Introduction

The plant operation and maintenance personnel play vital role for the effective control
of emergency as they are the first respondents to emergency in their plant areas. This
necessitates frequent rehearsals on simulated emergency situations in the plant to gain
more confidence and proper coordination during emergency.

Purpose

To establish guidelines for conducting table top exercise and dry-drills to improve
effectiveness of mock-drills.

Objectives

• To cover all O&M personnel for rehearsals on emergency situation as per PIPA.
• To gain more confidence amongst the employees during emergency.
• To enhance the knowledge of employees for use of emergency equipment.

Guidelines

• Each process plant shall conduct 4 table top exercises per month.
• One of the table top out of 4 will be escalated to conducting dry drill.
• The emergency scenarios may be taken from plant ER manual/ PIPA document.
• Plant ERCP subcommittee member will make annual schedule for the table top
exercise & dry drill and submit the schedule to ERCP subcommittee. (As per
Annxure-1)
• Based on annual schedule, plant ERCP subcommittee member will prepare
monthly schedule for table top exercise and dry drill and publish it to all the
O&M members of plant. (As per Annxure-2)
• Production manager & ERCP Sub Committee member of the safety district will be
the observer for dry drill.
• Plant may also request to SSM/SFM/Safety Manager for observing the dry drill.
• In table top exercise, shift crew will sit together and discuss operation activities
and prioritizing mitigation measures for a particular selected scenario. SS of the
shift will chair the discussions.

• Dry drill will be performed in field by means of mock operation of different
activities, for example- tagging of the valves (open/close with sequence nos.), first
aid, use of firefighting equipment i.e. 10 Kg DCP extinguisher, DV/Water monitor
operation, laying of fire hoses and fixing branch/ water curtain, moving foam
trolley & 75 Kg DCP extinguisher to a required location, SCBA, Fire resistant suit
with SCBA, Tychem Suit, fire blanket, first aid box etc.
• SS of the shift will make the report of the dry drill in the format released by ERCP
subcommittee (As per Annxure-3).
• Report will be reviewed by plant ERCP subcommittee member and plant/ prod
manager and shall be circulate to all O&M members of the plant.
• Tracking of compliance status of table top exercise & dry drill will be done by
plant ERCP subcommittee member.
• The observations generated during the table top exercise will be communicated to
production manager as a input for Job Cycle Check of that procedure. (As per
Annxure-4)
• Observations generated during the dry drill will be tracked by plant ERCP
subcommittee member (As per Annxure-5).
• The monthly report will be sent to ERCP subcommittee within first week of next
month. (As per Annxure-6)
