PROCEDURE OF ENERGY METER
‘ELSTER’
A) SOFTWARE:
1‐ You can’t make any change on relay software that saved on the relay and also
can’t send it to another relay.
2‐ To modify any change of the setting of relay, you must make new program &
also this new program can send to any relay.
3‐ To open the file you make, choose file and open. But, take care we work at type
A3ALPHA‐R (Reactive Power).
4‐ Reading from the relay is done by choosing ‘Diagnostic Read’ & ‘Short
Diagnostic’.
5‐ Note: there is one default program saved in the PC software named Sample
A3R, you can work with it(BETTER TO WORK WITH IT).
6‐ From this program, we have settings change according to the station and other
fixed settings,
a) Variable setting: this setting is for CT & VT ratio.
b) Constant setting:
1‐ Metering Quantities: put KWH‐Del, KVARH‐Del, KWH‐Rec and KVARH‐
Rec.
2‐ Display Values in normal mode:
‐ Date.
‐ Time.
‐ Voltage for each phase.
‐ Current for each phase.
‐ System KW.
‐ System KVAR.
‐ System P.F.
‐ System FREQUENCY.
‐ Current Billing Total KWH‐Del, KWH‐Rec, KVARH‐Del& KVARH‐Rec.
‐ Previous Billing Total KWH‐Del, KWH‐Rec, KVARH‐Del& KVARH‐Rec
(OPTIONAL).

4‐ You must make configuration for output pulse contact (FROM RELAY
OPTIONS).
NOTE (IMPORTANT):
You have 6 contacts (A, B, C, D, E& F), but we use only 4 contacts as
following:
• (A) Connect to external relay terminal block to (32‐30).
• (B) Connect to external relay terminal block to (32‐27).
• (C) & (D) NOT USED (DISABLE).
• (E) Connect to external relay terminal block to (32‐29).
• (F) Connect to external relay terminal block to (21‐22).
7‐ Sending your program to relay is done by choose PROGRAM then GO.
8‐ You can make clear the data using software by choose CLEAR VALUES &
STATUES.
B) CALIBERATION TEST:
1‐ MIN OPERATING CURRENT: This is the min current that the relay can make
pulse with it.
2‐ MEASUREMENT TEST: This test made according to the secondary side and the
relay display values also according to the secondary side.
3‐ ENERGY MEASUREMENT TEST:
‐ FIRST,, TAKE CARE in this test must make calibration for Volt, Current
and P.F Angle that come out from the ‘FREJA’, because ‘FREJA’ has
error and this error may be effect to the energy measurement error
of the relay,, this calibration is done using ‘ZERA’.
‐ NOTE: TAKE CARE, the four decimal after the point may change the
percentage error of the relay, so you must make adjustment till reach
the least error from FREJA.
‐ In this test, our calculations are done according to the primary side.

‐ PROCEDURE FOR THE TEST: we have 2 method of procedure for this
test.
‐ FIRST METHOD:
• First, make calibration for the required values as shown above.
• Then, make clear for the saved results in the relay, but Take
care to make this step by injecting voltage only and the
clearing is done by:
Push the 3 push bo oms (RESET+ALT+TEST) in the front
of the relay for 2 seconds, but TAKE CARE you must push
the 3 bo oms together.
Using software, by choose ‘’Clear Values & Statuses’’.
• Inject voltage only from the first page of ‘FREJA’ for small time,
me of star ng of relay (20 sec for example).
• Inject the required values from second page of FREJA.
• From the third page of FREJA put the time of starting and the
required time of the test and inject.
• After injection finish, inject voltage only to the relay and take
the measurement of the required energy from the software of
the relay.
‐ SECOND METHOD:
• Make clear for the saved results in the relay, but Take care to
make this step by injecting voltage only.
• Inject voltage only from the first page of ‘FREJA’ for small
me, me of star ng of relay (20 sec for example).
• Inject the required values for currents, voltages and angles
without making any calibration from the second page of FREJA.
• From the third page of FREJA put the time of starting and the
required time of the test and inject.

• Using ‘ZERA’ choose ‘W‐REGISTERTEST’ page and adjust the
option of MM (‘4WA’ for ‘KWH’ &’4WR’ for ‘KVARH’).
• Start the third page of ‘FREJA’ and ‘ZERA’ in the same time.
• After finish takes the reading from ‘ZERA’ (this value is the
expected value in format).
• Inject voltage only to the relay and take the measurement of
the required energy from the software of the relay.
• Compare between the reading of ‘ZERA’ and the reading from
the relay (this is the percentage error).
• NOTE: THIS METHOD IN MOST ACCURATE BUT MAY BE NOT
CORRECT IN LIGHT LOAD AT 90 AND 270.
4‐ MAXIMUM DEMAND TEST:
‐ This test is same as the previous one, but in this one we measure the
maximum demand (you can take this measure using software also).
‐ In this test, you must make the se ng for interval in relay = 5 min &
the se ng of subinterval = 1 min and inject for more than 5 min.
‐ You find the setting of interval and subinterval in the software in
‘DEMAND’.
‐ These calculations also are made according to the primary side.
‐ You don’t need to make clear of the saved results in this test because
the relay save the new result a er the interval me in its se ng(i.e, 5
min).
C) ACCURACY OUTPUT TEST(Calibration with output pulses contact):
1‐ In this test, we get the percentage error in the output pulse contact.
2‐ We take the contact of the required measured value and connect to ‘ZERA’.
3‐ ‘ZERA’ get the percentage error by comparing the measured values (from mini‐
clamps & voltage leads) and the energy values from the pulses (from contact).
4‐ PROCEDURE OF THIS TEST:
‐ Using ‘ZERA’ chooses ‘error measurement’ and from it you find 3
options (constant, pulses& MM).
a) MM: this option determines the value you want to measure
(‘4WA’ for MWH OR ‘4WR’ for MVARH).

b) Pulses: this option determines the required number of pulses you
want to compare in one scan (choose ‘SC’& put any number of
pulses) BUT TAKE CARE, for more accurate, it’s better to increase
the number of pulses (for example, 50).
c) Constant: this is the most important value, if you put this value
wrong so the error will be wrong.
o This value is depend on the pulse speed, but here we work
with contact that’s meaning high speed pulse (arrow pulse on
the screen)
o
d) There is an op on in Se ngs(2) named ‘Ra o for meter constant’
option must be off.
‐ The last point in this test is to choose the configuration of the relay
contact from the software settings.
o Relay ‘A’: at relay terminal block meet (32‐30), choose it KWH‐
Del.
o Relay ‘B’: at relay terminal block meet (32‐27), choose it KVAR‐
Del.
o Relay ‘E’: at relay terminal block meet (32‐29), choose it KWH‐
Rec.
o Relay ‘F’: at relay terminal block meet (21‐22), choose it KVAR‐
Rec.

D) GENERAL NOTES:
1‐ Don’t forget to put the CT ratio and the VT ratio in ‘ZERA’ (you find these ratios
in Settings).
2‐ For more accurate in ‘ZERA’ readings, you have option for mini‐clamp rating
named ’I R’ choose this value ‘C1A OR C5A’.
3‐ Take care from the directions of the mini‐clamps arrow must be right.
4‐ The percentage error of this relay must be less than ± 0.2 %.
5‐ To calculate the percentage error of any value
6‐ There is a test named ’creeping test ’ (may be witness ask for it) also named ‘no
current test’, this test is done by inject 0 current and 120 % of voltage for
certain me (for example, 5 min) then check the energy reading value from
relay.
7‐ The minimum value of voltage that can operate the relay is to inject (96 V) for
phase‐A.
