1100: General

11001 This section relates to the painting of buildings or parts of buildings,

Scope of this where the painted area is concrete or a concrete product, plaster,

section masonry, wood, metal, metal profiles, pipes, asphalt, asbestos-cement or

other materials.

Painting with various types of paint used for special purposes such as for

resistance to heat, fire, fungus, mildew, chemicals, etc. shall be

performed as required in the Special Specification.

11005 Painting for fire protection shall be performed as required in this Special

Fire Specification. In the absence of requirements in the contract documents,

Protection sees the requirements and the appropriate sections below with respect to

each material.

1101: Painting and cladding materials:

11010 All paints (including compound) shall be 1-part, 2-part or multi-part

General ready-made paints. The paints shall be supplied from the factory in their

original packaging, in closed containers and marked with the

manufacturer’s label. Paints shall be used only through their expiration

date.
11011 A. Compound – a product with a paste-like texture used for repairing

B. Primer – the first paint applied on a substrate in one coat or in a

number of coats in painting systems.


C. Clear lacquer – lacquer, which after its application dries into a clear

film coating.
D. Paint – a liquid or solid compound based on a binder and pigment,

which provides the surface with a sealed colored coating.


E. Synthetic paint – paint based on alkyd resin.

Other synthetic paints are designated according to the technical name

of the binder, such as epoxy paint or polyurethane paint.


F. Emulsion paint – (emulsion paints, “plastic” paints) – paints based

on an aqueous emulsion of the binder.


G. Paint system – Painting applied in a number of coats such as:

primer, intermediate coats and topcoat.


H. Textural coating – coating that provides a texture based on an

aqueous polymeric emulsion or on the basis of a solvent-based

polymeric solution with the addition of aggregates (in thicknesses of

2-5 mm).
I. Painting – covering of a surface with paint, which becomes a solid,

clear or sealed coat in the drying process.


J. Non-galvanized steel – steel produced by hot rolling.
K. Cold-rolled steel (“Dekofirt”) – steel protected by a thin coating of

oil.
L. Painted surface – in any place in which is the term background,

substrate, surface or base appears in the specification, the intention is

to the surface that is being painted.


11012 The storage of paints, thinners and other accessory materials on site shall

1102: Painting workmanship

11020 Prior to painting, the area designated for painting shall be cleaned well of

General any construction residues, waste, sand and dirt.

according to the appropriate subjects.

The preparatory and painting works shall be performed only by skilled

workers. The painting materials that will be used shall be submitted for

approval of the Supervisor. The work shall be performed only in suitable

weather conditions, when the relative humidity does not exceed 80% and

the temperature is greater than 10° Celsius. The painting shall be

performed, to the extent possible, in a covered and protected place.

Painting shall not be performed outside in rain or sandstorm or during

winds bearing dust and sand, or when dew appears on the surface.

During all painting works, ascertain that the paint does not soil the floors

and other unpainted surfaces, including sanitary fixtures, hardware and

other accessories. The floors, sanitary fixtures and accessories shall be

covered for their protection using plastic, paper or other suitable material

sheeting.

Paint marks shall not be left on parts of the structure not designated for

painting.

All painting works shall be considered as a single work, commencing

from the stage of surface preparation through the finish painting of

products assembled on-site.

11021 The following is a detail of the methods (or combination of them) by

11022 Three possibilities exist for performing painting, as required by the

11023 The contractor shall make use of suitable and serviceable equipment and

11025 Each paint system shall be supplied by the same manufacturer, including

11027 Paint colors shall be compatible with the requirements of the Special

11028 The contractor shall prepare a sample of the paint system on a test section

1103: Painting of concrete, plaster and gypsum:

11030 The painting of concrete or plaster surfaces shall be performed

General when the surface is dry and not less than three weeks from the

completion of the curing process. The painting of new concrete

slabs shall commence only after curing of the concrete,

approximately 28 days from the completion of the casting process.

Gypsum plaster shall be painted when its surface is dry in

accordance with the plaster and paint manufacturers’ guidelines.

Painting of drywall panels can be performed when the compound

joining the panels is dry.

In all cases, the painting works shall commence only after the

Supervisor’s approval.
11031 Plaster and concrete surfaces – old plaster and concrete surfaces

Surface shall be cleaned well of any grains of sand, mortar tailings, stains,

preparation efflorescence, dust and dirt. Any holes and depressions near

reinforcing steel, and cracks and other defects shall be filled using

cementitious mortar until the surface is smooth, uniform and flat.

If there are ends of reinforcing wire, these shall be cut to a depth

not less than 10 mm under the surface and the holes filled as stated

above.

Gypsum block and panel surfaces – filling of holes, filling of the

joints between the plaster and the panel and between blocks,

compounding of the entire surface (other than paper coatings on

the drywall panels, which shall not be damaged) for the purpose of

maintaining the flatness of the wall; light sanding in areas in

which the compound has been applied and the removal of dust

from all surfaces; drywall panels that have been exposed to sun

and have yellowed shall be painted with a synthetic matte primer

in order to prevent bleeding of the following coats.

Wet surfaces – if wetness has been caused on the surface due to

water intrusion, treatment shall first be provided by correcting the

source of the wetness until the water intrusion is prevented and the

surfaces are dry.


11032 Painting with synthetic paints on concrete or plaster interior surfaces
110320 Painting on concrete surfaces or plaster shall be performed using

110330 The type of paint shall be as required in one of the contract

in accordance with the manufacturer’s instructions.


110331 A. Smooth plaster – after cleaning of the surfaces as required

C. Gypsum panels – a first thinned coat (at a rate of 30%-40%)

and two additional coats of emulsion paint complying with

the requirements of Israel Standard 809 or Israel Standard

1945 shall be applied. Thinning shall be performed in

accordance with the manufacturer’s instructions.


D. Gypsum plaster – the paint system shall be applied in

accordance with Paragraph C above. If the surface of the

gypsum plaster is very smooth and the thinned first coat does

not adhere to the surface, the first coat shall be painted using

an impregnation primer and thereafter with two additional

coats of emulsion paint complying with the requirements of

Israel Standard 809 or Israel Standard 1945.

11034 Painting with the use of non-washable aqueous emulsion

11035 The paints shall comply with the requirements of Israel Standard

110371 The slabs shall be in a dry and clean condition, free of any cement dust on

so, the oils and the disintegrating layer shall be removed using chemical

or mechanical means until obtaining a clean and stable slab.


110372 The coatings shall be of a solvent-less 2-part epoxy resin type with the

0.3 mm.

The second layer of special sand and epoxy mixture, in proportions

recommended by the coating supplier, shall be applied with the use

of a wide trowel in a dry layer thickness of 4-13 mm.

A third layer of epoxy coating without special sand shall be applied

with the use of a brush or roller.


110373 The first layer – primer – shall be of an epoxy-polyamide (solvent-based)

11039 If painting on concrete, plaster or gypsum is required to protect against

Application shall be in accordance with the paint manufacturer’s

instructions. Total paint system thickness shall be at least 75 micrometers

in interior use and 100 micrometers in exterior use.

1104: Painting of wood surfaces

11040 The following sections describe the painting of wood surfaces, other

General than finish carpentry with final painting.

If works with solid wood are required to be performed in the Special

Specification, in the absence of requirements in the Special

Specification, the painting shall be performed as detailed in these

subsections.

Through the commencement of the painting work, the covered wood

shall be safeguarded from weather impacts (rain and sun). Moisture

content of the wood shall be in the range of 8%-14%.


11041 Preparation of wood surfaces
110410 The surfaces shall be cleaned well and dried. Loose knots or secretions

General or resin shall be removed by drilling. The holes shall be filled with

wood plugs, compound or other suitable material. Nail heads shall be

countersunk and covered with a solvent-based compound. The surface

shall be polished well prior to application of the impregnation coat. All

preparatory works shall be performed prior to spreading wood products

with impregnation lacquer.


110411 The oil shall be boiled linseed oil thinned with 25% turpentine or a

Oil base clear impregnation lacquer. Application shall be performed with a

(impregnation) brush or by a dipping, but not by spraying. The thinner shall be mineral

turpentine compatible with the requirements of Israel Standard 221,

Type 1. Wait until completely dried in accordance with the

manufacturer’s instructions.
110412 Compound used in painting works shall be industrial compound, easily

Compound spread and flexible for the work. Ascertain that the compound is

suitable for use with the paint system to be applied on it. It is

recommended to use compound produced by the paint manufacturer.


11042 The painting shall be performed in several coats. The thicknesses of the

to distinguish the coats.

The compound layers shall be very thin and uniform. Each layer of

compound and each intermediate coat of paint shall be polished well

with sandpaper until obtaining a suitable substrate for the coat that

follows. Application of the compound and paint coats shall be

performed only in dry air that is completely free of dust. Do not execute

work in hot, humid or rainy weather. The paint coats shall or have no

air bubbles, signs of dripping, brush strokes, etc. End lines or lines of

contact between two different paint colors shall be straight and distinct.

Finish coats of paint shall be applied only after completing all the other

works necessary for the construction of the building, and that under

suitable weather conditions as stated above.

11043 Interior painting
110431 Thin layers of compound shall be spread on the oil-based primer coat

11044 The painting system used for exterior wood surfaces shall include the

the other.
D. Two coats of glossy topcoat, complying with the requirements of

Israel Standard 756 shall be applied one day after the other.
11045 Wood surfaces that are designated for clear lacquer coating shall be

Clear lacquer polished until obtaining a uniform surface without stains, etc. Localized

holes and defects shall be plugged with compound, whose color is

identical to that of the wood.

conditions in accordance with the lacquer manufacturer’s guidelines.

In interior painting, the surfaces shall be painted in two coats of clear

lacquer in the color and gloss as required in the contract documents.

Drying time shall be in accordance with the manufacturer’s instructions.

In exterior painting – 4 coats of clear lacquer, where the first coat will

be a lacquer that contains anti-rot materials that will be applied on the

clear lacquer impregnation coat that will be applied as required in

accordance with Subsection 110411 above. Drying time shall be in

accordance with the manufacturer’s instructions.


11046 If painting is required on wood to protect against fire spread and the

1105: Painting of metal surfaces

11050 General Painting on non-galvanized steel surfaces, cold rolled steel

(“Dekofirt”) or galvanized steel shall be performed as required in

Subsections 11051 through 11055 below. (The definitions relate to

Israel Standard 1225, Part 2.5):


11051 A. Non- galvanized steel – removal of oils, spraying of abrasive

Slag and weld splatter shall be removed prior to cleaning by

mechanical means. The edges of the welds shall be rounded by

grinding and the surface shall be cleaned with a thinner.

The abrasive material shall be basalt, steel grains or aluminum

oxide. Use may be made of other mineral aggregates approved by

the appropriate competent authorities.


B. “Dekofirt” sheetmetal panels:
1. Removal of oils with a clean rag dipped in mineral turpentine

or other solvent.
2. Rust shall be removed completely with the use of a steel

brush or emery cloth and the surface shall be cleaned again

with a thinner.
C. For preparation of galvanized steel surfaces, see Subsection

11054 below.

11052 Painting
110520 In the case of protective painting or painting with a base paint that is

The first coat of paint shall be applied where the steel has been

cleaned. No more than four hours shall pass between cleaning of the

surface and painting. During hot days, this time may be extended

upon approval of the Supervisor. In any case, if rust appears, it shall

be removed prior to application of the primer. The second coat of

primer shall be applied after drying of the first coat in accordance with

the paint manufacturer’s instructions.

In corrosive conditions (such as at the seashore), painting shall be

performed as required in Subsection 110522 below.


110521 This system, with moderate durability, is compatible with the

Special Specification.
C. Preparation of surfaces for repainting of painted asbestos-

cement boards: The preparation shall be performed in accordance

with the instructions of the Special Specification.


In all of the aforesaid cases, wait until the wetted surfaces are fully dried

before painting them.
11063 The painting system shall include a penetrating-binding primer and

B. Topcoat: the topcoat shall comply with the requirements of Israel

Standard 1731; the bridging grade over cracks shall be up to 2 mm.

The quantity of topcoat applied shall be 500 grams per square

meter.

The color shall be as required in the Special Specification. (White

manufacturer’s guidelines.

Inspection of the quantity of paint shall be performed during performance

of the work as defined in Israel Standard 935, Part 1.

Removal of paint from areas that have been covered not in accordance

with the plan shall be performed in accordance with the instructions of

Israel Standard 934, Part 1.


11073 The contractor shall take all precautionary measures necessary in order to

1109: Repairs to paint during the product liability and warranty period

11090 The instructions of this section relate to repair and maintenance work of

in the contract or the Special Specification, as well as through the end of

these periods.

Visual inspections (such as for peeling, cracking or incompatibility of

color or texture) or other inspections (such as for adhesion, corrosion-

protection and thickness) for compliance of the paint with requirements

shall be performed during the painting, product liability and warranty

period as required by the Supervisor.

In cases where noncompliance with requirements occurs in up to 20% of

the painted area, localized repairs shall be performed in the affected areas.

The existing paint in the affected areas shall be removed to substrate up to

a distance of 10 cm around them and they shall be sanded and repainted

using the original paint system.

In cases where noncompliance with requirements occurs in more than 20%

of the painted area, all the coats of the existing paint shall be removed from

the entire area and the entire area shall be painted using the original paint

system.

In cases where approved by the Supervisor, localized repairs may be made

to paint in locally affected areas and an additional coat of paint applied

over the entire area after suitable preparation.
