1 OVERALL PROPOSALS
1.1 INTRODUTION
1.1.1 Project Object
POSCO E&C (Hereinafter, “the Contractor”) will explain throughout this method statement how to carry
out overall construction management of the Malolos – Clark Railway Project Package CP N-05 Building
and Civil Engineering Works for Depot Building including Related Infrastructure and Track Works Sub-
Ballast (hereinafter, “CP N-05”) project, including when the project will be started and completed, what
equipment will be used, and what kinds of construction methods will be applied.
This method statement of CP N-05 was prepared with assumptions and estimations applied in the project
planning based on our experience and performance record.
The contractor composes the method statement as follows to comply with the Employer's documents
requirements.
• Overall Proposals : Overall work scope, the core point of construction, execution strategy, project
major features and statues of the site now and pre construction phase of the project.
• Method Statement(each discipline) - Detailed information on construction methods of each structure
to be applied in the project, including planned equipment.
• Programme Narrative : How to develop a project schedule and what kind of conditions are to be
applied and the construction flow, Key Dates, summary schedule and the critical path of the CP N-
05.
1.1.2 Scope of work: Components, Location, and Coverage
CP N-05 is a kind of The Malolos – Clark Railway (MCRP) Project, a large mega Railway
Construction Project which is compounded with seven discrete contract packages.

The location of the North Depot is north-east of Clark International Airport (CIA), and west of the
Malolos – New Clark City mainline. The land area of the Depot is approximately 33 ha which shall be
surrounded by GRS embankment for flood prevention.
• Building Works: The 48 Buildings and Structures (Earthworks, Pile & Foundation, Structure &
Architecture, Electrical, Mechanical, Sanitary, Fire Fighting, etc.
• Miscellaneous Works: Perimeter Fence, Handrail, Road signs, etc.
• The Detail Scope of works and Quantities will be described below chapter Ⅰ-2 Project Major
Features.
1.1.3 The core points of the project
For successful execution of the project, the Contractor has selected several core points for construction
management and had them considered in developing this program.
Following works are those items that the Contractor has identified in need of much care as much as the
major tasks mentioned above. Special care for these works will be made:
The CP N-05 Project site consists of vast large size of area approximately 33ha and the Dolores River
flows from the north to south way dividing the depot site into east and west, and totally, 48 nos buildings,
14 nos roads, and 33 nos track yard, surrounded retaining wall and fences are to be constructed ensuring the
Key-dates and completion date within 48 months from the commencement date.
Earthworks are very important construction work to carry out the CP N-05 Project, especially to maintain
the balance of cut and fill quantities and to secure efficient transportation routes. But the divided land with
the west and east sides has different earthworks quantities such as cut and fill works and there are no
transportation routes to moving the cut and fill materials to each side.
To handle such vast large size earthworks and a number of product construction problem, special
consideration will be made to reasonably allocate resources such as machine and work crews between two
separate sites apart to complete construction in time and budget
Below items are core points of construction scheme from the contractor’s considerations.
Following works are those items that the Contractor has identified in need of much care as much as the
major tasks mentioned above. Special care for these works will be made:
• Early possession of Depot site and obtain all necessary Licenses and Permits, including tree cutting,
demolition permission to speedy start construction works is necessary.
• Detailed and precise field survey prior to the construction
• To deducing the most efficient and speedy construction methods of various type of drainage
structures
• Early start of pre-constructions such as access road and construction facilities
• Key persons’ mobilization and subcontractors' selection will be completed prior to construction
commencement
• Promptly construction of Dolores River bridges to carry excavation material from the west side of
Depot to the east side of Depot embankment.
• During the earthworks (cut and fill), when the design elevation of various types of drainage,
plumbing, and sanitary works are reached, they will be buried construction.
• Bored piles and pc piles driving for long-term construction, such as workshop and OCC building,
begin as soon as possible after the earthwork is completed at the designed construction site.
• Civil construction, such as piles and foundations, must be done very quickly and hard to ensure that
building construction and electrical installation work is not delayed, on the other hand, non-critical

items during the whole construction period, such as inner roads around buildings, retaining wall and
fences and handrail around depot boundaries, will be constructed separately at the time of work.
• Dolores river protection works must be constructed at the dry season for the vertical degree
management both of the retaining wall and integral bridges of GRS
• Interface/coordination with other contractors during construction such as Builders’ works and E&M
• Due to the large amount of work to be done, the work to be buried in the ground, such as Sanitary
and Plumbing and drainage, which can only be performed in various areas, must be very delicate.
• Effective construction planning is required to comply with the key date.

The contractor was able to calculate the approximate earthwork volume by performing three-dimensional
modelling using the reference AutoCAD file data provided by the client to construct Depot's earthwork
more accurately and efficiently.
The figure above shows an image obtained by performing 3D modelling, and the contractor can confirm the
fill and cut the area more accurately through the picture.
The Contractor has had the project area divided into six zones as below for effective construction
management and control by considering terrain.
The above areas were established with the contractor's consideration to effectively carry out the earthwork
and Building construction work of the project. Each zone is composed of major construction objects and
planned to effectively explain the overall flow of the project.
• ZONE A is used as an access road in the early stage of construction of depot for tree cutting,
demolition, and earthworks. And it is used as a transportation route for construction materials and
equipment such as concrete, bored pile, pc pile, gravel bag, and fence, until the project completion
date.
• When the contractor reviewing the project's design and Google map, ZONE B has more cut
quantity than other zones. Also, it is an area that includes a workshop building that is expected to
have the longest construction period in the building construction process. Therefore, the contractor
will cut the earthwork of ZONE B as soon as possible and carry it to other areas to perform
drainage, plumbing and sanitary works that must be buried in the ground.
Beside, once the excavation work has been completed up to the designed elevation, the contractor
will begin to work on the bored pile to begin the workshop construction early.
• Zone C was determined to be a rather flat area with less cutting and fill than Zone A. Like Zone B,
it is also bordered by Zone D. Light repair shops and substation are designed.
To approach Zone C, Zone B must be constructed first. Therefore, some of the earthwork work
tanks of Zone B were planned to quickly approach ZONE C and carry out earthworks work by
opening temporary roads.
• ZONE D is an area in which the Dolores river flows, which divides the Depot site from side to
side. The integral bridge and the retaining wall of the GRS are designed. The contractor established
a plan for the construction of some zones of zone D first so that the zones A, B, ZONE E, and F of
the depot site can carry out earthworks and other constructions on the depot site. Besides, the
construction schedule was adjusted by installing in the dry season to manage the verticality of the
integral bridge and retaining wall of GRS.
• ZONE E is an area where important buildings such as ballasted track, OOC, and Detention basin-1
are designed. In order to access ZONE E, some integral bridges of ZONE D must be pre-installed
or earthworks of ZONE F must be pre-installed AND Is in the middle position possible. In order to
quickly approach ZONE E, the plan to utilize some pre-integrated integral bridge of ZONE D will
be delayed in time since the construction of ZONE D will proceed after the construction of ZONE
B. Plan to approach ZONE E is established first.
• ZONE F is an area where buildings such as ballasted track, Detention basin-2, and Training center
are designed and can be accessed by constructing ZONE G (Road 13), which is used as an access
road like ZONE B. ZONE F is an area that needs to be filled in general, unlike ZONE B. The
contractor first constructs ZONE G to secure temporary roads.
We have a plan to embankment ZONE F. In addition, because ZONE F provides access to ZONE
E, some earthworks will plan to construct temporary roads for quick access to ZONE F.
• ZONE G, like ZONE A, is the only road on the Depot west side that can be accessed inside Depot.
The contractor plans to install ZONE G first for quick access to ZONE F. Contractor will also
transport selected to Borrow materials through Prince Balagtas Ave., which is connected to ZONE
G.
The contractor believes that early access road work and earthwork, which is very important in the depot
construction phase, can be explained to some extent through the above zoning plan.

The construction plan for each type of construction will be explained in detail in Chapter 3, based on the
zoning plan described above.
1.1.5 Construction management program
The contractor plans to use PPMS
(Proactive Project Management
System), the world's first
construction project management
platform, for the CP N05 Project to
manage a large area, various types
of construction, and 48 building
constructions.
PPMS is a unique system by

management.

The contractor will photograph the entire Depot site every day using a drone during the construction period,
and model the 3D terrain once a week to check and review the earthwork volume of the construction work
and update the work plan for the remaining construction period.

First, the contractor will focus on acquiring the relevant licenses and acquisition of the DEPOT site to
access the entire DEPOT site quickly. At the same time, the casting yard site proposed by the employer will
be installed with temporary facilities needed during construction, such as temporary offices and batch
plants. Road 11 on the west side of the Depot and road 13 on the east side will be used as the main
transport routes to quickly tree cutting and grubbing for the Depot site on both sides.
Second, After the depot site tree cutting, clearing and grubbing, and demolition are completed, the
contractor will cut the ZONE B soil and transport it to ZONE C and ZONE E for the embankment. At the
same time, the integral bridge of zone D will be divided construct so that the soil can be transported
efficiently during the construction period.
While the integral bridge designed on the right side of the workshop was constructed first, the grounds cut
in zone B will be transported and embanked to ZONE E across the Dolores river on the right side of ZONE
C. After the construction of the integral bridge designed on the right side of the workshop is completed, the
integral bridge on the right side of zone c will be constructed, and the soil transfer at this time will proceed
over the integral bridge of zone D.
Third, After completion of the integral bridge across the depot, upstream and downstream waterway will be
constructed. Drainage, plumbing, and sanitary works will be built in the area that reaches the designed
elevation while earthwork in the depot site is continuously being constructed.
As soon as the site on which the buildings will be constructed is cleared, the pile and foundation work will
begin, and the building structure work will proceed. The individual buildings will be undergoing various
architectural works and electrical and facility construction. During each particular building, roads and
ballasts track will be constructed on unobstructed sections. Retaining walls, fences, and handrails that
surround the depot will be built as soon as the working team has time.
1.1.7 Key Date
The date of contract award has been assumed as 1 February 2020 in POSCO E&C’s programme. POSCO
E&C’s programme has been established fully in accordance with requirement of key dates. The table below
shows how the contractor complied with the key date enforced by the employer.

1.1.8 Major milestones
In order to identify work commencement and completion dates, the Contractor has selected some of
major work items as construction milestones for review. Below figures show the date of major items’
commencement and completion dates in work programme
Regardless of the origin of the source, all materials that are to be incorporated into the works shall comply
satisfactorily with all the requirements specified and shall have the Engineer’s acceptance issued based on
quality control and testing results submitted by the Contractor. All materials shall be subject to inspection,
sampling, and testing prior to the acceptance of the works.
The stipulated Vietnamese regulations for Quality Control will also govern the basic procedures for
establishment, implementation, and maintenance for Control of Materials for the CP N-05, as applicable. The
Contractor shall fulfill all the requirements and procedures for quality control, testing and approval of
materials as provided in the Specifications, The Contractor will select sources and provide acceptable
materials, notify the Engineer of all proposed sources before delivery of materials to the Site to expedite a
material inspection and testing. The Contractor will not incorporate elements that require submission until
obtaining approval.
The Contractor shall get the Engineer’s approval on the material to be mobilized, based on the test results and
requirements for the works. The Contractor will get the sample for testing as a requirement of specification
and submit the material certificate, catalog of manufacturer, and testing result from the laboratory of

If an approved source does not continue to supply acceptable materials during the Project’s execution, further
use of that source will be denied, and other sources shall be approved. The Contractor will use sources that
fulfill entirely and satisfactorily the requirements concerning quantity and quality.
The Contractor will secure all permits and clearances for the use of the source and provide copies of the
documents to the Engineer. The Contractor will provide a laboratory test reports and available historical
performance data indicating that acceptable material is available from the source and not use materials from a
source that is unacceptable to the Engineer.
Approval of all sources of material for the work shall be obtained in writing from the Engineer before used for
the Project. Much material and volume will be used for the construction of CP N-05.
The contractor will perform a prior investigation in detail on black sand and borrow pit for embankment,
quarry, pre-cast pipe culvert, and rebar to be used primarily in the construction stage of CP N-05.
In addition to currently reviewed materials, the Contractor will carry out an additional review of the
transportation distance, deposit quantity, quality status, and specifications when the actual construction
process launches.
A more detailed schedule of borrow pits for embankment materials, quarry sites, sources of
boulders/aggregates and the corresponding areas to which they will be used will be prepared and submitted for
the Engineer’s approval during the actual construction stage in accordance with the submission period
described in the Contract Documents.
2.1 INTRODUCTION
2.1.1 General statement
In this chapter, the Contractor will describe the methodology and approach of the each discipline included
in Package CP N-05 construction as below.
This construction methodology and approach statement consists of an Introduction Part which describes the
composition and content of overall method, site conditions, organization structure as well as hypothetical
situations.
This is followed by the Preparation Part which entails tasks carried out prior to the actual construction, such
as surveying, geotechnical investigations, temporary construction facilities, and selection of construction
materials. Lastly, the Construction Part describes each construction method and type that will be executed
in this project.
2.1.2 Assumptions and Requirements
Many different factors that may affect the project, such as duration, cost, and quality observance have been
reviewed to ensure the successful performance of the CP N-05 Project goal and deadline.
A working schedule, useful equipment, and organization of work crews for the project have been
considered taking into account the general concept of the construction method .
Overall, the project schedule is very tight. Notably, the earthwork, drainage works, road, bored pile, and

time can be saved.

To comply with the entire construction period and key dates, the contractor was concerned about carrying
out the construction using a separate complementary device in case of rain in the rainy season. The
construction method for the rainy season will be described in each part of method statement.
Also, to establish a reasonable construction plan, the feasibility of constructability was reflected by
comparing the constructability in Korea with that in the Philippines.
Upon receipt of the NTP, the contractor will promptly engage project key persons, including the Project
Manager, to the project.
The project key persons will be brought to the site as soon as possible and will be responsible for licensing,
partner selection, equipment preparation, and temporary facility construction.

2.2.2 Pre-Construction
2.2.2.1 Temporary Facilities
• General
Before starting construction work, it is necessary to install the following major temporary facilities.
: Employer’s and Engineer’s and Contractor’s office
: Batcher Plant and Temporary storage yards
: Temporary water and power line
: Automatic car wash facility for construction vehicles
: Workshop and storage yard
: waste lubricant
: Waste Water Treatment system for construction
The contractor plans to install temporary facilities at the place suggested by the client in order to carry out
the project quickly.
The figure below shows the layout of temporary facilities to be installed in Casting yard(6.5ha).

Fresh concrete will be transported to the site by an agitator truck from the central mixing plant. After this,
the concrete will be unloaded and then placed by a chute or a concrete pump
The contractor will mainly use the BP installed in the casting yard, but can also purchase from a concrete
producer in san Fernando, Pampanga in case of high pouring volume or breakdown failures.
