1. The intending bidder must read the terms and conditions of CPWD-6 carefully.
Intending bidder is eligible to submit the bid provided he has definite proof from
the appropriate authority, which shall be to the satisfaction of the competent
authority, of having satisfactorily completed similar works of magnitude specified
below
(i) Three similar works each costing not less than Rs. 1.70 lacs or two similar works
each costing not less than Rs. 2.56 lacs or completed one similar
work costing not less than Rs. 3.42 lacs.

(ii) Similar work shall mean works of “Strengthening/ Retrofitting” The value of
executed works shall be brought to current costing level by enhancing the actual
value of work at simple rate of 7% per annum; calculated from the date of
completion to the previous day of last date of quoting tender.
2. Information and Instructions for bidders posted on website shall form part
of bid document.
4. But the bid can only be submitted after deposition of cash EMD online
through e-gateway of SBI, IDBI and Axis Bank available on e-tendering
platform or Bank Guarantee as prescribed in para 9 of 20A.12 and
other documents as specified.
5. Those contractors not registered on the website mentioned above, are required to
get registered beforehand. If needed they can be imparted training on online
bidding process as per details available on the website.
6. The intending bidder must have valid digital signature to submit the bid.
7. On opening date, the contractor can login and see the bid opening process. After
opening of bids he will receive the competitor bid sheets.
8. Contractor can upload documents in the form of JPG format and PDF format.
9. Contractor must ensure to quote rate of each item. The column meant for quoting
rate in figures appears in pink colour and the moment rate is entered, it turns sky
blue.
In addition to this, while selecting any of the cells a warning appears that if any
cell is left blank the same shall be treated as “0”. Therefore, if any cell is left
blank and no rate is quoted by the bidder, rate of such item shall be treated as
“0” (Zero).
10.SC/ST contractors enlisted under class V Category are exempted from processing
free payable to ITI Limited.
10. List of Documents to be scanned and uploaded within the period of bid
submission:-
(i) Enlistment order of contractor
(ii) GST Registration Certificate of the State in which the work is to be taken
up, if already obtained by the bidder.

If the bidder has not obtained GST registration in the State in which the
work is to be taken up, or as required by GST authorities then in such a
case the bidder shall scan and upload following under taking along with
other bid documents.
“if work is awarded to me, i/we shall obtain GST registration certificate of
the state, in which work is to be taken up, within one month from the date of
receipt of award letter or before release of any payment by CPWD, whichever
is earlier, failing which I/We shall be responsible for any delay in payments
which will be due towards me/us on a/c of the work executed and/or for
any action taken by CPWD or GST department in this regard.”
Any delay /any lapse on this part of the agency or misleading
information shall be intimated to CIRM and may invite penalty under
Labour Laws.
(Note 2:-The contract agency participating in the bid shall ensure the uploading of
above mandatory documents in eligibility documents/ additional documents portal
so that the same can be free viewed & examined before opening the part of their
financial bid).
(iii) Proof that they have successfully completed one similar work of value
not less than Rs. 3.42 Lacs of estimated cost or two similar work of
value not less than Rs. 2.56 Lacs of estimated cost or three similar
works of value not less than Rs. 1.70 Lacs of estimated cost in last
seven years ending previous day of last date of quoting tender. The
experience certificates issued from the Govt./Semi-Govt./Public Sector
undertaking/ Autonomous bodies should be by an official of rank not
below Executive Engineer or equivalent. This is mandatory for all
bidders, CPWD registered contractors as well as specialized agency.
(iv) The Contractor must give.
a) The name of specialized firm.
b) The trade names of the product, which would be used.
c) List of works where this treatment has been used.
Any delay /any lapse on this part of the agency or misleading information shall

1 The EMD of the lowest contractor shall be released only after completion of the
work to the entire satisfaction of the Engineer-in-Charge. The quotation
without EMD shall not be considered.
3 The recoveries as per statutory orders as applicable shall be made from the bill.
4 The rates are inclusive of all taxes.
6 The work shall be carried out as per CPWD specification 2019 Vol-I to II with
upto date correction slips and as per IS: Code, where specification and IS:
Code are silent the decision of Engineer-in-charge shall be final and binding on
the contractor.
7 Income tax, GST and cesses shall be recovered from the contractor on
gross amount of the bill as per prevailing rates.
8 Any damage caused during execution of work shall be made good by the
contractor at his own cost and nothing extra shall be paid/claimed on
this account.
9 In case of any dispute/litigation with labour the contractor shall be solely
responsible and in no case the department will be responsible on account of
any liability.

Note:- Contractor has to bring samples as per above preferred brands only and Engineer in
Charge shall approve one sample out of the samples brought by the contractor. The
contractor has to use material of that approved sample only. No claim in this regard shall
be entertained.
