Pre-Start-up Check list

Ensure that Fire team had followed a Training on the equipment to be

Make sure that escape routes and mastering points areas are clearly

marked and all the personnel are aware of these signs
Make sure that wind direction socks are installed in sufficient number
10 on site so that wind direction could be assessed from any location on
site
11 Verify that fire extinguishers are in place and in good conditions
Verify that stand by vehicle to transport any injured from site has diesel
12
fuel engine and has exhaust spark arrester
Make sure that the water supply system to CPF is running and the fire
13
water tank is topped off with water
Check the fire water pumps and the jockey pump and make sure that
14
the system pressure is achieved and maintained
Make sure the foam concentrate is available and the foam tank is
15
topped with concentrate
Make sure that all the leak tests for the piping have been performed
16
and that all leaks detected are corrected for
Check that all safety relief valves are connected to their respective
17 equipment, and that upstream isolating valves if applicable are locked
open
Make sure that the Fire and gas detection system has been tested
18 according to the manufacture instruction. The system shall be on the
operating mode and not by passed

Make sure the H2S detection system has been tested and all detectors
19 are calibrated according to the manufacture instruction. The system
shall be on the operating mode and not by passed.
Make sure that ESD system has been tested and is working and not on

the by pass mode

Make sure that enough breathing apparatus are available on site and
21 that sufficient number and different size are available for all the
personnel involved in the start up operation
Make sure that all non essential personnel not required for the this
22 operation are evacuated from the location and are gathered in safe
place far away from the site
Make sure that the number of people inside the plant is matching with

the register book or the tee card panel
Make sure that the access to the site is regulated and access is limited

to the people involved in the start up operation
Check that communication system on site and between different
25
locations is established. Perform Radio check if your using radios
Make sure if you are using radio that the same frequency is used by
26
every body
Make sure that every body involved in the operation and using a radio
27 has a call sign. Issue a call sign sheet and distribute it to all involved
personnel
Make sure that is at least one person on site is available to perform and
28
administer first aid to injuries specially for people exposed to H2S
29 Make sure that oxygen resuscitator kits are available on site
Make sure that external help could be provided in case of emergency.
30 Establish the required time that external assistance would take to reach
the site.
31 Check that the power is supplied to all the equipment
Make sure the diesel fuel tank is full and enough diesel is available to
32
cover the start up operation
Check that all temporary piping and blinds used for testing have been
33
removed

All the vessels should be filled with salt water to approximately 50% of
their height. The level low switches shall be cleared and the water
levels should be above the low-level switches and to the top of the
transparent level gauges used in interface level control when applicable.
Level in the oil bucket shall be established with the water to clear level
safety lows. The grid section in the electrostatic treater should be filled
34 with enough only water to see a level in the interface level gauge. This
procedure shall apply to the following vessels:
1. HP pressure separator
2. LP pressure separator
3. Test separator
4. Oil treater
5. Flare scrubber
35 Place proper size orifice plates for the expected flow conditions
36 Recheck the open close position of all the valves
Make sure that all piping and pipelines are and all the storage tanks and
37 separators have been filled with nitrogen to avoid oxygen presence and
explosive mixture at the start up of the wells
38 Make sure that the pilot of the two flare is ignited a
Check that appropriate tools are available on site and that every
39
operator is equipped with his tools
Check that all the tools to be used are Explosion proof, and the all tools
40 to be used in classified area during start up are made in brass, or are
sparkle-less tools.
Make sure no vehicles are circulating on site near the production area,
41
have signs installed to forbid vehicle access.
42 Check that all the safety signs have been posted
