LESSON 8: PLANNING & CONCEPTUALIZING ICT PROJECT FOR SOCIETAL CHANGE

OBJECTIVES:
 Understand the process in conceptualizing for an ICT project
 Identify the factors that affect the success and failure if n ICT project
 Identify the best practices in implementing an ICT project

CONTENT & DISCUSSION:

Information technology serves as the engine for economic and social development. The combination
of the power of computers and digital communications has had an impact on the way people and organizations work
together. ICT presents both opportunities and threats. Countries or groups that have an access to ICT can use it as a
powerful tool however, for those who does not have an access may fall behind in socioeconomic development.

Social Change refers to an alteration in the social order of a society. Social Change may include social institutions, social
behaviors, or social relations. It can be done in any form of multi-media. Through ICT, one can make social changes
through the use of campaigns. Campaigns are a work in an organized and active way toward a particular goal; typically, a
political or social one. A campaign will help you promote and organize your project properly.

1. PLANNING
involves the following task (but not limited to):

Conceptualizing your project; Researching on available data about your topic; Setting deadlines and meetings;
Assigning people to various tasks; Finding a web or blog host; Creating a site map for tour website; Listing down
all applications, that you need including web apps; Funding (If applicable)

Creating a Concept Paper


Before starting your project, your group should be able to do the necessary paperwork. This allows experts to
see if your project is doable over the time frame that was given and if it is significant enough to be made into
reality.

A concept paper is a document used to convince a panel of potential funders to help a product, program, or
service to become a reality.

Five Elements Of A Concept Paper:


 Introduction-includes tour group’s mission and vision and a brief introduction of your project.
 Purpose-includes the reasons why this project is worth your group and your sponsor’s time, effort and
money.
 Description-includes all the necessary information about the project. In ICT, it involves the sites you are
going to produce and the purpose of each and how they work in unison.
 Support-contains the budget needed for the project. Some concept papers do not specify any amount
requested from the sponsor.
 Contact information-includes information on how the group be contacted.

Sample Concept Paper:


Project Name: Education on Wheels
Introduction: Education on Wheels is a project that advocates to help increase literacy of children
living in the slums. Teachers with necessary instructional materials will be on wheels
etc…
Purpose: To confer the education at the doorstep of deprive children
To raise literacy ratio in the area etc..
Description: The project will gather children within the slum area and conduct class inside the bus.

2. DEVELOPMENT
Involves the actual creation of the website(s), involves the production of images, infographics, etc.

3. RELEASE & PROMOTION


involves the actual release of the website for public view and promoting it. Promotion typically starts before the
actual release.

4. MAINTENANCE
involves responding to feedback of your site visitors and continuing to improve your website.

ACTIVITY/ EXERCISE:

1. Draft and create a concept paper. Choose ONE topic from the box below.
2. Make sure to follow elements of Writing a concept paper.
3. Once done, upload on the Etech Folder with filename PT2Etech_Surname
4. Create a FB Group Page (Private) for the social campaign of the concept paper you created.
5. Upload at least one picture connected with the campaign. Change and update the cover photo. Change and update the
profile photo based on the concept of the campaign.
