The 394th Meeting of the Southern Regional Committee (SRC), National


Council for Teacher Education held on 27th – 28th January 2021 through Virtual
Tele Conferencing at the Conference Hall, SRC, NCTE, New Delhi.

The following Members were present during Video Conference:

At the outset Dr. Anil Kumar Sharma, Regional Director and Convener, SRC
welcomed the Chairperson and all members and apprised about the work done
by the SRC along with the directions received from NCTE Hqrs from time to time.

The Minutes of the meeting of 393rd meeting of SRC was circulated


to all members. The Committee confirmed the minutes of 393rd meeting
with the following rectification/ correction.

it is in the Hon’ble High Court of Telangana at Hyderabad.

The Committee observed that the institution has not replied to the letter
issued on 27.11.2018.

In addition to the above, the Committee perused the letter received from
the Registrar, Telangana University regarding not extending the
affiliation to some colleges / institutions for the academic year 2020-
2021 on the ground of non-fulfilment of NCTE norms and Regulations.

The Sree Raghavendra Vidyalayam, Plot/Khasara No.


500,506,507,508, Plot No. 25,26,27,28,29,42,43,44, Near Darga,
Perkit Village, Armoor Post, Taluk & city, Nizamabad District –
503224, Telangana is one among the colleges which were not affiliated
for the academic year 2020-21 by the Telangana University.

In view of the non - submission of reply to the letter dt 27.11.2018 and


also the letter received from the Registrar, Telangana University, the
Committee decided to withdraw the recognition granted to Sree
Raghavendra Vidyalayam, Plot/Khasara No. 500,506,507,508,
Plot No. 25,26,27,28,29,42,43,44, Near Darga, Perkit Village,
Armoor Post, Taluk & city, Nizamabad District – 503224,
Telangana for conducting B.Ed course w.e.f. the 2020-2021 academic
session under clause 17(1) of NCTE Act, 1993 on the grounds mentioned
above.

6. Sri Kshana Mukteeswara College of Education, Mukteswaram, Inavilli


Mandal, E.G. District-533211, Andhra Pradesh.

considered by the SRC and the following observations were made:-

The Committee decided to write a letter to the Institution asking therein


to submit the following documents: -

1. The institution is required to submit the latest staff list in


the prescribed format duly approved by the Registrar of
concerned affiliating university.
2. The institution is required to submit a “Form A” issued by
the respective Bank Manger towards creation of FDR of
Rs.7 lakh and 5 lakh, totalling Rs.12 lakhs towards
Endowment Fund & Reserve Fund into joint account for a
duration of 5 years alongwith a copy of the FDRs.
3. The institution is required to submit an attested/notarised
copy of the approved Building Plan (if institution is running
more than one Teacher Education programme, it shall be
required to submit an exclusive earmarked building plan for
each of the recognised Teacher Education programme). The
Multipurpose hall size is not reflected in the Building Plan
submitted by the institution.

In view of the above, the Committee decided to seek the above


documents from the Institution by sending a last reminder
(Letter) before withdrawal of the recognition on the grounds
mentioned above to the institution. The institution is required to
submit the documents / representation mentioned above within
21 days from the date of issue of the letter.

7. Yerra Krishnamurthy College of Education, Maripivalasa – 534446,


Vizianagaram District, Andhra Pradesh.

(File No. – AOS00594, Course – B.Ed.)

time and documents furnished by the institution were carefully
considered by the SRC and the following observations were made:-

The Committee considered the reply submitted by the institution on


30.12.2019 in respect to the Final Show Cause Notice and found the
following deficiencies: -

1. The institution has submitted photocopy of Land Document.


(i) The institution has not submitted certified copy of land
documents.
2. The institution has submitted photocopy of Building & Site plan
which is not readable.
3. Date inspection not mentioned in Building Completion Certificate.
4. The institution has not submitted a Letter regarding approval of

faculty issued by the affiliating body submitted.


5. The institution has not submitted a “Form A” issued by the

Hence, the Committee decided to withdraw the recognition granted to

B.Ed course w.e.f. the 2020-2021 academic session under clause 17(1)
of NCTE Act, 1993 on the grounds mentioned above.

8. Balaji College of Education, Anantapur Revenue Division Near RTC Bus


Stand, Neeruganti Street, Anantapur District-515001, Andhra Pradesh.

considered by the SRC and the following observations were made:-

The Committee considered the reply submitted by the institution on


08.01.2019 in respect to the Final Show Cause Notice and found the
following deficiencies: -

1. The institution has not submitted a certified copy of land


documents issued by concerned Tehsildar /Revenue Officer. (If
the same are in Regional Language the institution is also
required to submit notarized copy of English version of land
documents)
2. The institution has not submitted Notarized copy of Building
Completion Certificate.
(i) Date of inspection not mentioned in Building Completion
Certificate.
3. The Principal does not have NET/Ph.D. as per NCTE
Recognition.
(ii) The institution has not appointed the faculty of Performing
Arts.

Hence, the Committee decided to withdraw the recognition granted to


Balaji College of Education, Anantapur Revenue Division Near

Andhra Pradesh for conducting B.Ed course w.e.f. the 2020-2021

mentioned above.

9. Nova College of Education, Kovvur Revenue Division, Vegavaram Village,


Jangareddigudem Mandal, West Godavari District, Andhra Pradesh.

(File No. – APS00341, Course – B.Ed.)

The original files of the Institution alongwith other related documents,

time and documents furnished by the institution were carefully
considered by the SRC and the following observations were made:-

The Committee considered the reply submitted by the institution on


16.12.2019 in respect to the Final Show Cause Notice and found the
following deficiencies: -

1. The institution has not submitted notarized english version of Land


Document.
2. The institution has not submitted a certified copy of land
documents.
3. The institution has submitted notarized copy of Building & Site
plan which is not readable.
4. The institution has not submitted a Letter regarding approval of
faculty issued by the affiliating body.
(i) 7 Assistant Professor does not have NET/Ph.D. as per NCTE
(Recognition Norms & Procedure) (Amendment)
Regulations, 2017 dated 29.05.2017 notified on
09.06.2017.
5. The institution has submitted photocopy of two Matured FDRs.
(i) The institution has not submitted a “Form A” issued by the
respective Bank Manger towards creation of FDR of Rs.7
lakh and 5 lakh, totalling Rs.12 lakh towards Endowment
Fund & Reserve Fund into joint account for a duration of 5
years along with a copy of the FDRs
(iii) The institution has not submitted an Affidavit clearly stating
status about land & building and Management
(Society/Trust) at the time of recognition.

Hence, the Committee decided to withdraw the recognition granted to


Nova College of Education, Kovvur Revenue Division, Vegavaram
Village, Jangareddigudem Mandal, West Godavari District,
Andhra Pradesh for conducting B.Ed course w.e.f. the 2020-2021
academic session under clause 17(1) of NCTE Act, 1993 on the grounds
mentioned above.

10. Sir CRR College of Education, Opp. to S.P. Bungalow, N.H. 5, Eluru-
534007, West Godavari District, Andhra Pradesh.

(File No. – APS00425, Course – B.Ed.)

The original files of the Institution alongwith other related documents,


NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to
time and documents furnished by the institution were carefully
considered by the SRC and the following observations were made:-

The Committee decided to write a letter to the Institution asking therein


to submit the following documents: -

1. The institution is required to submit the latest staff list in


prescribed format with date of approval of the Registrar and
appointment date of staff duly approved by the Registrar of
concerned affiliating university.

In view of the above, the Committee decided to seek the above


documents from the Institution by sending a last reminder
(Letter) before withdrawal of the recognition on the grounds
mentioned above to the institution. The institution is required to
submit the documents / representation mentioned above within
21 days from the date of issue of the letter.

11. St. Mary’s College of Education Bombay Road, Buchireddypalem, Nellore


District – 524305, Andhra Pradesh.

(File No. – APS04891, Course – M.Ed)

The original files of the Institution alongwith other related documents,


NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to
time and documents furnished by the institution were carefully
considered by the SRC and the following observations were made:-

1. The B.Ed programme is already withdrawn vide no.


F.No.SRO/NCTE/APS00026/B.Ed/AP/2016/89349 dated
25.10.2016. And, the institution can not run the M.Ed course.

2. The institution has submitted photocopy building plan but


multipurpose hall size mentioned 92.44 sq.mts insufficient &
required to 2000 sq.ft & 186 sq.mts
3. The Total Built up area mentioned in the Building Plan and BCC
do not match with each – others.
4. The institution has submitted a proforma for faculty approval
from the affiliating body, for M.Ed course, but the signature and
stamp of Registrar is not legible.
5. It is observed that the date of approval on faculty proforma for
B.Ed and M.Ed courses are not available.
6. faculty list (B.Ed course) which is not approved by the Affiliating
body. Some deficiencies are: -
i. A letter regarding approval of faculty issued by the
affiliating body has not submitted by the institution.
ii. The institution has not appointed performing arts
faculty.
7. The institution has submitted photocopy of Form ‘A’ issued by
Branch manager along with photocopy of FDRs of Rs 5 lakhs, Rs
lakhs & 4 lakhs. The institution submitted Form A which is
manually over – written and tempered. by The institution has not
submitted Endowment and Reserve Fund (Total Rs 12 Lakh) as
per norms of NCTE Regulations, 2014.

Hence, the Committee decided to withdraw the recognition granted to


St. Mary’s College of Education Bombay Road, Buchireddypalem,
Nellore District – 524305, Andhra Pradesh for conducting M.Ed
course w.e.f. the 2020-2021 academic session under clause 17(1) of
NCTE Act, 1993 on the grounds mentioned above.

12. CRR College of Education, Sydapuram Mandal, Nellore District – 524407,


Andhra Pradesh.

(File No. – APS05458, Course – B.Ed)

The original files of the Institution alongwith other related documents,

time and documents furnished by the institution were carefully
considered by the SRC and the following observations were made:-

The Committee considered the reply submitted by the institution on


19.12.2019 in respect to the Final Show Cause Notice and found the
following deficiencies: -

1. The institution has not submitted registered land documents.

2. The institution has submitted photocopy of building plan but


multipurpose hall size mentioned 70.78 sq.mts which is
insufficient as per norms of NCTE Regulations, 2014.
3. The institution has submitted a faculty list which is not approved
by the Affiliating body. Some deficiencies are: -
i. A letter regarding approval of faculty issued by the
affiliating body has not submitted by the institution.
ii. The institution has not appointed performing arts
faculty.
8. The institution has not submitted a “Form A” issued by the
respective Bank Manger towards creation of FDR of Rs.7 lakh and
5 lakh, totalling Rs.12 lakh towards Endowment Fund & Reserve
Fund into joint account for a duration of 5 years along with a copy
of the FDRs.

Hence, the Committee decided to withdraw the recognition granted to


CRR College of Education, Sydapuram Mandal, Nellore District –
524407, Andhra Pradesh for conducting B.Ed course w.e.f. the 2020-
2021 academic session under clause 17(1) of NCTE Act, 1993 on the
grounds mentioned above.

13. Christian College of Education, II-250/E/4/3A, Reddy’s Colony,


Mananpalle, Chittoor District-517325, Andhra Pradesh.

(File No. – APSO6304, Course – B.Ed)

considered by the SRC and the following observations were made: -

The Committee considered the reply submitted by the institution on


09.07.2020 in respect to the Final Show Cause Notice and found the
following deficiencies: -

a. Lease deed for a period of 3 years commencing from


26.08.2006 and the concluding on 25.08.2009. (Rented)

b. The institution has submitted a Building Plan in which Multi-


purpose hall area is not mentioned.

c. A Letter regarding approval of faculty issued by the


affiliating body has not submitted.

Hence, the Committee decided to withdraw the recognition granted to


Christian College of Education, II-250/E/4/3A, Reddy’s Colony,
Mananpalle, Chittoor District-517325, Andhra Pradesh for
conducting B.Ed course w.e.f. the 2020-2021 academic session under
clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

14. Adarsha college of Education, Adarsha Hills, Narayampet,


Mahabubnagar-509210, Telangana.

(File No. – APS07308, Course – B.Ed)

time and documents furnished by the institution were carefully
considered by the SRC and the following observations were made: -

The Committee considered the reply submitted by the institution on


09.07.2020 in respect to the Final Show Cause Notice and found the
following deficiencies: -

1. The institution has submitted land Use Certificate but land area &
Survey No. are not mentioned.
2. The institution has submitted photocopy of building plan but the
same is not approved by competent authority & multipurpose hall
size is not mentioned.
3. The institution has submitted photocopy of BCC but the built up
area are different in BCC & building plan.
4. The institution has submitted a faculty list which is not approved
by the Affiliating body. Some deficiencies are: -
iii. A letter regarding approval of faculty issued by the
affiliating body has not submitted by the institution.
iv. The institution has not appointed performing arts
faculty.
5. The institution has not submitted a “Form A” issued by the
respective Bank Manger towards creation of FDR of Rs.7 lakh and
5 lakh, totalling Rs.12 lakh towards Endowment Fund & Reserve
Fund into joint account for a duration of 5 years along with a copy
of the FDRs.

Hence, the Committee decided to withdraw the recognition granted to


Adarsha college of Education, Adarsha Hills, Narayampet,
Mahabubnagar-509210, Telangana for conducting B.Ed course w.e.f.
the next academic session under clause 17(1) of NCTE Act, 1993 on the
grounds mentioned above.

15. Sri Malayalaswamy College of Education, Sree Krishna Geetha


Ashramam, Gandhi Road, Proddature, Kadapa-516360, Andhra Pradesh.

The original files of the Institution alongwith other related documents,

considered by the SRC and the following observations were made:-

The Committee considered the reply submitted by the institution on


18.12.2019 in respect to the Final Show Cause Notice and found the
following deficiencies: -

1. The institution has submitted notarized copy Land Document in


the Name of an individual person.
(i) Purchaser: Name Yerikalaiah, adopted son Name

2. The institution has submitted notarized copy Land
Document in the Name of an individual person.

(i) Area of multipurpose hall not sufficient as per NCRE
Regulation.

4. The institution has submitted photocopy of staff list vide


letter dated 31.07.2017.
(i) The institution has not submitted the appointment of staff
in 01 Performing Arts and 01 Fine Arts.
The institution has submitted Form “A” issued by the Branch
Manager in favor of NCTE with photocopy of Matured FDRs.

6. The institution has not submitted an Affidavit clearly stating
status about land & building and Management
(Society/Trust) at the time of recognition and its present

recognition with the Institution.
(ii) Details of land & building now available with the Institution.
(iii) Status of Management at the time of recognition and its
present status.
Hence, the Committee decided to withdraw the recognition granted to
Sri Malayalaswamy College of Education, Sree Krishna Geetha
Ashramam, Gandhi Road, Proddature, Kadapa-516360, Andhra
Pradesh for conducting B.Ed course w.e.f. the 2020-2021 academic
session under clause 17(1) of NCTE Act, 1993 on the grounds mentioned
above.

16. Sangamitra College of Education, Plot No. 278, Akkannapet Street,


Husnabad Village, Taluk & City, Husnabad, Karimnagar District-505467,
Telangana.

Pushpagiri College of Education, Pushpagiri Nagar, Ukkayapalle,
Kadapa District-516002, Andhra Pradesh for conducting B.Ed
course w.e.f. the 2020-2021 academic session under clause 17(1) of
NCTE Act, 1993 on the grounds mentioned above.

18. Sri A.R.K.R. Memorial B.Ed. College, No. 12-13, Near G.N.T. Road,
Sullurpet, Nellore District – 524121, Andhra Pradesh.

(iii) The institution has submitted approval letters for B.Ed & M.Ed
courses. The institution has submitted 26 Assistant
Professors, 1 Physical Director and 2 Principal against the
requirement of 1 Principal, 30 Assistant Professors, 2
Associate Professors, 2 Professors, 1 Physical Director,
1 Performing Arts and 1 Fine Arts for 4 Basic Units of B.Ed
and 1 unit of M.Ed as per NCTE Regulations, 2014. The
institution has submitted proforma of the staff wherein the
date of appointments are not shown of the faculty for B.Ed
course.
(iv) The institution has not submitted notarized English version of
latest Non-Encumbrance Certificate duly issued by the
competent authority.
The institution has not submitted Land Use Certificate duly
approved by the competent authority. However, the
institution has submitted Land Title Certificate which is not
approved by the competent authority.
(v) The institution has not submitted Form A issued by the
respective Branch Manager towards maintenance of
Endowment and Reserve Funds for both the courses in joint
account with a period of 5 years. The institution has
submitted photocopy of FDRs which are already expired.
(vi) The institution has not submitted BCC in prescribed
format. The size of the multipurpose hall is not
mentioned. The BCC submitted by the institution is not
approved by the competent authority.

The SRC discussed in detail about the B.Ed (ODL) programmes being run by the
Universities and observed that these Universities are running B.Ed. (ODL) course
without approval of their Self Instructional Material from the DEB / UGC, which is
the mandatory requirement under NCTE Regulations, 2014. The Universities are
saying that the UGC / DEB is not issuing any letter / certificate for their Self –
instructional Material (SIM). In view of the difficulty being faced by the
Universities, the SRC requests the Member Secretary, NCTE to write a letter to
the Secretary, UGC to direct the DEB for issuance of certificate / letter on the
Self Instructional Material (SIM) submitted by the Universities offering B.Ed.
programme through ODL mode after following due procedure and examination.
The RD, SRC is advised to do the needful in this regard.
