SPECIAL POWER OF ATTORNEY

That I, EDGARDO C. VICTORIO, of legal age, Filipino, single and a resident at Barangay
Tongonan, Ormoc City, Philippines, owner/ proprietor of ECV CONSTRUCTION AND SUPPLY, do
hereby name constitute and appoint CLIFFORD B. VICTORIO, of legal age, Filipino, single and a
resident of Purok 1, Barangay Tongonan, Ormoc City, Philippines, as my true and lawful
attorney-in-fact for me and my name, place and stead to do and perform the following acts
and things, to wit:

(a) To open, new checking, savings, money market, certificates of deposit, or other
accounts for my business “ECV CONSTRUCTION AND SUPPLY” under my name at
[Name of Bank Here].

(b) Make deposits, transfers and withdrawals to or from any of my bank account(s) at
[Name of Bank Here].

(c) Write, make, endorse and sign checks, draft and other instruments in connection
with my bank account(s) at [Name of Bank Here].

(d) Approve and authorize automatic withdrawals from my account(s).

(e) Perform any and all other matters relating to, or in connection with, my bank
account(s) at [Name of Bank Here]

HEREBY GIVING and GRANTING unto my said attorney-in-fact all the powers and
authority whatsoever necessary and proper in and about the premises as fully to all intents and
purposes as I might or could lawfully do if personally present and hereby ratifying and
confirming any and all that my said attorney-in-fact shall lawfully do or cause to be done under
and by virtue of these presents.
