“AN ORDINANCE CREATING THE ELECTRONIC LIBRARY (E-LIBRARY) OF BARANGAY

11, MALAYBALAY CITY, AND FOR OTHER PURPOSES THEREOF.”

WHEREAS, Republic Act No. 7743, mandates the establishment of Barangay Reading Centers
in order to promote the moral and intellectual well being of the people, evelate the literacy level
of every Filipino to end that illiteracy is eradicated, and recognize the vital role of knowledge and
information in nation-building;

WHEREAS, the 1987 Philippine Consitution provides that the State shall give priority to
education, sicence and technology, arts culture, and sports to foster patriotism and nationalism,
accelerate social progress, and total human liberation and development;

WHEREAS, this Sanggunian further deems it essential and imperative to modernize the
Barangay 11 Reading Center by making it more attuned to the latest technological advancement
available in the digital inforamtion age;

WHEREAS, this Sangginian finds it necessary the adoption of electronic library system in order
to provide electronic and online resources to students in the Barangay to enhance their
educational development and provide educational resources for effectevie learning and
research activties .

NOW THEREFORE, be it enacted by the Sangguniang Barangay of Barangay 11, Malaybalay

City that:

Section 1. TITLE OF THE ORDINANCE. This ordinance shall be known as “E-Library

Ordinance of Barangay 11”.

Section 2. ORGANIZATIONAL STRUCTURE. The Barangay Eleven E-Library Board shall

compose of the following:

Head, Barangay E-Library
CHAIRMAN, COMMITTEE ON EDUCATION
Asst. Head, Barangay E-Library

E-LIBRARY BOARD

SK OFFICIAL
(Librarian/Record Keeper)

Section 3. POWER AND FUNCTIONS OF THE PUNONG BARANGAY AS HEAD OF THE E-

LIBRARY. The Punong Barangay shall underake the following powers and functions as head of
the e-library:
a. Exercise general management and controll over all programs, projects, and activities
of the City Public Library;
b. Directs the formulation of plans for the operations thereof with the consensus of the
Board;
c. Initiates and proposes policy measures for the effective governance of the E-Library
from time to time;
d. Exercise such other erlated powers and perform such other related duties as may be
deemed necessary or appopriate towards the efficient and effective management of the
Barangay e-library.

Section 4. POWER AND FUNCTIONS OF THE COMMITTEE CHAIRMAN OF EDUCATION

AS ASSTISTANT HEAD. The Committee Chair on Education will assist in carryingout the
different functions and programs of activities of the Punong Barangay enumerated in section 5;

Section 5. POWER AND FUNCTIONS OF THE SK OFFICIAL AS E-LIBRARIAN AND

RECORD KEEPER.
a. Manages, supervises and oversees the effective, efficient and quality operation of
the electronic library;
b. Develops computer-assisted/computer-backed information systems which would
permit online and network services;
c. Establishes library system and procedures; disseminiate information; render
information, reference and research assistance; and educate users;

Section 6. COMPOSITION OF THE E-LIBRARY BOARD. The Barangay Eleven E-Library

Board shall compose of the following:

Chairperson: Punong Barangay

Vice Chairperson: Committee Chair on Education
Secretariat: Brgy. Secretary

Members:
Chairman, Sangunaing Kabataan
School Representative

Section 7. POWER AND FUNCTIONS OF E-LIBRARY BOARD. The Barangay 11 E-Library

Board shall have the following powers and functions;

a. To promulgate and determine policies for the effective and efficient operation and
maintenance of the e-library;
b. To serve as an advisory committee to the Sangguniang Barangay on e-library
matters, such as but not limited to the necessity for the application of local appopriations for e-
library purposes;
c. To provide recommendations and suggestions on the selection of library materials,
library rules and regulations and other library problems;

Section 8. SERVICES. The following services shall be offered to Barangay 11 consituents for
free:

a. Document Printing Services (Students Projects and Assignments);

b. Document Encoding
c. Online Research;

Section 9. ALLOCATION OF FUND. In the next ensuing fiscal year after this Ordinance shall
have become effective, the Sangguniang Barangay shall cause the appropriations of funds
necessary for the electronic library to efficiently and effectivley carry out the provisions of this
Ordinance, and to include therein all necessary operational or program support expenditures.

Section 10. SEPARABILITY CLAUSE. If only for any reason, any provision of this Ordinance
is declared invalid or unconstitutional, other parts or provisions hereof shall continue to be in
full force and effect.

Section 11. EFFECTIVITY. This ordinance shall take effect upon the approval by the City
Council and after posting of copies in the Barangay Hall and three (3) other conspicuous
places in the Barangay, which occurs later.

ENACTED AND APPROVED this __day of ______, 2021 at Barangay 11, Malayalay City,
Bukidnon.
