stratification systems using sociological perspectives to every individual. Likewise elaborate on
its significant role in one’s life in society.

In this module, the learners will be apprised on the concept, nature, importance and
consequences of social grouping as part his life in society. The understanding of social group is
of primary importance to the understanding of human behavior. People do not live alone; we
are all born into and spend our entire lives within group we socialize.

INTRODUCTION OF THE LESSON

One of the most highly used programs in addressing inequality and poverty not
only locally but globally is through social welfare. It was considered as somehow
effective and practical way though there were also many setbacks and against its
implementation in different countries of the world. How it all started? And what are
the different views regarding its implementation?

I. Basic Definition

Welfare can be broadly defined as a government program, funded by taxpayers,


that provides financial aid to individuals or groups which cannot support themselves.
This means that it can be designed as a systematic set of programs that assist the
population in different stages of their lives but, that system comes from an effort and
intention to provide that social welfare situation on the first place. Overall, social

welfare means an ongoing attempt to take care of particular needs identified in the
society.

II. Brief History


A major first step in creating organized social welfare programs was enactment
of the Elizabethan Poor Law of 1601 by the Parliament of England. It authorized
government provision for the poor residing in local parishes and established a system
of obligatory financing outside the church.
The principles and policies of English Poor Laws were carried by the settlers of
the American colonies in the early years; however, the impact of the Revolutionary
War (1778-1783), large scale immigration, rapid industrialization and widespread
urbanization increased the incidence of poverty and raised the costs of taxes required
for poor relief. To cut the costs of poor relief, new laws were enacted so no able-bodied
person between the ages of 18 and 50 would be given public assistance; and the
young, old and disabled residents unable to care for themselves were placed in public
or religious institutions. Very shortly, circumstances demanded more public attention
to preventing poverty and other social ills and finding ways to help those in needs to
become more independent and self-sufficient. Contributing to this was the
embarrassing reports published about the conditions of institutional care and a
number of significant developments such as a large influx of immigrants, rapid
industrial and urban growth, low wages, slum housing, diseases, and child labor.
These conditions developed greater public health efforts, a mental health
movement, the settlement house movement and other programs.
A final step in the evolution of modern social welfare history was determined by
the impact of the Great Depression, the New Deal, enactment of the Social Security
Act and the domestic programs known as the Great Society. The consequences of the
Great Depression motivated President Franklin D. Roosevelt and Congress to enact
the New Deal policies designed to provide a very large number of unemployed workers
with paying jobs. These initiatives were the impetus for creating the Civilian
Conservation Corps (C.C.C.), the National Youth Administration (N.Y.A.), the
Works Progress Administration (W.P.A.) and Public Works Administration
(P.W.A.). Federal work relief programs were looked upon favorably by most Americans
because they made public assistance something earned rather than granted.

III. Main Classifications


There are many different social welfare programs and they are implemented
very differently depending on the country that we are looking at. There are
unemployment care programs, elderly-people programs, retirement programs;
assistance for disabled individuals, widow’s care, among a wide range of support
efforts most frequently developed as part of a government agenda to attend those
particular situations. This welfare assistance programs are designed by first
researching the population and then addressing the problems identified by the study
of its dynamics.

IV. Major Advantages and Disadvantages


Anna Spooner, BBA Finance gives us the profound arguments in favor and
against welfare programs at least in American context where it was widely applied and
popularized under democratic system just like UK and most of the countries in the
world today.
A. Arguments in Favor of Welfare
Those in favor of welfare point to the many benefits the programs provide for the poor
and their families.

1. High Need Among its people
Advocates point to the many benefits of welfare programs. As of September
2016, over 67 million Americans received welfare assistance from the government,
and over 70 million Americans qualified for Medicaid. Clearly, there are a lot of people
in need, and welfare helps ensure that they can find help.
2. Helps Children
National Public Radio (NPR) reports that a long-term study showed that the very
first welfare program, the Mother's Pension Program, had positive effects on children.
The program seemed to help make it possible for beneficiaries to stick with education
longer and earn more as young adults, as well as increased their lifespan.
3. Reduce Crime
People in favor of welfare also point out that it can reduce crime rates by
helping people avoid being in desperation, where they feel the need to do desperate
things like steal, carjack, and more. As a result, welfare can also help protect the
middle and upper classes from being crime victims.
4. Social Good
Overall, proponents of welfare are interested in preventing starvation, disease,
and misery among the poorest segments of society. They believe the welfare system is
an expression of the very best social good.

B. Arguments Against Welfare


Not everyone is in favor of welfare. Reasons often given for being in opposition
to welfare include:
1. Too Much Taxation
The money for welfare comes from the people through taxation. Opponents of welfare
do not like for the government to take their tax money and give it to someone else.
Instead, some people who oppose welfare encourage concerned individuals to find
well-run charities and support them, rather than giving that responsibility to the
government.
2. Creation of Dependency
Opponents of welfare also feel that welfare programs create dependency and produce a
life situation where it's better to receive welfare than to work. It is possible for welfare
recipients find themselves in a "welfare trap" where if they work too much, they will
lose benefits that they cannot afford to replace.
3. Too Expensive to Maintain
Many critics are concerned that welfare is growing too quickly. They feel that the
growth of welfare programs will bankrupt the U.S. economy and that the programs
that exist aren't reducing the causes of poverty. In their view, this is made worse by
immigration issues, and the idea that illegal immigrants are taking advantage of
welfare that shouldn't.
4. Fraud
Critics of welfare are also very concerned about welfare fraud, noting that seven
welfare programs make the Office of Management and Budget's (OMB) list of programs
with improper payments over $750 million per year. Welfare fraud taxes an already
stretched system even more.
5. Helping Those Who Don't Deserve It
Welfare opponents are also concerned about helping those who aren't truly needy,
including those who make poor choices and suffer from alcohol and drug addiction.
They feel that Americans who can work should do so and that only the truly poor and
disabled should receive assistance
