A. Background
The new variety of coronavirus, SARS-CoV-2, that caused Covid-19,
was founded at the end of 2019. This virus is very easy to transmit and within
2 months, it already spread all over the world, causing a pandemic and even
declared as Public Health Emergency of International Concern (PHEIC) by
WHO. Due to this disease. WHO with governments in almost all countries
made new public regulations to do physical distancing, wearing a mask, and
washing hands frequently as preventive action toward Covid-19 transmission.
One of the most important and effective interventions in responding to current
issues and conditions is increasing the public’s role by spreading information,
education, and build good communication with them. It is aimed to give them
understanding and straightened out the stigmas in society so they could
comprehend and follow the new regulations as well. In terms of optimizing
the public’s potential, especially on the millennials as they called ‘agent of
change’, Bulis 2021 will accommodate creativity and innovation
through Bulis International Health Promotion Media Competition
2021 with ‘Empowering Communities: Together We Fight Against Covid-
19’ as our main theme.
B. General Description
Bulis, or an abbreviation of Bulan ISMKMI (Ikatan Senat Mahasiswa
Kesehatan Masyarakat Indonesia) or public health student national association
is an annual event by public health students as the commemoration of
ISMKMI anniversary which established on December, 24th 1991. Bulis 2021
by Airlangga Public Health Student Association (Aphsa) will be divided into
two different agendas, offline and online. The offline agenda will be held by
doing communication and education activities at Desa Selok Anyar,
Lumajang, East Java. And for the online agenda will be held at the
international level in partnership with Management and Science University,
Malaysia by doing a health promotion competition and web seminar.
C. Technical Activities
a. Online
Title : Bulis International Health Promotion Media
2021
Participants : General public with age range 14 – 25 years
old
Place and Time : The competition will be held online starting
from May 8th – August 31st 2021, and the web
seminar will be held through the Zoom Meeting
on September 18th 2021
Scope of Activities : Health promotion media competition and web
seminar with “Pandemic Fatigue” as the topic
1. Health Promotion Media Competition
Categories:
i. Bulis Health Promotion Video Competition
It requires the participant to create a health promotion video and
upload it on their google drive with MP4 format. Then the participant
must submit their video link through submission form which is already
provided by the committee. Judges will choose the top three best
videos and showed it on the web seminar as well as on the offline
agenda.
ii. Bulis Health Promotion Video Competition
It requires the participant to create a health promotion digital poster
and upload the softcopy file on the submission form which is already
provided by the committee. Judges will choose the top three best
posters and showed it on the web seminar as well as on the offline
agenda.

3. Offline Activities
Main Theme:
Education, Information, and Communication about COVID-19 Prevention in
Terms to Strengthen Communities and Preparing a Responsive Society
towards COVID-19.
Details of activities:
1. Educating the local community about COVID-19. The material that will be
provided basic information about COVID-19 and the importance of COVID-
19 vaccination to form Health Immunity (including what is COVID-19, how
is it transmitted, and how to prevent it). This activity is carried out through
counseling by presenters by utilizing media packaged in the form of posters,
videos. Then the community will be facilitated to conduct questions and
answers with the speakers.
2. Educating on how to prevent non-communicable diseases in the elderly such
as diabetes, hypertension, high blood pressure, and low blood pressure. Those
including the causative factors that trigger non-communicable diseases, the
causes and effects that occur from non-communicable diseases, and how to
prevent non-communicable diseases by maintaining a healthy lifestyle. This
activity is carried out through counseling by presenters by utilizing media
packaged in the form of posters, videos. Then the community will be
facilitated to conduct questions and answers with the speakers.
3. Spread the information and educate the public about New Lifestyle Habits by
always obey the health protocols in all occasions. Those including what is the
role of youth in implementing customs or general activities during the
COVID-19 Pandemic. This activity is carried out through counseling by
presenters by utilizing media packaged in the form of posters, videos. Then
the community will be facilitated to conduct questions and answers with the
speakers. And continued with the handover of relics from the BULIS 2021
committee in the form of a place to wash hands and practice washing hands
together. The output of this program is that the local community have a right
understanding of COVID-19 information.

4. Health check up for local people over 40 years old in the form of tension and
blood sugar checks.
5. Conducting education to children in the local environment regarding to the
prevention of COVID-19. Activities will be carried out in the form of coloring
and story telling. The stories and pictures that will be presented are related to
the prevention measures for COVID-19. The output of this activity is that
children can understand simple ways to properly prevent COVID-19.

The BULIS 2021 activity has the following objectives:
Backup Plan
As written above, Bulis 2021 will be able to be carried out only if the activity
permission has been obtained. However, if we do not get the obtain the permission
for this activity, we will use the backup plan instead, which is to continue both of
online and offline activities only by the committees who are domiciled in Lumajang
with social project activities such as distributing basic food assistance, masks, and
hand sanitizers and giving reminiscences. - a memory in the form of a hand washing
place placed in several public places in Selok Anyar Village, Lumajang. And if its
still not get the permission, the final backup plan is to held only online activities.
Final
Here is the Term of Reference (TOR) regarding to BULIS 2021 online and offline
activities. Hopefully, Bulis 2021, could give the aspirations, hopes, and progress of
the younger generation for a better future and reinforcing a perceptive communities in
facing Covid-19
