LESSON OBJECTIVES
INTRODUCTION
Officiating skills build lifetime skills and it will be possible through proper and
continuous training. In this lesson you will be able to learn and perform the different hand
signals used in officiating Basketball. As a continuation of what you learned from the
previous lessons about the rules of the game, these additional lessons will help you
improved and appreciate more the nature of Basketball. Proper knowledge combined with
physical and mental strength to deliver the different hand signals will make the game in
control and organized. Violations and fouls exist normally in the game and it is the primary
function of the officials to deliver a fair judgment with application of hand-signals. Body
language and decision making among officiating officials plays a big role in the flow of the
entire Basketball event but in the end the value of Integrity in the game is the real heart of
officiating.

1. Team
- No more than 12 players entitled to play, including the captain.

- During playing time 5 players from each team shall be on the playing court and may be
substituted.
3. Time out
- A time-out is an interruption of the game requested by the coach or assistant coach.
- Each time-out shall last 1 minute.
- Each team may be granted:
2 time-outs during the first half,
3 time-outs during the second half with a maximum of 2 of these time-outs in the last 2 minutes
of the second half,
1 time-out during each extra period.
4. Substitution
- A substitution is an interruption of the game requested by the substitute to become a player.
5. Violations
- A violation is an infraction of the rules.
5.3 Travelling
- Travelling is the illegal movement of one foot or both feet beyond the limits, in any
direction, while holding a live ball on the playing court.
- Whenever:
A player in the backcourt gains control of a live ball,
On a throw-in, the ball touches or is legally touched by any player in the backcourt and
the team of that player taking the throw-in remains in control of the ball in its backcourt,
that team must cause the ball to go into its frontcourt within 8 seconds.
6. Fouls
- A foul is an infraction of the rules concerning illegal personal contact with an opponent and/or
unsportsmanlike behavior.
6. 1 Screening
- Legal screening is when the player who is screening an opponent:
Was stationary (inside his cylinder) when contact occurred.
Had both feet on the floor when contact occurred.
6.2 Charging
- Charging is illegal personal contact, with or without the ball, by pushing or moving into an
opponent’s torso.
6.3 Blocking

- Blocking is illegal personal contact which impedes the progress of an opponent with or
without the ball.
6.4 Holding
- Holding is illegal personal contact with an opponent that interferes with his freedom of
movement. This contact (holding) can occur with any part of the body.
6.5 Pushing
- Pushing is illegal personal contact with any part of the body where a player forcibly moves
or attempts to move an opponent with or without the ball.

CHARGED TIME-OUT
This allows the coaches of either team to
communicate with the team, to determine
strategy or inspire morale, as well as to stop
the game clock. Teams usually call timeouts at
strategically important points in the match, or
to avoid the team being called for a delay of
game-type violation, such as the five-second
rule in basketball.

JUMP BALL
A method of putting the ball into play. The
referee tosses the ball up between two
opponents who try to tap it to a teammate.
The jump ball is used to begin games and, in
the professional game, when the ball is
possessed by two opposing players at the
same time.

TRAVELLING
It is a violation of the rules that occurs when a
player holding the ball moves one or both their
feet illegally. Traveling is also called,
predominantly in a streetball game, "walking"
or "steps".Traveling is a violation in basketball
in which the player in control of the ball, but
not dribbling, makes an illegal move with their
feet. A traveling violation results in a turnover,
which means that the ball is awarded to the
other team.

UNSPORTSMANLIKE FOUL
This could be a hard foul where the defensive
player goes after the offensive player
themselves not trying to block or not or an
instance where the player pushes another
player away from the ball.
