Dear Sir:  This is to officially submit my Application Letter to serve the remainder of the term left vacant by the passing of
my friend, Commissioner Mike Boyle.  It is my intention to try and fill the big shoes left empty by the passing of Mike.  I
have resided and worked in South Omaha for over 30 years.  I am currently in charge of the DCHD’s Campaign against
the COVID-19 virus for South Omaha and the Spanish-speaking residents who live here.  I am also the host of the South
Omaha Juvenile Justice Forum.  A grant funded position that I am fortunate to have organized 3 years ago and is funded
by the Sherwood Foundation.  I believe that I am more than qualified for this position due to my years of community
service and advocacy, in addition to having been a journalist/publisher for Nuestro Mundo Newspaper;  and as a strong
advocate for my South Omaha constituents.  Despite the fact that I’ve never run for any political office, I have managed to
accumulate many constituents in my S. Omaha community due to my accessibility and my willingness to assist anyone or
any group that calls on me for assistance, everything from helping to bring back young immigrant students wrongfully
deported to Mexico, to helping a group of over 40 workers get their well-earned checks from a company that refused to
pay their checks in a timely fashion.

These are but two examples of the many diverse actions I’ve taken on behalf of the residents of S. Omaha.  It would be a
great honor to serve in the seat that Mike Boyle served our community and set a standard of how a politician should serve
his or her community.

Personal: I am widowed, formerly married to Rose Salazar. We were married for 38 years. I have a son,
Daniel, who resides in Virginia with his wife, Tracy.

Military: I am a Vietnam Vet, having served in the U. S. Army between June 22, 1966 to June 21, 1968.
Honorably Discharged.

Education: BA, 1973, University of Nebraska-Lincoln. Major: Sociology. JD, 1976, University of Ne-
braska Law School.

Mediator: Office of Dispute Resolution, January, 1996.

Self-Employed:

May, 2020 to Present: Sub-Contractor with Douglas County Health Dept. in charge of the
COVID-19 Campaign for Spanish-speaking members of the city and for South Omaha specifically.

April 20, 2019 to Present: Host of the South Omaha Juvenile Justice Forum funded by the
Sherwood Foundation. This is an annual grant.

Consultant employed by Metro Community College; One contract as the Community Partner
via La Casa del Pueblo, 501 © 3, working on the Classroom Project for Immigrants located at 24th and Vinton
Street. Second contract as a liaison for Diane Good-Collins, Director of Metro’s Re-entry project located at the
Fort Campus.

Publisher, Mundo Latino Newspaper: Between the years from 1990 to 2011. Bilingual
monthly magazine.

One of 5 organizers and First President of the Mexican American Student Assn., UNL,
1971. First President, served for 2 years. MASA celebrated 50th year Anniversary in 2021.

First Latino Commencement Speaker at Wayne State College, Wayne, NE.

Assisted PACE with establishing ACT student aid office at S. Metro Campus.

Served the Latino community as an Advocate from 1990 to the Present.
