Sub: -Memorandum regarding to sanction the Approach of

Karatigram Madhura Bridge at Karatigram, Rongpur,
Silchar, Assam

Respected Sir,

With the reference mentioned in subject above that we Sarbangin

Manab Kalyan Sangha, An NGO working in the field of various
development Activity from last thirty five years and above, Today we like
to draw your kind attention on “Construction of approach with
protection work of RCC Bridge over Madhura River at Karatigram-
Madhuramukh Road” as follows :-

1. That, we the people of Dudpatil, Chotadudhpatil & Hatichara Gaon

Panchyet of Borkhola Constituency which is the East South part of the
constituency residing more than 30,000 people and very nearer to
Silchar towns Malugram area and through the Madhugaghat and
Ghaniwala Ghat approximate 5000 No's people are Communicating with
Silchar Town by the boat due to their livelihood.

2. That, the most people are from Schedule Caste community (SC)
and below property level (BPL) families and suffering from lacking of
Good education, Skill development, Agriculture development, daily wage
earning and good livelihood since Independence due proper
communication with Silchar Town where as the pin code of our area is
Silchar-2.

3. That, for better communication our these Gaon Panchayat area our
NGO has demanded one Bridge over Madura River at Madhuraghat
through Karatigram- Rongpur Area, and in this regards the Govt. of Assam
has sanctioned the Bridge over Madhura River at Karatigram, Rongpur in
the year 2008 for Rs. 4.7573 Cr. and the scheme namely – “Construction
of RCC Bridge No. 3/1 at Karatigram Madhuramukh Road
including approaches and protection work in Cachar district under
RIDF –XII of NABARD”

4. That, as per Estimate the Govt. of Assam has given Tender for
contractor and started implementation from 2009-10 financial years and
the implementing agency has completed only the bridge part till 2014-15
financial year and paid to the contractor for 4.126 Cr but unfortunately the
approach part of the bridge has deducted from the Plan and Estimate copy
with the narrow intention of Communication Solution for large member of
villages.

5. That, the bridge will connect with Hatichara- Madhuramukh road to

Rongpur-Karatigram Road which will directly communicate from Rongpur
bridge to Durgabari Point for 6 (Six) km of Road only and it cover more
than 10 no revenue villages of 30,000 thousand of population of our
locality.

6. That, in this regards we SMKS-NGO reputedly submitted

memorandums to your concern authority and due to this, the Executive
Engineer PWD Roads, Silchar & Udharbond Territory, Gov.t of Assam has
submitted one project proposal to your Chief Engineer, PWD Roads, Govt.
of Assam on 11/08/2021 vide no- TB/SRD/RIDF-XII/NABARD/07-
08/4(A)/72 For Rs. 177992905.00 in the name of Construction of
Approches for Bridges No.3/1 at Koratigram Modhuramukh Road including
Protection work in Cachar Distict under SOPD-G for the year 2021-22.

Hence it is require to sanction the approach with protection work of

RCC Bridge over Madhura River at Karatigram-Madhuramukh Road to
cover one & only communication for a large member of Villages of our
area for Rs. 177992905.00 .
 So, it is therefore prayed to your Honor would
graciously be pleased to investigate the matter and urgently
sanction the approach with protection work of RCC
Bridge over Madhura River at Karatigram-
Madhuramukh Road for Rs. 177992905.00 to cover one
& only communication for a large numbers of Villages as
required and oblige.
