ARC Mission Statement

events completely beyond their control. ARC provides shelter, clean water and sanitation,
health care, skills training, microcredit education, protection and whatever support we can to
let people begin again.

The Myanmar country program of American Refugee Committee is actively responding to


humanitarian concerns in Myanmar, particularly in remote areas of the Southeast region. ARC
is working closely with national and local authorities to galvanize concerted and coordinated
lifesaving humanitarian assistance to people in need. Primary interventions focus on
community health responses to endemic malaria among hard-to-reach or transient populations.

Project Overview

The Greater Mekong Sub-region (GMS) Regional Artemisinin Initiative 3 Elimination (RAI-
3E) contributes to the elimination of Malaria in Myanmar, as well as prevention of the
emergence or spread of artemisinin resistance in new areas. This program, supported by Global
Fund, is a multi-state program focused on the Southeast region and Northeast region of
Myanmar, partnering with, and serving primarily ethnic minority populations in hard-to-reach
localities.

Primary Purpose of the Position

The Data Quality Assurance Assistant (DQAA) is responsible for providing monitoring and
evaluation for the Global Fund’s RAI-3E project and other Global Fund supported projects
ensuring that project decision makers and stakeholders have timely access to accurate and
useful data and information throughout the life of the RAI-3E project and other GF supported
projects. S/he will closely collaborate with the Field Officer Kawthoung, M&E and Technical
Coordinator and Data Quality Assurance officer at ARC central, as well as local community
and partner leadership. S/he is responsible for developing the capacity of staff regarding data
collection and management, complying with donor and internal organization requirements,
supporting organization’s management information system and participating in timely, quality.

The DQAA will be responsible for implementing, and managing systems to collect, manage,
and analyze data produced by Kawthoung township in Thanintharyi Region. The DQAA will
manage field staff in M&E plan implementation and technical support. This position is based
in Kawthoung, with frequent travel to the field.

Major Areas of Accountability

Primary Duties/Responsibilities

Specific Duties and Responsibility


• Responsible for data collection, consolidation, compilation, analyzing, reviewing,
reporting and feedback in Kawthoung
• Work with the staff at central and field stations to strengthen project monitoring, evaluation
and feedback processes;
• Regular updates of MIS data and generating reports for MOHS, VBDC and related
government officials
• Analysis malaria data and report to supervisor for malaria situation in area on regular basis.
• Work very closely with different project staff to prepare monthly, quarterly, annual and
other programmatic reports
• Participate in M&E-related conferences with various project partners, collaborating
agencies, funders and other organizations working in the relevant areas;
• Participate and contribute to management decision making processes by availing all the
program information required;
• Represent ARC at meetings and forums related to M&E at Township or S/R level as
necessary
• Conduct regular visit to field offices and project sites to monitor the quality of data in the
field
• Ongoing capacity building of field staff on recording and reporting during regular
supportive supervision.
• Technical support for mobile health Malaria Case Base Reporting (MCBR) related
activities
• Focal person for data management in MCBR reporting in Kawthoung
• Perform other tasks as required.

Education, Technical Skills and Knowledge Required

• Professional degree in the relevant field required


• 3-5 years’ experience with an international NGO.
• At least 2 years of practical field experience in data entry, data management and M&E
• Experience with malaria and/or other infectious disease prevention, control and treatment
programming; RAI experience preferred.
• Experience and training in the design and oversight of health information systems.
• Participate in the developing detailed implementation plans (DIPs) and annual work plan
preparation.
• Strong data analysis skills.
• Proven experience in preparation of donor reports and report to Government health
officials.
• Excellent writing and analytical skills.
• Excellent MS Office skills including MS Word, Excel.
• Fluency in English is required, preferred fluency in Ethnic language
