspective.
c) He is physically capable to operate and control efficiently the crane.
d) He has been trained in the general principles of crane operation and knows well
specifically the function of the type of machine that he operates.
e) He has been trained to find any multifunction of the machine so that the mechanics are
able to repair or adjust those easily.
f) He has been trained of and is familiar with operation of the hand signaling.
g) He is certified by government agency qualified crane operator.
b. Signalman/Rigger
1) The appointed signalman/rigger has been properly trained and fully understands all aspect of
safe lifting operation. He shall wear a remarkable helmet and/or jacket to be recognized by the
crane operator.
2) Any Signalman/Slinger should satisfy the following requirements:
a) He has nothing of poor ability particular of eyesight, hearing and reflexes.
b) He has been trained and well-experienced for judging distance, height, moving speed and
perspective.
c) He is physical capable to handle lifting gear.
d) He has been trained in the general principle of slinging.
e) He has been trained select appropriate sling lifting gear for the loads to be lifted.
f) He has been trained to the crane operation whether it is going to lift the object at an
appropriate capacity and boom angle.
g) He has been trained of and is familiar with operation of the hand signaling system.

c. Initial Mobilization
It is necessary to examine the following documentation and check the crane before using a crane.
1) Certificate of test and examination is valid.
2) The crane and its ancillary company with government regulation and/ or job requirements.
3) The load indicator and alarm device of excessive winding and load are working well.
4) The lifting equipment and tools are suitable for the job e.g. the hook is to beequipped with
proper devices of a free turning provision and stopper to avoid turning of lifted object and
detracting of sling from the hook respectively.
5) The number of hosting coils between sheaves shall be appropriate in accordance with the
crane specification; the number of hosting coils shall not be deducted in order to make quick
lifting.
d. Crane Setting
1) The positioning of a crane shall be carefully made to ensure smooth and safety lifting.
2) If it is not practicable to keep minimum clearance of 600 mm for personal access between any
parts of the crane and any obstruction, the access shall be blocked off.
3) The temporary foundation shall be provided in case that the exiting ground is unstable against
the lifting operation.
4) The route for traveling of crane to the operation site shall be carefully examined and may be
prepared with suitable compaction or payment as required.
5) In case that the crane is a type outrigger jacks and will be used on a soft ground, the additional
bigger pads of timber or suitable materials shall be provided underneath the base plates of in
order on meet the bearing capacity of the exiting ground.
6) For mobile cranes having out riggers, if the exiting ground seems to be unstable, the following
testing and countermeasure shall be adopted before the operation:
a) Set the crane and lift the lift object approximately 150 mm high and hold it for 10 minutes.
b) If a base outrigger is continuously sinking into the ground, the additional bigger and
bigger pads shall underneath the outrigger.
7) It is important that the turntable of the crane is to keep horizontal and this should be checked
before starting lifting operations and also at frequent intervals during operations.
The level of outrigger should be checked frequently to ensure that no sinking has occurred.
8) The crane may not be moved generally under rigging object, but may be moved only in case
followings.

a) Manufacture’s instruction are clearly conformed and adhered to;


b) Route conditions are suitable;
c) Counterweight as a specified and in the correct position.
d) Wind speed are within a limitation specified by the manufacturer;
e) Turning lock is engaged.
e. Fly Jibs
This is an additional extension jib which will be attached to the end of the main boom. When
using the fly jib: the main book block shall not use simultaneously.
f. Pre-Caution for Rigging Operating
1) A written procedure shall be provided for anchovy lifting (heavier than 10tons).
2) The methods and procedures for slinging shall conform to the professional practice of rigging.
3) Any signaling or communication system should be well practiced and confirmed before
operation.
4) Manufacturer’s instructions shall be studied and adhered to.
g. Rigging Operation
1) The boom can be maneuvered only when the signalman or rigger can see both the load and
crane operator. An additional signalman shall be required if the lifted object may goes out of
sight.
2) The object maybe lifted until directed by signalman or rigger to avoid any accident. The
object than can be lifted after confirmation that the object is properly slung.
3) The crane shall not be operated in strong wind as specified by the crane manufactured.
4) The object shall be carefully handled to avoid snitching and slewing, and be traveled keeping
an enough clearance with the ground or obstruction.
5) The crane shall not be used to pull or drag the object.
6) The object shall not be carried over any personnel.
h. Inspection, Examination and Testing
1) Daily Inspection
a) The crane shall be inspected and maintained in accordance with themanufacture’s
instructions.

b) Every time before using the crane, a visual inspection of the entire machine, a truck etc.,
shall be made. All brakes and clutches shall be checked. Any defects, if found, are
reported to mechanics for repairing.
2) Periodic Inspection
a) Bolted joints should be inspection for tightness. Wearing parts shall be replaced with new
part.
b) Where only a part of the lifting wire coil is used, the non-used extension of the coil shall
be run off from the drum to inspect it so that it remains undamaged.
c) The entire coils should be periodically lubricated according to manufacturer’s
instructions.
i. Wire Slings
1) Wire sling shall be inspected prior to use.
2) The capacity of wire sling shall confirm to the manufacturer’s specifications.
3) The following inspection shall be made:
a) Kink: is usually caused by a sharp bends.
b) Wear: a wire rope in unserviceable, when the diameter of sling reduces at 7%on nominal
diameter.
c) Broken: means any damage exceeds 10% of the total number of wires per one standard
on the visual inspection.
Upon the above inspection, the sling having the excessive kink or wear or damage shall not be
used but be disposed.
j. Shackles
1) A shackle is used for connections in slinging.
2) The bolt pin is a de-mountable part of the shackle and there is always a risk to lose it. The
greatest is always required to ensure that only the proper bolt pin shall be used .k. Slinging
The following precautions shall be taken:
1) The rigger ensures that the slings do not pass directly over sharp edges so that may edges so
that may cause damage. At the sharp edge packing is required not to make sling damaged.
2) For the temporary storing of the lifted object, it shall be lowered on the temporary base pads
with timbers.
3) During slinging and maneuvering the object, the guide rope shall be attachedto it in order to
prevent the swinging or turning of the object.

4) Clear signals shall be given and confirmed for any slinging operations.
5) The object shall be checked to ensure that it is “free” for lifting and not trapped with anything
2. Storage of Lifting Equipment
After the lifting operation is finished, lifting equipment and tools shall be stored in a designated store
with shed.
