Program Assistant on Security and Arms Carriers


(FAS)

Job purpose
The ICRC is looking for a Program Assistant on security and arms carriers (FAS) to be based in its
Sub-Delegation in Sittwe. The FAS Program assistant will support the Heads of Sub Delegations in
Rakhine in networking with arms carriers in Rakhine for the general purpose of enhanced security &
safety management of the ICRC field activities; planning, carrying out, assessing and following up on FAS
activities, incl. the core activity of disseminating international humanitarian law (IHL) to weapon bearers.
For these purposes, he/she maintains contact with any type of weapon bearers at various levels and
participates in meetings with different interlocutors of these groups, in a leading or supporting role to
the ICRC Management. In addition, the FAS Assistant supports the ICRC Management team in Rakhine
with analysis and advise on the security context and conflict developments in Rakhine. He/she will
furthermore support field operations and general networking as requested.

Start date: 01 June 2021

Duty Station: Based in Sittwe – covering Rakhine

Main responsibilities
▪ Assists the Head of Sub-Delegation (HoSD) and the (FAS) Delegates in understanding all operating
or dormant arms-carrier (AC) structures.
▪ Monitors the political and security situation and specific groups/players and regularly updates
mapping of arms carriers.
▪ Contributes to developing and consolidating the ICRC's network of contacts with the different arms
carriers in Rakhine
▪ Contributes to providing advice to the sub delegation on ongoing armed confrontations and their
impact on the safety of ICRC staff and operations (if relevant).
▪ Prepares, conducts, assesses and follows up dissemination activities on international humanitarian
law (IHL) and ICRC activities.
▪ Maintains and updates the stock of different ICRC publications needed for FAS activities.
▪ Ensures adequate planning and reporting on FAS activities (planning for results, quarterly reporting,
minutes of meetings, Field Trip Reports, budget management etc.)
▪ Supports the management of the Sub Delegation with context, cultural, conflict, socio-economic and
security analysis for Rakhine state in collaboration with the Advisor of the Sub Delegation.
▪ Drafts periodic reporting on political, conflict and security developments in the context;
▪ Supports field teams during missions to field locations as assigned (including planning of logistics,
implementation of humanitarian operations and reporting on outcomes).
▪ Undertakes networking tasks for the sub-delegation with a broader range of stakeholders such as
civil servants, religious circles, NGOs/INGOs/CSOs etc.
▪ Supports the HoSD/FAS Delegates in drafting a plan of engagement and integrating it in the annual
planning exercise, in line with the sub delegation's main operational priorities and strategy.

Requirements and experience


▪ Professional experience working in the humanitarian sector, NGOs/CSOs, security sector or alike
▪ Previous experience working in the Security Forces or Armed Forces is a strong asset
▪ Good understanding of Myanmar Armed and Security Forces structures
▪ Strong analytical and reporting skills
▪ Strong networking and representation skills
▪ University degree or professional diploma
▪ Legal Studies an asset
▪ Fluency in English and Burmese, another language an asset
▪ Computer proficiency

▪ Good understanding of the armed conflict dynamic affecting Rakhine State and Chin State and its
humanitarian consequences
