PRESENTATION, ANALYSIS AND INTERPRETATION OF FINDINGS

This chapter would present the gathered data which are analyzed and interpreted
based on the specific problems formulated.

One of the concerns of this study was to determine attributes of the respondents.

As reflected in this table, it showed the distributions of respondents that is


number of 20 concerned citizen on each Barangay to maximize the result. It showed
that we have 33.33 % coming from San Pedro Taloy, 33.33% coming from Rizal and
33.33% coming from Palaris.

It can be gleaned from the table that the following were rated by the respondents

It can be gleaned from the table that the following were rated by the respondents
as Effective those provisions including CCTV saved footages help solve the incidence
of misbehaviors with AWM of 2.86, it saves man power to the security guards on duty
for patrolling the barangay premises with AWM of 2.73 and it eliminates the opportunity
of the violators to commit crimes with AWM of 2.53. Very Effective including it helps to
solve vandalism and malicious mischief within the institution or establishments with
AWM of 3.93, it also lessens the opportunity of the couples on scandalous acts with
AWM of 3.46 and it deters crime and helps reduce violations that can be committed with
AWM of 3.93. Fairly effective including it also captures the individuals that will leave the
vicinity earlier than indicated time of leave with AWM of 1.86 and it helps in monitoring
the employees and administrative personnel to avoid dishonesty with their tasks with
AWM of 1.80. Not Effective including the installation of CCTV cameras is considered as
a low cost method of keeping the administrators eyes on security of its people and
establishments with AWM of 1.40 and records the scenes that can help in solving the
reported theft or robbery incident with AWM of 1.53.

It can be gleaned from the table that the following were rated by the respondents
as Not Serious including cannot monitor all the places in Barangay and high
maintenance service with AWM of 1.40, the CCTV is a disposable item and it easily
breaks down with AWM of 1.20 and 1.33. Serious problem in insufficient fund/No budget
and can easily stole with AWM of 2.53 and 2.80. Very Serious in no back up electrical
source that can make it operate in case of power interruption with AWM of 3.26. Fairly
Serious including it is weak in terms of visual during night time with AWM of 2.13, no
technician who can install and no one is monitoring with AWM of 2.46 and 2.13.

The table reveals the level of urgency of some recommended programs in


implementing and effectiveness of CCTV’S in crime prevention in selected Barangays
in San Carlos City. It could be gleaned from this table that allocation of budget for
CCTV’s installation and maintenance is Very Urgent with AWM of 3.86, providing a 24/7
standby electrical source that can be used in case of power interruption with AWM of
3.53 and Installation of CCTV’s near the street light to properly monitor anything during
night time. Fairly Urgent for 24/7 monitoring of CCTV’s with AWM of 2.46, training a
person in Barangay that can be the one who can maintain the accuracy and stability of
CCTV’s with AWM of 1.80 and high quality CCTV shall be used with AWM of 2.40.
Urgent for prioritizing the installation of CCTV’s in the crime prone area in the Barangay,
Installation of an alarm nearby the CCTV’s in case of attempt of to steel it and sufficient
lighting to maximize the visibility of thing caught in CCTV with AWM of 2.60, 2.73 and
2.60. Not Urgent for Barangay ordinance that prohibits in stealing/moving/breaking
CCTV’s with AWM of 1.60.

Chapter 5
CONCLUSIONS AND RECCOMENDATIONS

This chapter would present the findings and conclusions derived from the

gathered data by the researchers as well as the recommendations of the researchers.

Summary

1. The data gathered reveal that the level of implementation of installing CCTV’S

in crime prevention is very implemented especially by DOST who is giving technical

assistance on CCTV’S installation, they guiding the Barangay officials on how those unit

can operate. The facilitation of additional resource for law enforcement and security

assistance whenever necessary is very implemented too.

2. The data reveals that the level of effectiveness of CCTV’ S in crime

prevention is very effective because it lessens the opportunity of the couples on

scandalous acts and it helps also to solve vandalism and malicious mischief the

institution or establishments. These violation of laws is easily to forget because it was a

petty crimes only and the law enforcer chose to disregard above mention crimes but

with the help of CCTV’S those crimes was easily to solve.


3. The result reveals the level of problem encountered in the use of CCTV’S in

San Carlos City, Pangasinan were fairly serious. It could be gleaned that insufficient

fund/ no budget and the CCTV’S could easily stole is a serious problem because for it to

maximize the visual recordings, the Barangays need to buy a high quality units but

expensive and some people stole the CCTV’S for them to use it on their property.

4. The data gathered reveals that the level of urgency of some

recommendations to strengthen the implementation and effectiveness of CCTV’S in

crime prevention is very urgent that there must be an allocation of budget for its

installation and maintenance, providing a 24/ 7 standby electrical source that can be

used in case of power interruption and installation of CCTV’S near the street light to

properly monitor anything during night time.

Conclusions

CCTV cameras are a highly effective tool in crime prevention. CCTV is useful in

traffic violation, crime against property and crime against persons. Types of respondent

do not affect the effectiveness of CCTV camera in crime prevention. CCTV’S helps the

law enforcement for crime prevention, it is one of the best type of physical security that

brings a psychological deterrent to a would be offender. I therefore conclude that Local

government unit nowadays had no enough budgets for this type of security, according

to the data gathered, essential provisions of House Bill 4284 had ten but only two of

them has a descriptive equivalent of Very Implemented, one of the reason for these is
because the community was not aware for the importance of this provisions even the

Barangay officials themselves.

Reccomendations

1. Barangays may install CCTV cameras in the entrance and exit areas for the

monitoring of constituents behavior.

2. The barangays with the help of the city government, specifically the

engineering office may assess a geometrical placement of CCTV on streets

considering its visual clarity or pixel value and amount of resolution to ensure valuable

recorded information for identification of persons and vehicle involved.

3. The barangays with the help of the city government may consider appointing

or hiring a qualified individual to monitor CCTV operation to ensure prompt response in

case of crime or violation detection, file retrieval and minor trouble shooting. For those

interested, especially of private and commercial establishments, they may seek

assistance of professional people engaged in CCTV operation for appropriate CCTV

types and areas of replacement to ensure effective and efficient function.

4. The barangays with the help of the city government may consider providing
allocation for buying a generator set that serve as a backup power source in case of

interruption or buying an automatic CCTV’S set with installed battery on it to

continuously operate even during a power interruption.
