Absrak: Information technology that continues to develop has a considerable influence in various
aspects of life. One of them is non-formal education as part of public education. This study aims
to see the extent of technology's influence on non-formal education. Are there positive and negative
impacts of information technology on non-formal education.

1. INTRODUCTION In Law No. 20 of 2003 article 1 paragraph 2

Education is a systematic learning process to
increase human dignity as a whole. In
education, there are three areas that need to
be considered, namely: (i) affective which is
reflected in the quality of attitudes, emotions,
morals, and life values of students; (ii)
cognitive which can be seen in the
intellectual abilities of students in exploring
and developing and mastering science and
technology; and (iii) psychomotor skills in
the form of muscle or physical activity. Thus
the importance of education as an effort to
develop all the potential of students so that
they can properly enter the community.
states that “National education is education
based on Pancasila and the 1945 Constitution
of the Republic of Indonesia which is rooted
in religious values, Indonesian national
culture and responsive to the demands of the
times. Therefore, the design and development
of learning must be in accordance with the
development of science and technology.
In Article 13 of Law Number 20 of 2003
concerning the National Education System,
three streams of education are explained,
namely: (1) formal education, (2) informal
education, and (3) non-formal education.
Non-formal education is education carried
out by an institution in the step of preparing a
better society. In addition to formal
education, non-formal education also plays a
very important role in advancing society so
that they can have a skill or a mark or
certificate that is useful for their life. Over
time, technology is increasingly developing
which makes some significant changes in
various aspects. Therefore, people inevitably
have to be able to adapt to existing
technological developments. Technology
itself has several positive and negative
impacts on various aspects, one of which has
an influence on non-formal education.
2. DEFINITION OF NONFORMAL
EDUCATION
Non-formal education is education that puts
more emphasis on skills education that is not
taught in school. Non-formal education itself
has been recognized by the government in
helping to educate society according to
individual needs, which are not limited to
age, gender, social, economic status, and
previous levels of education. Non-formal
education is also an equivalent for someone
who has never attended school, or dropped
out of school by joining the package a,
package b and package c programs. In other
words, the targets of non-formal education
are those who need more knowledge and
skills to improve the quality of themselves.
3. DEFINITION OF INFORMATION
TECHNOLOGY
Facing the 21st century, UNESCO
(1996) through the journal "The International
Commission on Education for the Twenty
First Century" recommends continuous (life-
long) education which is implemented based
on the four pillars of the learning process,
namely: Learning to know (learning to
master knowledge ), learning to do (learning
to know skills), learning to be (learning to
develop yourself), and learning to live
together (learning to live in society), to be
able to realize the four pillars of education in
the current era of globalization of
information, teachers as agents learning
needs to master and apply Information and
Communication Technology in learning
(Abdillah, 2015: 269).
Lantip and Rianto (2011: 4) define
information technology as knowledge in the
field of computer-based information and its
development is very rapid. Hamzah B. Uno
and Nina Lamatenggo (2011: 57) also argue
that information technology is a technology
used to process data. According to O'Brien
(2005; 46) information technology is a
technology that combines computing
(computers) with high-speed communication
lines that carry data, voice, and video.
 Based on the above understanding, it can
be concluded that information technology is
a computer-based science that can assist in
managing data, both in the form of data, voice
or video which can be accessed easily and
quickly. And it can be an alternative
communication tool that is independent of
distance and time. Thus the use of
information technology can help education
be much more effective than before. Because
of the many conveniences provided by
information technology itself.
4. RESEARCH METHOD
This research is a literature study by
examining several journals related
education, non-formal education, and
information technology. The results of
various literature reviews will be used to
determine the effect of information
technology on non-formal education.
5. RESULTS AND DISCUSSION
Information technology that continues to
develop can be useful for improving the
quality of non-formal education if it can be
used properly. Because like it or not, non-
formal education itself must meet the needs
of the community in accordance with the
development of science and technology so as
not to be left behind by changes in
information technology that continue to
develop.
The positive effects of information
technology in non-formal education are:
a.) Information technology can be used as a
tool or media in the learning process.
Which can make it easier for students to
understand what the tutor or trainer has
said. Such as learning videos that can be
repeated so that students can remember
the material presented properly.
Utilizing information technology as a
medium of communication with experts,
or resource persons, or other students
to
(teleconferences) can make students
easier to find the information needed.
b.) Information Technology can facilitate
existing management in the institution.
And can help in time efficiency and also
exchange information between other
non-formal institutions.
c.) Learning can be done remotely for those
that do not require field practice. This
means that information technology is no
longer limited by time and space.
d.) With the development of information
technology and many new studies that
have sprung up, it opens up opportunities
to add skills and the existence of non-
formal education itself. As there are
