Purpose of Job
To lead and manage implementation of frameworks and methodologies to ensure
comprehensive and consistent management of the Solent Transport Sustainable
Urban Logistics Workstream Lead on the Future Transport Zone (FTZ). To lead
on the planning, management and delivery of all approved schemes include
in Theme 2 (Sustainable Urban Logistics) workstream within the FTZ
programme, delivering within agreed parameters to achieve successful
outcomes and to ensure projects are executed effectively and in partnership
and coordination with LTA Transforming City Fund and other relevant
schemes, driving out cost and initiating strategic improvements in efficiency,
effectiveness and service provision across the Solent.

Key Accountabilities & Duties


1. To programme manage and lead the Sustainable Urban Logistics
Workstream and deliver schemes within the Solent Transport FTZ
Programme, efficiently and to budget, identifying inefficiencies, partnership
working and opportunities for improvement and costs saving, with the
workstream.
2. To establish and maintain programme and project plans and governance
arrangements for the delivery of projects and programme, defining clear
roles, responsibilities and accountabilities that align with Solent Transport
practice and DfT Future Transport Zone guidance.
3. Establish and manage reviews at appropriate points during and after
projects/programmes/portfolios which will inform their governance by
providing evaluations of progress, methodologies and continuing relevance
4. Identify and coordinate interdependencies between related FTZ,
Transforming Cities and other Local Transport Authority
projects/programmes to avoid duplication, ensure value for money and
accurate estimation of benefits, both financial and non-financial
5. Coordinate and plan programme and project resources and
interdependencies, including people resources
6. To engage with and manage key stakeholders, taking into account their
levels of influence and particular interests and identifying, addressing and
resolving difference between stakeholders where appropriate
7. Empower and inspire others to deliver successful projects and programmes
in accordance with agreed governance and reporting principles

8. Perform a quality review/assurance role to ensure projects and programmes
are valid and on track to achieve their aims
9. Recommend how financial and other resources should be allocated
amongst change initiatives to optimise return on investment
10. Manage oversight of benefit realisation for all projects and programmes
11. Monitoring expenditure and costs of programmes and projects
12. Managing risks to project/programme delivery, within the Solent Transport
risk management procedure
13. Manage dependencies and interfaces between projects and programmes
14. Support the development of effective project and programme management
skills and capability across Sustainable Urban Logistics Workstream and
Solent Transport
15. Manage project and programme start up process, including emerging
projects and horizon scanning.
16. Undertake Monitoring & Evaluation requirements for each project and feed
into Quarterly and Annual Monitoring and Evaluation Reports
