1 Purpose

The purpose of this procedure is to describe the methodology to be used by any


worker/employee/contractor while undertaking any activity on behalf of the Saudi Electricity
Company when his or other employees health and safety is threatened.

2 Scope

This procedure is applied to every activity or service performed by Saudi Electricity


Company and its subsidiaries, employees, contractors and suppliers and the community
who may be affected by its activities or who undertake activities on behalf of the company.

3 Definition & Acronyms

Right to Refuse Work: All workers have the Right to Refuse Work, if they believe that a
specific task /activity requested of them is unsafe or hazardous to them or to others.
OHS: Occupational Health and Safety.
Note: The words “shall” and “must” in this document indicate mandatory requirements.
The word “should” indicates a preferred approach.

4 Implementation Requirements

4.1 Health and Safety is Endangered


The worker promptly reports the unsafe circumstances to the Supervisor/Safety
Representative. The worker must remain in a safe place while waiting for the
supervisor orientations.
The Supervisor/Safety Representative investigates in the presence of the employee
and, if possible, applies corrective actions.
If the Supervisor/Safety Representative and the worker agree on a resolution, works
must be resumed.
If agreement isn’t possible/ achieved and the worker has reasonable ground to believe
work is still likely to endanger lives, the Supervisor/Safety Representative must inform
the Safety Engineer and Unit Manager. The disputed equipment or workplace must not
be used until the pending investigation is concluded.
The worker(s) must remain in a safe place unless he has been assigned to a
reasonable alternative work or given other directions.
The Safety Engineer Investigates in the presence of the worker, Supervisor and Safety
Representative.
After investigating and analysing the situation, the Safety Engineer presents his

conclusions and his decision to the Worker, the Supervisor and to the Safety
Representative.
The Site Safety Engineer, Supervisor and the Safety Representative compile a full
report and forward it to the ISD Safety and/or Unit Manager in the same day.
