Evaluative Annotated Bibliography: A study by Kalyani, K. (2017, July 27) professor of engineering at
ECE Department Thiagarajar college of Engineering. Professors challenge in examining E-learning is that the
innovations and their instructive applications are growing amazingly rapidly to help students achieve the objectives
in studying the E-learning tool. The researchers suggested that the latest technology and benefit from practical
instructional E-learning strategies shall be used in the IEEE Blended Learning Program. We also get much hands-on
experience to help us develop the competency and expertise we need to create. This study gives a view of
standard E-learning program in the field of VLSI called IEEE blended learning program. To compliment, we can
adapt to the newest technologies and enjoy valuable instructional E-learning techniques.

Information & Communication Technology (ICT), the focus of this study is for an improved system of knowledge
sharing. To discuss findings on some strategies by which the ICT will be used as a tool for effective teaching-
learning. Furthermore, making the system more competitive, teaching and learning should improve this sector by
implementing various innovative methods. By bringing revolutionary reform to the current ODL system of learning,
the existing discrimination between learners in the formal and ODL systems should eliminate. The study has been
conducted with analysis of available data and through case study of a few ODL institutions. The prevailing
discrimination between the learners of formal and ODL system should be erased by bringing in revolutionary
change in the existing ODL system of learning.
