This Method Statement is to provide guidance for the Testing and Commissioning process of Chilled
Water Piping Work Flushing and Chemical Treatment for central market development.
Purpose of this Method Statement is to control the commissioning activities in line with the Project
Quality Plan and Project Commissioning Specification requirements to achieve the optimum results.
The redevelopment will involve construction of a five storey basement that can accommodate for over
5,000 cars. A seven (7) level building will be occupied by the world’s leading retail brands covering all
possible categories, from luxury shopping / designer fashion to high quality restaurants, branded retail /
food outlets, and banks. A retail bridge will also be constructed crossing Khalifa Street, the main high
street in Abu Dhabi.
The goal of Water Treatment and Flushing for Chilled Water System is to minimize corrosion and to
prevent of metal loses and the formation of corrosion products.
To protect the Chilled Water System from the problem associated with micro biological falling.
Chemical Treatment is used to prevent corrosion, pitting and other contamination in the Chilled Water
System.

3. Responsibilities
CxM shall be responsible for entire Pre-commissioning and Commissioning of the Secondary
Chilled Water Piping Work Flushing & Chemical Treatment. All necessary manpower, apparatus
and instruments which are required for Pre-commissioning and commissioning activities shall be
supplied by commissioning team.
CxM leads, plans, schedules and coordinates the Commissioning team to implement the procedure
for Secondary Chilled Water Piping Work Flushing & Chemical Treatment.
All Pre-Commissioning and Commissioning activities of Secondary Chilled Water Piping Work
Flushing & Chemical Treatment are the responsibility of Commissioning Team.
CxT shall check the Commissioning works prior to submission for inspection and approval.

In case of failure in any test, the Commissioning team will rectify, and CxT to re-offer the test for
re-inspection and approval.
All Original Test reports witnessed and approved will be retained by the CxT. A copy of the final
testing & Commissioning Report for Secondary Chilled Water Piping Work Flushing & Chemical
Treatment will be forwarded to the CxA.
QA/QC Engineer shall inspect the installation activities to ensure system completeness/readiness is
achieved before commencement of any Commissioning activity.
QA/QC Engineers shall be monitoring the Commissioning activities to ensure quality standards are
maintained throughout testing and commissioning of Secondary Chilled Water Piping Work
Flushing & Chemical Treatment.
All the safety requirements as per ACC HSE rules shall be strictly followed by every individuals in
order to have a safe working environment and avoid hazards.
Safety permits to be prepared in advance and obtained approval as per the site safety requirements.
Isolation of the area, and warning signs display if necessary, to be carried out for any testing and
energizing. Ensure all concerned personnel shall use PPE and all other safety items as required.
Chemical dozing system supplied by CoolTech to be used for secondary chilled water system. The
system is used to prevent corrosion, pitting, sludge, scale formation and other contamination in the
chilled water system.
Testing & Commissioning process of chilled water piping work flushing will be performed by
Thermo Team in line with the specialist supplier CoolTech under direct supervision by
THERMO Commissioning Engineer.
The specialist third party is also in charge for water sampling and related laboratory results that
will be submitted for consultant approval.

All the instruments used for the commissioning shall have a valid Calibration Test Certificates and
must be made available.
All commissioning results shall be prepared, obtained and maintained by the commissioning team
as given in this procedure.
Preliminary Activities
1. Submit to Engineer the Material Submission for approval of flushing & chemical cleaning
material and related accessories.
2. Submit for approval the shop drawings detailing layout of chilled water piping.
3. Make sure that testing of chilled water pipeline is completed and obtained approval for hydro
testing from the ACC QA/QC before starting the flushing and chemical cleaning of chilled water
pipe.
4. Submit Method Statement, Risk Assessment and Inspection & Test Plan to ACC QA/QC for
approval.
5. Identify, Quantify and ensure all risks are managed in this Method Statement and residual risks
are acceptable. Refer Risk Assessment attached.
6. Ensure QA and HSE monitoring documents and procedures are established and approved.

5. Ensure delivery and placement of all temporary cleaning and flushing equipment at the required
position within the designated area as per the agreed location.
6. Carry out all rigging and set-up of the media filtration and chemical dosing plant.
7. Ensure all temporary piping works and the holding tanks are installed as per the piping
schematic prior to commencement of the Flushing process.
8. Ensure to isolate all the connected cooling coils and open the bypass for flushing.
9. Ensure to make available the sewerage collection tankers.
10. Ensure to keep one sewerage collection tanker to act as standby in order to meet any eventuality
that might arise during the process of draining.
11. Allocate dedicated manpower round the clock during the process of water filling and draining to
monitor.
Flushing Process
1. Pre Cleaning
This method of pre cleaning is proposed for the chilled water pipes.
Pre-cleaning stage water will be filled through temporary pump from fresh filing water tank .
At this stage the entire system shall be blown down and all the flush water discharged off
via the system bleed off valve to the temporary holding tank and disposed off suitably .This
step shall be repeated until the entire system is free of all free standing water.

4. Water Flushing
Flushing team shall then commence initial circulation of the fresh clean potable water via
temporary filter plant unit by running the System Pump connected in the network. The
System pump shall deliver the desired velocity of approx 10% more the design velocity
through the Main system ring (excluding any friction losses) for approximately 4-6 hours.
The flushing velocity shall be as per the table below or the design velocity plus 10% whichever
is the greater
The flushing velocity will be determined by taking the system schematic volume and the
table above value preceding this is greater will be used and recorded on the flushing velocity
test sheet.
The water supply is from the temporary tanks located on the grade level and the drain is to
the temporary drain tank located on same level.
The acceptance of this step of the process shall be that the Delta P (Pressure Differential)
across the filter units remains constant for at least one (1) hour, indicating that all particles
are greater than 5 micron have been removed from the system.
All temporary system strainers shall be inspected and cleaned as required. Following
accepted levels obtain.
The System shall be filled with clean fresh water supplied by the fresh water tanker and the
applicable quantity for flushing process.
Once the system is dosed and freed of all entrapped air, circulation shall continue at the
desired flow rated to the satisfaction of the water treatment specialist via the temporary
filter bank units until recommended values are achieved and any loose or foreign particles
are removed from the system. Flow patterns shall be carried out to make sure that there are
no dead legs in the circuit.
The acceptance for this step of the process shall be that the Delta P across the filter units
remains constant for at least one hour, including that all the particles greater than five
micron have been removed from the system. The dissolved Iron and TDS shall have

repeated results of similar values for the last four hours of the 24 hours. The Iron and TDS
levels will be monitored and logged every hour throughout this process.
At this stage the entire system shall be blown down and all Chemicals be discharged of via
the system bleed–off valve to the temporary holding tanks and disposed off suitably with
NOC from municipality. This step shall be repeated until the entire system is free of all free
standing water.
Once the bulk solution has been removed from the system, the system shall be flushed for
one hour with one volume clean Water & drained ,this step shall be repeated until the
following Acceptance level is obtained:

6. HVAC Equipment connected to circuit
During this stage the cooling coils of HVAC equipments are connected to the circuit and
bypass will be closed as per attached schematic diagram for Backwashing of equipment. In
this stage feed and bleed process to be commented as requirement to achieve required
parameters.

Must be isolated (By-Passed) during Flushing and will be Back-Flushed once the pipe work
is flushed and clean.
Dirt particles in the water flow clash with the many PALL rings in the Flamco Clean and sink to
the bottom. The blow-off cock at the bottom of the unit provides an escape for the collected dirt
particles. This means that the installation will no longer be subject to dips in output due to silt
and containments. It also means a minimum drop in pressure and improved accessory service
life. Flamco Clean is a low-maintenance system. It merely needs the removal of the built-up
sediment from time to time.
7. System Passivation
With the system fill of water matching the above criteria while circulating via the filter bank
unit the passivation phase shall commence by injection of Chemical at the required dosages as
specified by specialist water Treatment Company (Cool Tech).
After and during the passivation process samples shall be taken by the Thermo commissioning
team at hourly intervals and submitted for approval/ acceptance of the passivation phase.

The acceptance of the passivation phase shall be as per Specialist guideline parameters for
chilled water.
The system shall be accepted cleaned and passivated on the issuing of the final water treatment
analysis report.

9. Draining ( Intermittent Operation)
Please refer to the attached temporary Fresh Water Fill and Drain Piping schematic For
Flushing of Secondary Chilled Water Pipe Network.
Perform valve operation as per the operation schedule indicated in the temporary Piping
schematic.
Ensure all precautionary measures are undertaken and NOC obtained from municipality
before disposing off the Flushed water.
Analyze the quality of flushed water before draining to make sure that parameters are within
the control limit indicated in the attached waste water parameters by the specialist.

b) Opening position is recorded and the pump flow rate is obtained with the help of Pump
Performance & characteristics curves supplies by the manufacturer of the VODRV.
c) Pump is adjusted until the indicated design pump flow rate is achieved
d) Pump head is obtained by the differential pressure measure by the pressure gauge across the
chilled water pump.
The System flow rate is obtained by fully opening of all the manual valves (except the Bypass
valves) in the system network and running the required number of pumps at desired current to
maintain 10 % high velocity. The flow across the floor VODRV is measured and balanced.
Flow can be adjusted to a set value by turning the set position corresponding to design flow rate
of main branch / floor. The Calculated flow rate or pressure loss for each individual branch can
be preset centrally and be regulated precisely. The required value of presetting can be obtained
by using the KV value flow chart.
For back flushing of equipment and valve package system pump will be used to meet the desired
velocity and head. Drain will be subject to advice by ACC at the time of back flushing.
(Refer to attachment 9.5).
The purpose of sampling is to obtain for analysis a portion of the main body of water that is truly
representative. The most critical factors necessary to achieve this are:
- Point of sampling;
- Time of sampling;
- Frequency of sampling;
- Maintenance of sample integrity prior to analysis.
The sample point must be remote from excessive amounts of particulate matter, incoming feed or
make-up water, and chemical feed points.
The frequency of sampling is determined by the amount of deviation of the control parameters
from their control limits.
Fill the sample bottle completely, allowing no air space at the top of the bottle.
Samples must be analyzed as soon as possible after they have been collected.

morning for the samples collected in afternoon session. Parameters tested are inside the actual
procedure submitted.
The Commissioning Engineer should verify that the CxT who is responsible for Testing &
Commissioning responsibilities for Commissioning is familiar with this Method Statement and is
issued with copies of the inspection checklists and test plans.
As part of the assessment, the CxT Inspection Procedures must ensure a quantitative or qualitative
acceptance criteria for determining the prescribed activities have been accomplished satisfactorily.
Request for Work Inspection Request (WIR) shall be submitted by Commissioning Engineer to ACC
QA/QC Department for verification and inspections.
Commissioning Engineer will forward WIR to ACC for inspection and approval in accordance with
Commissioning Plan.
Readable stamped approved Method of Statement to be available during installation and inspection.
All the instruments engaged for testing shall have valid calibration and certificate should be
furnished.

Depositrol BL5313
Depositrol BL5313 is a blend of inhibitor and polymers for use in cleaning of cooling water
systems. It works by a combination of chelation, crystal modification and the threshold effect and
is effective against a wide range of sealants such as calcium and magnesium, iron oxide and
silica.
Depositrol BL5313 is also very effective to be used as pre-commission cleaning chemical.
Depositrol SF5100
Depositrol SF5100 improves the performance of systems by removing and dispersing impurities,
particularly oil/grease based products. It is very effective when used in conjunction with
Depositrol BL5313, for pre-commission cleaning of new systems.
Corrshield NT4292
Corrshield NT4292 is a corrosion inhibitor based on synergic blend of organic and inorganic
chemistry used to protect steel, copper and other non-ferrous metals. As such, NT4292 is an ideal
treatment for closed chilled water and low pressure heating systems. This product is a high level
nitrite based product, which can be used with varying quality of make-up water.
Spectrus NX1164
Spectrus NXl164 is a broad spectrum, non-foaming readily biodegradable biocide for use in
industrial cooling water systems. It is a blend of isothiazalone derivatives and is completely
soluble in water.
