PERFORMANCE GUARANTEES
Notes:
Siemens HMBDs’02 Load point – Page 1 of 2, Dated 29.03.2019 has to be
considered as Performance Guarantee HMBD Load-Point.
Guaranteed auxiliary power consumption shall include Power consumed by all
continuously running AC motor only. The equipment considered are as follows;
a) Oil Vapour Extraction Fan
b) GSC Exhaust Fan
c) Main Oil Pump
1) The guaranteed values will be applicable for new equipment at steady state operating
conditions, deposit-free blading and clean surfaces of the cooling equipment. Steam
quality requirement which mentioned by Siemens needs to be demonstrated by
Purchaser on continuous basis for achieving the above performance of TG set.
2) The Performance Guarantees are only valid if the delivered equipment is permanently
operated according to Siemens instructions for installation, commissioning, operation
and maintenance and if the requirements indicated in “Design/Guarantee conditions”.
4) Performance guarantees are based on new and clean conditions. The performance test
of the STG shall be conducted within 2 months from first admission of steam to turbine.
If PG Test doesn’t occur within 2 months from first admission of steam to turbine, then
tolerance for ageing as per IEC953-2 shall be considered during performance
guarantee evaluation.

5) In case the PG test is not carried out within 6 months after first admission of steam to
turbine, PG test shall be deemed to be completed and the Unit taken over by
Purchaser.
6) Only those parameters in this chapter and its subchapters, which are explicitly
marked as ‘Guarantees subject to Liquidated Damages’ shall be considered as
binding. All other values in this offer and its attachments are classified as non-binding
design criteria and guidance values for information only.
7) Comparison measurement tests (Straight condensing mode- Bleed/ extraction off) will
be done to ensure turbine is free from deposits/ damages. Based on comparison
measurement results, further actions will be decided. In case deposits are found on
turbine flow-path, Purchaser has to ensure flow-path cleaning. In such cases,
performance guarantee will be considered as void however performance trials will be
taken to evaluate the performance of turbine without any contractual/commercial
liability.
10) Performance guarantee test shall be carried out based on the test procedure prepared
by Siemens. All necessary correction curves required for PG test will be prepared by
Siemens. All performance curves will be used to evaluate the above performance
values.
11) The thermodynamic values are calculated according to the Steam table IAWPS IF97 /
IFC 67- Formulation for Industrial Use for the Thermodynamic Properties of Water and
Steam.
12) A test tolerance equal to test measurement uncertainty (due to the installation, test
conditions and instruments errors etc) will be applied to all performance test results
for the demonstration of meeting contractual guarantee requirements. Measurement
uncertainty shall be calculated using the procedures in IEC. The calculated
measuring uncertainty and the deterioration will be taken into account.

13) If the measured value for Auxiliary Consumption is better than the contractually
defined value, an offset of same will be used to compensate STG power output and
vice-versa.
14) All the demonstration parameters which are not subject to liquidity damages will not be
a part of PG test procedure however all such parameters will be demonstrated
separately by Siemens commissioning team.
15) Purchaser has to maintain operational stability such that parameter fluctuations do not
cross DIN1943 limits. High parameter fluctuations results in high random uncertainty. In
case, the parameter deviation is beyond the range of correction curve, new set of
HMBD & Correction curve is recommended for evaluation.
16) In case of common headers for steam, feed water, process steam, return condensate
etc (whichever is applicable), customer has to ensure cycle isolation such that the plant
can be operated as per HMBD conditions on which guarantee values are agreed. In
case it is not possible, the test can be carried out but the overall measurement
uncertainty will increase.
17) The costs for the performance test shall be only included in the contract price, if it is
explicitly mentioned as part of the scope of supply. In case that the performance test
is carried out by a third party, Siemens shall be given the opportunity to check the
test instrument installation, calibration reports & witness the performance test. Such
witnessing personnel shall have full access to the delivered equipment and operating
records during the test activities. The test report shall be made fully available to
Siemens.
18) The legal consequences, if any of the guarantee values are not achieved, are solely
and conclusively defined in the commercial contract document.
