Context

India is vulnerable to a variety of natural and man-made disasters that hinder the
country’s growth. Every disaster has different levels of risk (high/medium/low), which
depends upon area specific proneness and/or also on the various physical, social,
economic and institutional parameters. The largely unplanned expansion of cities to
accommodate rapid population growth, combined with inappropriate land-use
planning and building standards, contribute to the vulnerability of majority of
population. In order to mitigate and prepare for disasters, its management requires
coordinated efforts from the existing administrative set up, and all other stakeholders.
The activities involved in management of disasters would depend on the nature and
type of disaster. If the disaster management efforts are planned and the stakeholders
are trained, there will be no scope for ad-hoc measures and disaster management
would be smooth and effective. The paradigm shift has changed the focus of all the
stakeholders today towards disaster risk reduction, which include mitigation,
preparedness and prevention efforts. This implies that efforts are being made towards
preparation of plan, which is also mandatory requirement as per the Disaster
Management Act 2005, hence there is a need of mainstreaming the Disaster Risk
Reduction into development.

With the aim of mainstreaming DRR into sectors under the mandate of capacity
building, NIDM conducted a programme for officials of Indian Railways at their Institute
of disaster management at Bengaluru from October 14-16, 2019. This is the second
programme of this kind for officials of Indian railways and first of its kind at their newly
established Institute of disaster management. Programme was attended by 110
officials representing all the divisions of Indian railways.

Programme Objectives

1. To sensitize on disaster risk in India and its implication with analysis of past &
recent major disasters, railways in particular.
2. To appraise on policies, planning - operational approaches and tools for disaster
risk reduction.
3. To acquaint the participants with issues of mainstreaming DRR into Railway DM
planning.
4. To discuss on approaches of Railway
preparedness in the event of disasters with
spl. reference to pre and post scenario.

Programme details

Programme was inaugurated by Maj. Gen.


Manoj Kumar Bindal, Executive Director NIDM.
During his inaugural address, he shared his
experiences of Khanna railway accident,
where army was called in for management of the
incident. He shared that trafficking is an issue which
must be addressed as it is present at almost all such
disasters.

After the inaugural session, the thematic sessions


started. Shri Shekher Chaturvedi Assistant Professor
NIDM apprised the participants about concepts of
disaster management, institutional mechanism and
vulnerability of India with respect to disasters. Day one
ended with an exercise.

Day two was devoted to Incident response system in


Indian railways at different levels such as Zonal level
and Railway headquarter level. Participants were
divided into groups and given a task of preparing and in
the
tentative IRS organization at the Zone
and Railway Headquarter levels.
Participants presented the organization
and discussed the same during of the
session. The day also focused on plan
preparation in terms of interface of
accidents and natural calamities. Groups
discussed on preparedness and
response plan in terms of natural
calamities as well.

The third day first half focused on discussion on activities and suggestions in terms of
mainstreaming DRR into railway functioning. Participants came up with few points
such as

1. Pasting of dos and don’ts of disasters in every compartment as there has been
for fire accidents.
2. On-board train staff must be trained in basic life support techniques as they are
the first responders in terms of mishaps in running trains.
3. Doctors travelling in the train who are willing to serve in case of emergencies
on running trains can be tapped through their telephone numbers by Ticket
checking staff for utilization of golden hour in case of any emergency.
4. A discussion may be initiated for implementing IRS in Indian railways.
5. Railways must get itself equipped to tackle the mahalaxmi express incident in
Maharashtra.
6. Equipments available with Indian Railways must also be included in the India
Disaster resource Network.

The day ended with session on disaster management related activities of train on-
board staff such as driver, guard, TTE, etc. This was taken by Asstt. Director of IRIDM
and distribution of material and certificate to the participants.
