OBJECTIVE:

The objective of this procedure is to establish instructions for the implementation of


uncompromising health, safety and environmental policies and to serve as a guideline to provide
safe working conditions for all employees, visitors, contractors and sub-contractors.

SCOPE:

This procedure is applicable to all employees of RBMA and PgP2, including contractors and sub-
contractors.

DEFINITIONS:

Employees : All permanent employees, contract employees and industrial trainees.

RESPONSIBILITY:

HSE

1.0 To establish guidelines for providing safe working environment for all employees in
accordance to all governmental and professional safety and environmental regulations and
standards.

2.0 Provide advice on healthy and safe work environment and ensuring compliance with all
governmental and professional safety and environmental regulations and standards.

3.0 Shall from time to time determine the applicability of all external regulations and therefore,
define guidelines for all internal compliance.

4.0 Implement appropriate system to ensure compliance with both external and internal
regulations and standards.

5.0 Liaise with government agencies, receiving officers and auditors, for the requirements of
appropriate certificates and letters of compliance.

PROCEDURE DETAILS:

1. A Safety, Health and Environment Committee shall be formed according to the statutory
requirements, the committee shall promote awareness of both employees and employer on
the Safety, Health and Environment and also to ensure appropriate measures are taken to
maintain the Safety, Health and Environment at work. (See SOP-SMAN-0010 : Safety,
Health and Environment Committee)

2. All chemicals used in the plant shall be handled in such a manner that the safety risk and
effect to the environment are minimised. (See ISO procedure I15-02 : Chemical handling
and storage)

3. All operators shall be protected from injury due to the hazards associated with moving parts
of machinery. (See SOP-SMAN-0005 : Machine Guarding)

4. The exit-routes and aisles shall be clearly identified and marked to ease the evacuation in
case of emergency. (See SOP-SMAN-0004 : Aisles and Exits)

5. System shall be established to prevent personal injury and protect life and loss of property
in the event of fire. (See SOP-SMAN-0006 : Fire Loss Control and SMAN-0009 : Fire
Protection Servicing Procedure).

6. All accidents shall be reported to the Safety Officer/Engineer, investigation to the cause of
the accident shall be carried out and measures to prevent recurrence shall be implemented.

7. Service contractor shall ensure that employee and/or sub-contractor has a valid
CIDB or NIOSH badge. New hire that does not have a valid badge shall attend the
contractor briefing, conducted by HSE, prior to starting work in the premises. The
new hire has one month to acquire a valid CIDB or NIOSH badge. Contractor with
expired CIDB or NIOSH badge shall be denied entry into the premises.
