Lesson 1
Physical Education, its Legal bases, Goals, Objectives, and Values/Benefits
This lesson deals with the Physical Education background, its legal bases, goals,
objectives, and Values/Benefits.
Objectives:
At the end of the lesson, the students are expected to:
1. Identify and recognize the history and background of Physical Education in the Philippines
setting, its legal bases, goals, objectives, and values/benefits;
2. Appraise in understanding the legal bases of Physical Education, its goals, objectives, and
values/benefits;
3. Interpret the legal bases, goals, objectives, and values/benefits of Physical Education.
Lesson Proper
Physical Education as defined
According to Andin (1988), PHYSICAL EDUCATION is an integral part of the education
program designed to promote optimum development of individual physically, socially, emotionally,
and mentally through total body movement in the performance of properly selected physical
activities.
Moreover, PHYSICAL EDUCATION is instruction in the development and care of the body
ranging from simple calisthenic exercises to a course of study proving training in hygiene,
gymnastics, and the performance and management of athletic games (Meriam Webster
Dictionary, 1982).
PHYSICAL EDUCATION helps the students to learn about their abilities, aptitudes,
limitations, and potentials. It provides opportunities for students to: develop creativity, positives
attitudes toward physical activity, assume more personal and social responsibility, and meet
performance obligations as individuals and in groups (Cedar School of Physical Education, n.d.).
In addition, physical education is education of the physical, this is a program of education
which teaches student’s physical, social, mental, emotional, and spiritual development through
properly selected physical activities to get rid from any kinds of diseases and effectively and
efficiently cope with the daily demands of life.

“Physical Education and Sports is a fundamental right for all and this right should not
be treated as different principle from the right to adequate food, shelter, and medical
care”.
2. Article 14, Section 19, 1987 Constitution of the Republic of the Philippines
“States that the state shall promote Physical Education and encourage sports
program, league competitions, and amateur sports including training for international
competition to foster self-discipline, team work, and excellence for the development of
a healthy and alert citizenry. All educational institutions shall undertake regular sports
activities throughout the country and in cooperation with athletic club and other
sectors”.

Fitness is the main goal of Physical Education. To live a “good life” means to have an
ability to live a healthy, satisfying and useful life. This means that an individual satisfies his basic
needs as physical well-being for love, affection, security and self-respect. He lives happily in them.
Total human development through properly and carefully selected physical activities in
terms of their physical, social, emotional, and mental well-being.
