1.0 BACKGROUND & FACILITIES DESCRIPTION

The existing MIDOR Refinery will be revamped to increase its current capacity of
100,000 BPSD to 160,000 BPSD in order to maximize the production of middle distillates
and produce no fuel oil products for two crude blends:

• CRUDE A - Arab Blend (50% of Arab Heavy and 50% of Arab Light)
• CRUDE B - MIDOR 2010 Blend (a blend of 11 different crudes).

MIDOR Refinery Products can be summarized as follows:


a. LPG.
b. Euro V Gasoline.
c. Euro V Diesel.
d. Jet (A-1) Kerosene.
e. Coke.

The expansion project is covering modifications in existing facilities and installation of new
facilities, as follows:

1. Unit-17: (New Crude / Vacuum Distillation Unit) with a design capacity of 60,000
BPSD.

2. Unit-19: (New UOP Licensed Solvent De-Asphalting Unit) with a design capacity
of 20,164 BPSD.

3. Unit-47: (New Cooling Water System Unit) with a design flow rate of 15000 m3/h.

4. Unit-61: (New Storage Tanks Unit).

2.0 DESCRIPTION OF WORK

The bidder will be responsible for performing the following work for MIDOR REFINERY
EXPANSION PROJECT.

2.1 Chemical Cleaning for below systems: (on lumpsum basis)

1. Chemical Cleaning of Suction lines for CDU Overhead Vapor Compressors (17-K-
01A/B) in Unit-17.
2. Degreasing of Amine Circuit in Unit-17.
3. Chemical Cleaning forUnit-19 Boiler Feed Water Piping.
1 4. Chemical Boilout for 19-E-05. (OPTIONAL)

2.2 Steam Blowing.

1. To provide Engineering and Execution of the steam blowing service for high

pressure, medium pressure and low pressure steam piping including the main
headers, sub-headers and branched lines till end users of Units 17,19,47 and 61
(Scope-1).
2. To provide steam blowing temporary material/equipment, fabrication and erection
services (Scope-2). (OPTIONAL)

1 3.0 CHEMICAL CLEANING/DEGREASING/CHEMICAL BOIL OUT REQUIREMENTS

3.1 Bidder shall consider that 2544-00-MS-1393-07 Job Specification For Start-Up Chemical
Cleaning Of Carbon Steel Piping And Equipment, 2544-0A-MS-0093.19 Technical
Specification for Chemical Cleaning for CDU Overhead Vapor Compressors 17-K-01A/B
piping in unit-17 and 2544-0A-MS-0093-16 Technical Specification For Degreasing Of
Amine Circuit In Unit-17 are part of this application sheet, therefore bidder shall carefully
read, apply and stick to all the technical requirements and duties mentioned in them and
consider them obligatory (Bidder shall refer to Appendix-1).

1 3.2 Bidder shall calculate and quote for his estimated quantities of chemical solution in
Gallons/Kilograms per each loop.

3.3 Drying by inert gas for each system should be performed after completion of chemical

cleaning services and system preservation under a slightly positive nitrogen pressure (0.5
to 1 Barg.).

3.4 Bidder shall quote a detailed procedure for job execution as well as chemicals safety data
sheets and site safety instructions.

3.5 Bidder shall avail field laboratory to perform all required tests and analysis for job
execution.

3.6 Bidder shall consider the acceptance criteria for the Chemical Cleaning/Degreasing activity
via Borescope device with a suitable length and camera size to inspect the system from
different entry points with different sizes after job completion.

3.7 Bidder shall consider the acceptance criteria for the Chemical Boil out activity via
1 Licensor/Vendor Instructions (Optional Scope)

3.8 Bidder shall perform final reinstatement of the dismantled connections, flanges and piping
spools by applying flange management method.

NOTE: In case of extra consumables quantities consumed during job execution within the
1 scope of work, this will be on bidder cost and will not back charged to Enppi.

4.0 CHEMICAL CLEANING/DEGREASING/CHEMICAL BOILOUT DOCUMENTS

4.1 BIDDING DOCUMENTS

The bidding documents shall include, but not limited to, the following:

(A) Technical Documents

1- Detailed Chemical Cleaning/Degreasing/Chemical Boil out Procedures for the

above-mentioned scope (section 2.1) and as defined in attached the P &ID’s.
2- Bidder’s equipment specifications (description, dimensions and weight) and list of
capacity required against available for each.
3- Applicable site safety regulations.
4- Samples of Bidder’s reporting forms and certificates that may be attached to project
approved Quality Control Forms.
5- Updated equipment test certificates.

For more details, Bidder shall refer to Appendix-1.

(B) Non-Technical Documents

1. Organization chart at the field and persons of each shift, the minimum team
Personnel required for each shift shall consist of one supervisor, two technicians and
three helpers for the job.

2. Detailed execution schedule (in hour).


3. C.V’s for all proposed field team personal.
4. Lump sum price to perform the work as described in section 2.1 using the price
breakdown list of the material requisition.

4.2 DOCUMENTS TO BE SUBMITTED PRIOR TO COMMENCING OF THE WORK

The successful bidder shall provide Enppi with the following documents for review and
approval prior to proceeding to site work.

1 1. Detailed Chemical Cleaning/Degreasing/Boil out procedures to cover the


above-mentioned scope (Section 2.1).
2. Calibration certificates for instrumentation.
3. Updated equipment test certificates.
4. Detailed schedule for the job execution.

For more details, Bidder shall refer to Appendix-1.

4.3 FINAL REPORT

Four copies of the final report will be submitted in bound volumes. The report shall
include the following documentation (as a minimum)

1. Approved applied chemical cleaning procedures.


2. Chemical cleaning drawings marked on copies of P&ID's showing
Chemical cleaning limits.
3. Calibration certificates of all instruments used as well as the updated
equipment test certificates. (These will be submitted for Enppi review
prior to starting the work)
4. Individual systems’ approved project Quality Control Forms signed by
Enppi and client site representatives and Bidder may additionally attach
its own Certificates form.

1 5.0 CHEMICAL CLEANING/DEGREASING/BOILOUT PLANNED EXECUTION


PERIODS

1. The bidder shall define in his quotation the required period to execute the

2. Within this period, the bidder shall submit his detailed execution schedule to
suit the requirements of this application sheet.
3. The bidder will be notified two weeks prior the starting date for mobilization

1 6.0 STEAM BLOWING REQUIREMENT

1. Bidder shall consider that 2544-00-MS-1393-06 Job Specification for Start-Up


Steam Blowing of Piping and Equipment and 2544-0A-MS-0093-15
Technical Specification for Steam Blowing for LP, MP and HP Steam
Systems of Units 17,19,47 And 61 are part of this application sheet, therefore
bidder shall carefully read, apply and stick to all the technical requirements
and duties mentioned in them and consider them obligatory (Bidder shall refer
to Appendix-1).

2. Client will provide the HP, MP & LP steam satisfactory to execute the job.

3. LP Steam blowing activity will be considered completed successfully when


the expelled steam at exit point is observed clean and clear without any
foreign material such as duct, rust, etc. then cleaning activity is considered
completed.

4. High and Medium Pressure Steam blowing activity will be considered


completed successfully when the target plate, especially for turbines feeding
lines, is showing satisfactory results against the required cleaning criteria.

5. Bidder shall perform the engineering phase for the job execution requirement.

6. Bidder shall avail all required material & equipment for job execution at site.

7. Bidder shall quote a detailed procedure for job execution as well as site safety
instructions.

8. Bidder shall calculate steam capacity required to blow out each user separately
according to required cleanliness factor and avail a properly sized temporary
flow meter device to be installed upstream the circuit to be blown to verify
steam flow rate.

9. Bidder shall perform final reinstatement of the dismantled connections,


flanges and piping spools by applying flange management method.

2. Bidder may avail the required heavy lifting equipment and scaffoldings for
temporary piping and equipment erection during the execution period. (on
Unit rate Basis)

3. To avail the required personnel to fulfill all Scope-2 requirement.

NOTE: In case of extra consumables quantities consumed during job execution within the scope of

7.0 STEAM BLOWING DOCUMENTS

7.1 BIDDING DOCUMENTS

The bidding documents shall include, but not limited to, the following:

5. Updated equipment test certificates.

8.0 PLANNED EXECUTION PERIOD

1- The bidder shall define in his quotation the required period to execute the work.

requirements of this application sheet.
