2. Expound on the need for monitoring and evaluation of projects and programs
Monitoring and evaluation when carried out correctly and at the right time and place are
two of the most important aspects of ensuring the success of many projects and programs. A
well thought out monitoring and evaluation framework can assist greatly with thinking
through programmatic strategies, objectives and planned activities, and whether they are
indeed the most appropriate ones to implement.
Monitoring and evaluation frameworks:
• Assist in understanding and analyzing a program
• Help to develop sound monitoring and evaluation plans and implementation of
monitoring and evaluation activities
• Articulate program goals and measurable short, medium and long-term objectives
• Define relationships among inputs, activities, outputs, outcomes and impacts
• Clarify the relationship between program activities and external factors.
• Demonstrate how activities will lead to desired outcomes and impacts, especially
when resources are not available to conduct rigorous impact evaluations. They often
display relationships graphically.
However, even though monitoring and evaluation are viewed as related, they are distinct
functions.
 Role of Monitoring on projects and programs
Monitoring is the continuous assessment of a program or project in relation to the agreed
implementation schedule. It is also a good management tool which should, if used properly,
provide continuous feedback on the project implementation as well assist in the
identification of potential successes and constraints to facilitate timely decisions.
Unfortunately, in many projects, the role of this is barely understood and therefore
negatively impacts on the projects. Monitoring is not only concerned with the
transformation of inputs into outputs, but can also take the following forms:
 Physical and financial monitoring- Measuring progress of project or program activities
against established schedules and indicators of success.
 Process monitoring- Identifying factors accounting for progress of activities or success of
output production.
 Impact monitoring Measuring the initial responses and reactions to project activities and
their immediate short-term effects.
Projects are monitored so as to:
• Assess the stakeholders’ understanding of the project;
• minimize the risk of project failure;
• promote systematic and professional management;
• Assess progress in implementation.
Good project monitoring reports have the advantage of:
• Providing the regularized flow of information needed for decision-making.
• Providing a history of the project which can be the basis for lessons learned and
evaluation of the project.
• Assisting in fostering discipline among stakeholders.
• Give sense of responsibility to the target group.
• They can be used to identify skill building needs of those responsible for collecting data
and preparing the reports.
 Role of Evaluation on projects and programs
Evaluation can be defined as a process which determines as systematically and as objectively
as possible the relevance, effectiveness, efficiency, sustainability and impact of activities in
the light of a project / programme performance, focusing on the analysis of the progress
made towards the achievement of the stated objectives.
Evaluation has several purposes, which include the following:
• It assists to determine the degree of achievement of the objectives.
• It determines and identifies the problems associated with program planning and
implementation.
• It generates data that allows for cumulative learning which, in turn, contributes to better
designed programs, improved management and a better assessment of their impact.
The key words in this scenario are “lessons learned”.
• It assists in the reformulation of objectives, policies, and strategies in projects /
programs.
It should also be noted that in some cases, evaluation has been used to resolve non-
programs issues affecting different donors. For instance, two organizations involved in
separate but similar programs on land management may undertake an evaluation of the
entire programs to assess the extent to which they can cooperate. Consequently, evaluation
can be seen as a process that determines the viability of programs / projects and facilitates
decisions on further resource commitment.
3. If you were to prepare monitoring and evaluation framework, what issues would
you consider?
The following questions must be considered were preparing monitoring and
evaluation
• What are the objectives of the monitoring activities and the evaluation?
• What are the specific questions that need to be answered to gauge the progress, impact
and success of the intervention?
• What information is needed to see if activities are being implemented in the way that
was planned, and who can provide that information?
• What information is needed to determine if the expected objectives and outcomes were
accomplished and who can provide that information?
Determining whether the questions being asked are appropriate ones for understanding
how “successful” the intervention has been with respect to its expected objectives and
outcomes?
