KALANGWERAN PROJECT.
Kabataang Astig na ang Layunin ay Ayusin ng Napakabilis at Gawing
Wasto ang Edukasyon sa Radikal, Aktibo, at Nakaakmang paraan
Education gives so much access to one individual; it gives them great access to job opportunities,
educated person likely know their rights and responsibilities, and they can contribute a lot on the
development of the society. As of 2017, the rate of the Filipino OSCY has reached 39.2 million ages 6 to
24 years old according to PSA’s 2017 Annual Poverty Indicators Survey, concrete evidence that there is
high lack of education in the country. Our country is facing different issues nowadays and we believe one
solution that can cater to these different problems is accessible education, or educational tools, providing
the people the knowledge and information they need. This is relevant particularly in Barangay Magtaking,
San Carlos City, Pangasinan where there are high incidences of drop-outs, illiteracy, and low rates of
enrolment rates at DEPED ALS Program and TESDA Courses/ Tech-Voc Courses. These problems are
often connected to lack of access to educational resources such as libraries, textbooks, and software that
are essential to their courses/fields of study.
The Office of the Sangguniang Kabataan ng Barangay Magtaking, San Carlos City, Pangasinan
headed-by SK Chairperson Lemuel Gio Fernandez Cayabyab has initiated the Min-E Library Project, a
combination of an old fashioned library with
books and reading materials and a proposed
Electronic or E-Library. They also have
partially free printing services for those who
need to print modules, study guides or
reviewers where the ink and printing service is
free, but you must bring your own coupon or
paper. The Min-E Libary is far from completion
due to the lack of funding and on quote “red
tapes” of the Government Procurement Law
that slows down the procurement process and somewhat prevents the completion of the project.
A projected 45% or 652 of 1,448 youth of the barangay are far affected with their academics in
this pandemic. An estimate of 10% or 102 of the youth are currently enrolled in either modular classes,
mixed, or online classes; while a projected whopping 38% of the youth 550 are out-of-school youth. A
bad percentage of the youth sector is also unemployed and is expected to worsen with the projected
number of drop-outs due to issues that have not been addressed.
Talks of an MOU is now being proposed with the Local DEPED to allow the long-term use of a
classroom for the purpose of this project. Should the MOU not flourish, a proposed usufruct is also being
prepared to propose the use of a vacant part of the MES, to establish a new infrastructure for the
continuing of the youth services.
The KALANGWERAN Project aims to partner the Office of the Sangguniang Kabataan
ng Barangay Magtaking, San Carlos City, Pangasinan in a quick yet efficient way in order to streamline
the immediately needed services. The SK initiated the Min-E Library Project, a combination of an old
fashioned library with books and reading materials and a proposed Electronic or E-Library. The Min-E
Library is temporarily housed at a make-shift office. The Office is actually an Elementary School
Classroom of the local barangay.
As of writing, the old fashioned library already exists and is well functioning. As for the E-
Library the SK Council has a collection of E-Books and PDFs online that is accessible to the youth. The
Local SK even will be initiating a free public WiFi for the people by the last quarter of 2021 with a
whopping budget of P210,000.00 that will cater to generations of youth to come in the locality.
Our group aims to help the local Sangguniang Kabataan in their endeavor by purchasing and
donating to them their needed additional shelves; tables and chairs; and maybe a 2nd hand computer that
they could use.
With assurance the project Min-E Library will be sustained by the Office of the SK as it is their
pet project. Our group will make the project our own by joining them beyond the SKL Challenge; the
group aims to help sustain the project by helping the SKs collecting in kind donations or funds for
additional computers, tables and chairs; shelves; and even books.
This partnership with the SK and the local youth of the barangay also adheres to the goals of SKL
Camp, which is to develop great leaders among the Sangguniang Kabataan Officials as well as to inspire
the next generations to serve as SK Officials.
II. TARGET BENEFICIARIES
The beneficiaries will be the estimated 53% or 767 of 1,448 youth of Barangay Magtaking, San
Carlos City, Pangasinan. An estimate of 15% or 217 of the youth are currently enrolled in either modular
classes, mixed, or online classes; while a projected whopping 38% of the youth 550 are out-of-school
youth due to the various hindrances in the pandemic such as lack of educational materials, internet
connection, lack of gadgets, financial problems, and others.
But in totality the beneficiaries will be more than the 53% of the youth of the barangay, as the
impact will trickle down to graduates who wish to do further studies and to the next generations of youth
whose residence or domicile is in the barangay.
