SUMMARY REPORT

RESULT OF THE MGB GEOHAZARD ASSESSMENT COVERING

THE EIGHTEEN (18) MUNICIPALITIES/CITY IN THE PROVINCE OF TARLAC

In line with the Presidential Directive and NDCC resolutions following the February
17 Southern Leyte landslide incident, and the need to fast track the geohazard
mapping program along the eastern seaboard of the Philippines, geologists from the
Mines and Geosciences Bureau-Regional Office III (MGB-R3) conducted a
geohazard assessment of the barangays in the municipalities/city n the province of
Tarlac.

Each barangay was classified according to their susceptibility to landslide and/or

flooding. For landslide susceptibility, the rating parameters are as follows:

High
• Presence of active and/ or recent landslides
• Presence of numerous and large tension cracks along slope adjacent to the
community and that would directly affect the community
• Areas with drainages that are prone to landslides damming
• Steep/Unstable slopes consisting of loose materials

Moderate
• Areas with indicative and/or old landslides
• Presence of small tension cracks along slope and are located away from the
community
• Moderate slopes

1
Low
• Low to gently sloping
• No presence of tension cracks

Each barangay was rated into low, moderate or high for flooding susceptibility with
the rating parameters as follows:

Low
• 0 – 0.5 meter depth of floodwaters

Moderate
• 0.51 – 1 meter depth of floodwaters

High
• > 1 meter depth of floodwaters

With regards to landslide susceptibility, the barangays assessed include areas that
are located on and/or near slopes and riverbanks and have the potential for landslide
occurrence. The rating of each barangay presented herein particularly refers to the
barangay proper since majority of the population is located there. It should be noted,
however, that the rating does not necessarily reflect those of the sitios. Barangays
with identified

were presented with a Landslide Threat Advisory informing their susceptibility to

landslides and the corresponding recommendations particular to the barangay.

The flood susceptibility of the barangays in the municipality was also assessed.
Barangays classified with moderate to high susceptibility to flooding are located in
identified low portions of the barangay, in topographically low-lying areas and/or near
a major river system. These barangays were presented with a Geohazard Threat
Advisory informing their susceptibility to flooding and the corresponding
recommendations particular to the barangay.

SUMMARY OF THE ASSESSMENT:

1. Municipality of Anao

• All the barangay centers and populated areas in the municipality of Anao has
a low susceptibility to flooding. The municipality is topographically higher than
the municipalities of Moncada, Paniqui, Ramos and the surrounding
municipalities where flood susceptibility is high. The flood level in Moncada
has to be really high before the municipality of Anao will be flooded.

• The agricultural areas/farm lots have a moderate to high susceptibility to

flooding.

• Localized flooding can be attributed to inadequate drainage system during

periods of unusually heavy precipitation.

3
2. Municipality of Bamban

• In terms of landslide susceptibility, there are four (4) barangays in Bamban that have
the potential for landslide occurrence including (1) San Vicente –low, along the road,
(2) Anupul with low to moderate susceptibility- along improperly cut slopes; (3)
Lourdes- moderate to high in the vicinity of the grotto; and (4) Sto. Niño- high
susceptibility along the road and riverbanks

• There are fourteen (14) barangays with low susceptibility to flooding (Anupul,
Banaba, Bancu, Dela Cruz, La Paz, Lourdes, Malonzo, San Nicoloas, Sto. Niño, San
Vicente, San Pedro, San Rafael, San Roque and Virgen delos Remedios).

• One (1) barangay (Culubasa) has a low to moderate susceptibility to flooding. It is

located near the river where avulsion and overflow is possible.

• There is one (1) barangay (San Nicolas) with low-lying portions having a moderate to
high susceptibility to flooding.

• There are eight (8) barangays that were affected by lahars. There are three (3)
barangays (Dela Cruz, La Paz and San Vicente) with areas, mostly agricultural and
affected by lahars dam and flooding; there are five (5) barangays that are the most
affected by lahars (Banaba, Culubasa, Virgen de los Remedios, San Pedro and
Malonzo-abandoned barangay site).

3. Municipality of Camiling

• In terms of landslide susceptibility, there are three (3) barangays in Camiling

that have a low susceptibility to landslide occurrences (Manupeg, Nagseriala
and Papaac). The barangay propers have low susceptibility to landslides. The
road cuts and generally high and mountainous areas have a moderate to high
susceptibility to landslides. Brgy. Bacsay has a moderate to high susceptibility
to landslide; tension cracks, springs and seepages were noted in the vicinity.

• There are sixteen (16) barangays with low susceptibility to flooding in the
barangay proper and most areas of the barangay (Bacsay, Cabanabaan,
Caniag, Carael, Cayasan, Lasong, Manupeg, Marawi, Matubog, Nagserialan,
Papaac, Sta. Maria, Sinilian 1st, Sinilian 2nd, Sinilian 3rd and Sinilian
Cacalibosan).

• There are twelve (12) barangays with low susceptibility to flooding in most
areas but with portions of the barangay that are generally low-lying and with
portions near major rivers and creeksand agricultural areas that have
moderate to high susceptibility to flooding (Anoling 2nd, Bancay, Bilad, Birbira,
Bobon Caarosipan, Bobon 1st, Bobon 2nd, Malacampa, Manaken,
Nagrambacan, Palimbo Proper and Pob. A).

4

Caarosipan, Pao 1st, Pao 2nd, Pao 3rd, Pindangan 1st, Pindangan 2nd,
Poblacion D, G, H, J, Sawat, Sinulatan 1st, Sinulatan 2nd, Surgui 1st,
Tambugan, Telbang and Tuec).

4. Municipality of Capas

• In terms of landslide susceptibility, there is one (1) barangay in Capas that has
potential for landslide occurrence (Bueno). The areas near the barangay proper have
low to moderate susceptibility to landslides. The generally high and mountainous
areas have a high susceptibility to flooding.

• There are fourteen (14) barangays with low susceptibility to flooding (Aranguen,
Cubcub, Cutcut 1st, Cutcut 2nd, Dolores, Estrada, Lawy, Manga, Manlapig, Sta. Rita,
Sto. Domingo 2nd, Sto. Rosario, Talaga and Cristo Rey).

• There are six (6) barangays with low susceptibility in most areas but with portions of
the barangay near major rivers and creeks that have moderate to high susceptibility
to flooding (Bueno, O’Donnel, Sta. Lucia, Sto. Domingo 1st, Maruglu and Sta.
Juliana).

• One (1) barangay has a threat by breaching of lahars dammed lakes, the San
Marcos and Tambo lakes (Sta. Juliana)

• The channel of the O’Donnel River is constricted in the vicinity of Brgy. O’Donnel.
There is active riverbank erosion and concentration of floodwaters in the upstream
portion owing to the constricted section where man-made structures are located.
There is a marked advancement of erosion surfaces and active undercutting.

• The O’Donnel River is affected by lahars during the Mt. Pinatubo eruption and the
present time. Most of the barangays are affected with ash fall.

5. Municipality of Concepcion

• There are eleven (11) barangays with low susceptibility to flooding in the
barangay proper and most areas of the barangay (Calius Gueco, Corazon de
Jesus, Dutung Matas/Jetmin, Mabilog, Panalicsican, Pitabunan, San

5
Agustin/Murcia, San Bartolome, San Nicolas Balas, Sta. Cruz and
Talimundoc/San Miguel).

• There are twelve (12) barangays with low to moderate susceptibility to

flooding (Caluluan, Parang, Parulung, San Antonio, San Francisco, San Juan,
Santiago, San Vicente, Sta. Maria, Sta. Rosa, Sto. Niño and Sto.
Rosario/Magunting).

• There are six (6) barangays with moderate to high susceptibility to flooding
(Minane, Pando, San Isidro, Sta. Rita, Sto. Cristo and Tinang).

• There are thirteen (13) barangays with moderate to high susceptibility to

flooding (Balutu, Café, Castillo, Culatingan, Dungan, Lilibingan, Magao,
Malupa, San Jose, San Martin, San Nicolas/Poblacion, Sta. Monica and
Talimundoc Marimla).

6. Municipality of Gerona

• There are thirty three (33) barangays with low susceptibility to flooding
(barangay centers and populated areas) in the municipality of Gerona (Rizal,
Bularit, Luna, Matapitap, Singat, Oloybuaya, Plastado, Abagon, Caturay,
Magaspac, San Antonio, Parsolingan, Cardona, Malayep, Amacalan,
Calayaan, Padapada, Santiago, San Agustin, New Salem, Mabini, Quezon,
Tangcaran, Sulipa, Villa Paz, Buenlag, Don Basilio, Dicolor, Pinasling,
Apsayan, Poblacion 1, Poblacion 2 and Poblacion 3). Most of the purok
affected with localized flooding are located in the low-lying portion of the
barangay, do not have sufficient drainage and located near the creek/river
systems traversing the barangay.

• The are seven (7) barangays experiencing different susceptibility to flooding

from low, moderate to high depending on the topographic location (Carbonell,
Salapungan, Ayson, Sembrano, Sta. Lucia, Danzo and Matayuncab). These
are low-lying areas affected by the overflow from the creek/rivers and
breaching of dike structures. Backflooding results from the inadequate
drainage and exit points during unusually heavy rainy day and typhoon
periods. Structurally controlled flooding such as elevated roads and road
system with insufficient drainage, irrigation canals and excessive release of
water from dams in the nearby municipalities of Nueva Ecija and Pangasinan
is also a possible cause.

• The dike protecting the Tarlac River has some weak points along its length
and for the past 10 years had history of breaching. Floodwaters enter the
barangays adjacent to the river and/or dike and cause flash flooding to the
barangays along the path. Barangays adjacent to the dike have low
susceptibility to flooding; however, the risk of floods of greater than 1m is still
present due to the history of the dike breaching at some points along its
length (San Jose, San Bartolome, Tagumbao, Malayep, Ayson, Dicolor).

6
• The agricultural areas/farm lots have a moderate to high susceptibility to
flooding.

• Localized flooding can be attributed to inadequate drainage system during

periods of unusually heavy precipitation.

• For landslide susceptibility, there are two barangays with low susceptibility to
landslides. The topography is generally gently sloping and no tension cracks
were observed (San Agustin and Mabini).

7. Municipality of La Paz

• In terms of landslide susceptibility, no barangays in La Paz have the potential

for landslide occurrence.

• There are two (2) barangays with moderate susceptibility to flooding (Mayang
and Kapanikian).

• There are seven (7) barangays with moderate to high susceptibility to flooding
(Matayumtayum, Caramutan, Laungcupang, Dumarais, Sierra, Motrico and
Camillas).

• There are twelve (12) barangays with high susceptibility flooding (Lomboy, La
Purisima, Macalong (New and Old), Lara, San Roque, Rizal, Balanoy, Caut,
Bantog, Paludpud, San Isidro and Guevarra).

8. Municipality of Mayantoc

• In terms of landslide susceptibility, there are six (6) barangays in Mayantoc

that have potential for landslide occurrences (Bigbiga, Binbinaca,
Gayonggayong, Labney, Nambalan and Pedro L. Quines). The areas near the
barangay proper have low to moderate susceptibility to landslides. The
generally high and mountainous areas have a high susceptibility to landslides.
There are areas in Brgy. Labney that are possible landslide debris
accumulation zones. Evidences of landslides present include tension cracks,
old escarpments, old landslides and rock fall.

• There are fourteen (14) barangays with low susceptibility to flooding (Bigbiga,
Calabtangan, Carabaoan, Mamonit, Maniniog, Pedro L. Quines,, Pitombayog,
Poblacion Norte, Poblacion Sur, Rotrottooc, San Bartolome, San Jose,
Taldiapan, Tangcarang).

• There are eight (8) barangays with low susceptibility to flooding in most areas
but with portions of the barangay that are generally low-lying and with portions
near major rivers and creeks that have moderate to high susceptibility to

7
flooding (Ambalingit, Binbinaca, Caocaoayan, Cubcub, Gayonggayong,
Gossood, Mapandan, Nambalan).

• One (1) barangay has a moderate to high susceptibility to flooding

(Baybayaoas). It is adjacent to the river and has a historical high level flood in
1972.

• One (1) barangay has a high susceptibility to flooding (Labney). It is located in

the river floodplain.

9. Municipality of Moncada

• There are nine (9) barangays with Low susceptibility to flooding (Aringin, San
Roque, Sta. Monica, San Leon, San Juan, Mabini, Maluac, San Julian and
Poblacion 2). These barangays had a from low to moderate to high susceptibility
to flooding during the 1972 Central Luzon Flood;

• Nine (9) barangays with Low to Moderate susceptibility to flooding (Atencio, Villa,
Calamay, Lapsing, Tolega Norte, Burgos, Camposanto 1-Sur, Poblacion 4 and
Poblacion 4);

• Five (5) barangays with Moderate to High susceptibility to flooding (Rizal, San
Pedro, Tolega Sur, Sta. Lucia West and Sta. Maria);

• Eight (8) barangays with High susceptibility to flooding (Tubectubang, Ablang

Sapang, Banaoang West, Calapan, Banaoang East, Baquero Sur, Camangaan
West and Sta. Lucia East); and

• Six (6) barangays with Low, Moderate to High susceptibility to flooding

(Camposanto Norte, Camposanto 2, Baquero Norte, Camangaan East,
Capaoayan and Poblacion 1).

• Flooding in the municipality is influenced by different factors such as topographic

location; insufficient and inadequate drainage system; clogged drainage canals;
excessive surface runoff; overflow from the river; structurally controlled flooding
such as elevated roads and highways, irrigation canals and excessive release of
water from dams and water impoundments; artificial damming along waterways
(irrigation system and natural river/creek channels) blocking the flow of the
channels causing it to overflow its banks; and breaching of the dike protecting
Tarlac River especially along the Colibangbang dike portion. Most of the
barangays in the municipality of Moncada experience varying depths of
floodwaters during the 1972 Central Luzon flood; hence, the same risks
associated with that flood event could be expected.

• The following natural rivers and creeks usually overflow its banks and contribute
to sheet flooding: Sta. Lucia River, Baca River, Bakit-Bakit Creek, Camangaan

8
River, Banaoang River, Nibulsa Creek, Sukulanat Creek, Umingan Creek, Tarlac
River and Agno River).

• The agricultural areas/farm lots have a moderate to high susceptibility to flooding.

• Localized flooding can be attributed to urban development and inadequate

drainage system during periods of unusually heavy precipitation.

10. Municipality of Paniqui

• There are seventeen (17) barangays with Low susceptibility to flooding (Estacion,
Abogado, Poblacion Sur, Rang-ayan, Colibangbang, Patalan, Samput, Cariño,
Manaois, Brillante, Nagmisaan, San Carlos, Burgos, Mabilang, Villa Paz, Poblacion 2
and Pinasling);

• Four (4) barangays with Low to Moderate susceptibility to flooding (Cayanga,

Tablang, Sinigpit and San Juan De Mitla);

• Six (6) barangays with Moderate to High susceptibility to flooding (Salomague,

Cabayaosan, Apulid, Canan, Sta. Lucia and Apsayan);

• Four (4) barangays with Low, Moderate to High susceptibility to flooding controlled by
topographic location (Matalapitap, Acocolao, Nipaco and Dapdap); and

• Three (3) barangays with High susceptibility to flooding (Coral, San Isidro and Sta.
Ines).

• Some barangays adjacent to the Tarlac River have low susceptibility flooding since
the dike is protecting the municipality from the overflow from the river; however, the
dike is vulnerable to breaching and had a history of breaching along the weak points
and avulsion side of the river such as in Sta. Ines, Ayson, Colibangbang and
Nagcamarinan. The Tarlac River is also silted with lahar materials and at some
portion of the river the channel is higher than the barangay itself. Breaching of dikes
along rivers in the province of Nueva Ecija also contribute to flooding in the
municipality and vicinity.

• Flooding in the municipality is influenced by different factors such as topographic

location; insufficient and inadequate drainage system; clogged drainage canals;
excessive surface runoff; overflow from the river; structurally controlled flooding such
as elevated roads and highways, irrigation canals and excessive release of water
from dams and water impoundments; artificial damming along waterways (irrigation
system and natural river/creek channels) blocking the flow of the channels causing it
to overflow its banks; and breaching of the dike protecting Tarlac River. The
barangays in the municipality of Paniqui with moderate to high susceptibility to
flooding during the 1972 Central Luzon flood have the same risks associated with
unusually heavy rains and flood event of similar gravity.

• The following natural rivers and creeks usually overflow its banks and contribute to
sheet flooding: San Isidro River, Tablang River, Caturay Creek, Biniklatan Creek,
Malasin Creek, and Tarlac River).

9
• The agricultural areas/farm lots have a moderate to high susceptibility to flooding.

• Localized flooding can be attributed to urban development and inadequate drainage

system during periods of unusually heavy precipitation.

11. Municipality of Pura

• All sixteen (16) barangays experience varying degrees of flooding

• Five (5) barangays has a low susceptibility to flooding (Nilasin 2nd, Poblacion
3rd, Balite, Linao and Naya)

• Eleven (11) barangays has a low to moderate susceptibility to flooding

(Buenavista, Nilasin 1st, Maasin, Calanglaan, Maungib, Matindeg, Singat,
Estipona, Poroc, Poblacion 1st and Poblacion 2nd).)

• Basically all agricultural areas experience high susceptibility to flooding

12. Municipality of Ramos

• All nine (9) barangays experience varying degrees of flooding;

• Three (3) of the barangays have low, moderate to high susceptibility to

flooding (Coral, Toledo, and Poblacion Central);

• Two (2) barangays has a low susceptibility to flooding (San Raymundo and
San Juan);

• one (1) barangay has a moderate susceptibility to flooding (Poblacion South;)

• one (1) barangay has a only high susceptibility to flooding (Pance);

• one (1) barangay has a low to moderate susceptibility to flooding (Poblacion

North);

• and one (1) barangay with moderate to high susceptibility to flooding (Guiteb)

13. Municipality of San Clemente

10
• There are barangays in San Clemente that are located in and/or near slopes
and have the potential for landslide occurrence (So. Dueg- high susceptibility
to landslide; Casipo and Balloc-low susceptibility to landslide).
• Based on outcrops and exposures and from excavated materials from dug
wells, it appears that barangays Maasin, Bamban and Daldalayap are
underlain by debris flow deposits consisting of matrix supported gravel to
boulder clasts of gabbro and ultramafic rocks set in a clayey to sandy soil
matrix. Past debris flows had been generated from the landslide prone areas
of Canding-Batacan River and were deposited on these three barangays.
• There are three (3) barangays with low susceptibility to flooding (Casipo,
Balloc and Maasin)
• There are two (2) barangays with low to moderate susceptibility to flooding
(Poblacion Norte and Catagudinan). Agricultural areas of the barangay,
identified low lying areas and those located near the creek/river channel has
moderate susceptibility.
• There are four (4) barangays with moderate to high susceptibility to flooding.
The barangay has naturally low lying areas and portions located near active
creek and river channels. Breaching of protective dike increases the
susceptibility of the barangays to high level floods (Bamban, Daldalayap,
Nagsabaran, Daclong 1st ).
• There are three (3) barangays with high susceptibility to flooding (Pitao,
Daclong 2nd, Poblacion Sur). These barangays are natural catch basins
specially barangays Pitao and Daclong 2nd which are also affected by over
flowing of Agno River as in the case of release of excess waters from San
Roque Dam during the October 2009 Typhoon Pepeng flooding.
• Riverbank erosion was observed along Canding-Batacan River and natural
channels traversing the municipality.
• Siltation is also evident along active Canding-Batacan River which serves as
the boundary with Mangatarem, Pangasinan.

14. Municipality of San Manuel

• There are eight (8) barangays with low susceptibility to flooding in the
municipality of San Manuel (Salcedo, San Narciso, Mangandigay, Legaspi
Matarannoc, Pacpaco, Poblacion, Sta. Maria). The barangay centers and
populated areas in the barangays has a low susceptibility to flooding; portions
of the barangays usually inundated are the generally low lying areas and
catchment areas of the barangays, adjacent to the agricultural areas, near
active creeks, rivers and irrigation canals traversing the barangay.

• There are six (6) barangays with low to moderate susceptibility to flooding
(San Agustin, San Felipe, San Jacinto, San Miguel, Lanat, Colubot). Flood in
these barangays easily subsides. Possible causes of flooding in the barangay

11
are unusually heavy rains associated with typhoons; structures such as
elevated roads, irrigation canals water impoundments and dams; overflow
from constricted and silted rivers and creeks; back flooding when outlets and
culverts were closed to control the release of water; and due to inadequate
drainage.

• There is one (1) barangay with moderate to high susceptibility to flooding (San
Vicente). Flooding is usually due to overflow from the creek/river, constricted
river channel and restricted flow of the water, backflooding, road structures,
and inadequate drainage.

• The agricultural areas/farm lots have a moderate to high susceptibility to

flooding.

15. Municipality of Sta. Ignacia

• There municipality has a low susceptibility to landslides.

• There are nineteen (19) barangays with low susceptibility to flooding (Baldios,
Botbotones, Caanamongan, Cabugbugan, Caduldulaoan, Calipayan,
Nambalan, Padapada, Pilpila, Pinpinas, Poblacion East, Pugo Cecilio, San
Sotero, Sta. Ines Centro, Sta. Ines East, Sta. Ines West, Taguiporo,
Timmaguab, Vargas)).

• There are three (3) barangays with low susceptibility to flooding in most areas
but with portions of the barangay that are influenced by major rivers such as

(Bantog, Cabaluan, Cruz, Mangolago, San Fernando, Sta. Barbara).

• There are two (2) barangays with high susceptibility to flooding (Canarem,
Palac-Palac) located in a generally low-lying area and swamp portion of the
municipality.

• There are three (3) barangays with liquefaction potential (Baculong, Balbaloto,
Maluid)

13
18. Municipality of San Jose

• In terms of landslide susceptibility, there are seven (7) barangays in San Jose
that have potential for landslide occurrences (Burgos, David, Iba, Lubigan,
Maamot, Moriones, Sula). The areas near the barangay proper have low
susceptibility to landslides. The generally high and mountainous areas have a
high susceptibility to landslides. Evidences of landslides present include
tension cracks, old escarpments, old landslides and rock fall.

• There are seven (7) barangays with low susceptibility to flooding (Burgos,
David, Labney, Lawacamulag, Mababanaba, Pao, San Juan de Valdez).

• There are three (3) barangays with low susceptibility to flooding in most areas
but with portions of the barangay that are influenced by major rivers such as
Moriones and Balog-Balog rivers and Madanok creek and has a moderate to
high susceptibility to flooding.

• One (1) barangay (Iba) has a moderate to high susceptibility to flooding.

• One (1) barangay (Villa Aglipay) has a high susceptibility to flooding. The
barangay proper experienced 2-meters deep floodwaters in 1972.

It should be noted that these susceptibility ratings were arrived at as of this field
assessment. However, the rating could advance (e.g., from low to moderate, and
moderate to high) based on the present and historical accounts of the flood
/landslide susceptibility in the municipality/city. Hence, the MGB constantly
recommends strict and continuous monitoring of the barangays, continuing
information and education campaigns on disaster preparedness, disaster risk
management and mitigations; and strengthening of the Barangay Disaster
Coordinating Council.

The matrices of the municipalities/city included in the assessment are in the compact
disc as an attachment to this report.
