Name of organisation* Gilfar General Construction Company(GGCC)
Site location* United Arab Emirates
Number of workers 700
GGCC deals in high risk activities like brazing, grinding and cutting near high pressure well heads
(involving very hot materials like gas pipes and hot substances like crude oil, sweet gas, etc.),
lifting loads over live facilities and transportation of pipes and other construction materials from
workshop to site.

General description of the organisation We run two shifts day and night.

The company works from 7am to 4pm on daily basis and 5pm to 10pm in night work and breaks
only for one weekend. Workers are supposed to be on duty for only 9hours and 1hour to rest.

Their names start and finish time are displayed on the noticeboard on a daily routine.
Description of the area to be included in the risk

You should aim to complete this section in 100 - 200 words.

Note: this section can be completed after you have competed your risk assessment.

I started by searching into International Labour Organization (ILO) and the United Arab Emirate
OHSMS website and code of Practice attached to oil and gas work whereby I get sufficient
information of hazards and its controls. https://www.ilo.org/dyn/normlex/en/f?
p=1000:12010:::No::: .
Outline how the risk assessment was carried out
this should include: After looking at the sources of information, I made a clear survey around the work area and
interact with the people who were carrying out the activities. During my tour I observe that many
 sources of information consulted;
workers do not use face shield masks during welding activities which could affect their eye sight
 who you spoke to; and
due to radiation, sparks and other objects falling into their eyes.
 how you identified:
- the hazards; I talked to the Health and Safety Manager and Chief Executive Officer about my risk assessment
- what is already being done; and and they provided admissible information and I also checked the accident, attendance, insurance
- any additional controls/actions that records and previous risk assessment records over the past six months to see if there is any incident
may be required. repetition.

I evaluated the control measures by referring to the same ILO and OHSMS code of practice and
direction on Oil, Gas and construction works. C167 [Article 30] number 4, talks about “workers
shall be required to make proper use and to take good care of their personal protective equipment
“during welding activities.

Part 3: Prioritise 3 actions with justification for the selection
Suggested word counts
Moral and financial arguments for all actions: 300 to 350 words
For EACH action:
Specific legal arguments: 100 to 150 words
Likelihood AND severity: 75 to 150 words
How effective the action is likely to be in controlling the risk: 100 to 150 words

Moral and financial arguments for ALL actions

I prioritized on the three actions which are;

Moral, general legal and financial
arguments
1. Purchase of more fuses and circuit breakers to be added in the workplace to control the direct
flow of electricity. (Hazard category: Electricity)

2. Purchase of automatic systems(Alarm) and fix them in the workplace to give signals in case
of fire outbreak and for smoke detections. (Hazard category; Fire)

3. Purchase mobile elevator to reduce the number of injured workers involving in work at
height accident at a particular point in time and also make it more comfortable for workers to
carry out their activity. (Hazard category; Work at height)

Morally;

Gilfar General Construction Company has moral objectives towards their workers and participants to
regulate on injuries that can cause harm in their day to day work leading to ill-health and destruction
of environment yet workers leave their beloved families to travel far places to earn a living(money)
and cater for their betterment.

We put more efforts to see that workers do not get affected by work related injuries like back

injuries, sprains, strains and medical conditions like heart disease, glaucoma, carpal tunnel especially
office workers typing all day causing physiological torture like stress. Safety campaigns through
trainings, health meetings, monitoring, good supervision and provision of quality welfare facilities is
put in place to ensure safety of employees.

The company provides workers with medical and they are given yearly insurance cards to manage
their bills in case of any work injuries during work, workers’ input is valued and rewarded to
motivate them to report incidents that they can even speak up and have informative conversations
about mistakes and the provision of safe care hence leading to good health and safety system.

Financial

When an incident happens at work, a lot of money is spent especially when the incident is at a high
level and causes much damage it slows work productivity and increases other expenses.
Financial implication the company will face should anything goes catastrophically wrong may
include;

 Compensation to sick and injured workers due to high medical bills and paid leaves.

 Cost to damaged infrastructure, equipment, tools, loss of time through investigation and loss
of skills.

 If accident occur, United Arab Emirate Labour Law for Compensations due to Occupational
Injuries [Article 144] state that, where a worker sustains a work-related injury or contracts an
occupational disease, the employer shall pay for the cost of his treatment in a government or
private local medical centre until he recovers or is proven disabled. Treatment shall include
costs of residence in a hospital or sanatorium, surgical operations, x-ray and medical
diagnosis, the purchase of medicines and rehabilitation equipment, and the supply of
artificial limbs and other prosthetic appliances for any person who is declared disabled. In
addition to the foregoing, the employer shall pay the cost of any transport required in
connection with the worker’s treatment.

of electricity. (Hazard category: Electricity)

For Gilfar General Construction Company to avoid legal sanctions it has to meet some requirements
Specific legal arguments

states that all electrical equipment and installations shall be so constructed, installed, operated and
maintained as to prevent danger and shall conform to such standards as have been recognised by the
competent authority.R175 Under preventive and protective measures for electricity[number 50] say;
Where the work involves risk of drowning, asphyxiation or electric shock, first-aid personnel should
be proficient in the use of resuscitation and other life-saving techniques and in rescue procedures.

The likelihood and severity of injuries occurring when shocked by electricity can be serious. This is
Consideration of likelihood AND
because there are many workers working with (electric) powered equipment on different activities
severity
daily within the organization. The severity of risk occurring could be serious as it will result to
multiple worker injuries and some workers may suffer from severe injuries. We have good
technicians who perform the tasks. Likelihood of injuries to occur may range from minor(low-
voltage) injuries like skin burns, dis-function of some body parts like fingers, serious (medium-

ILO Convention C167 and Recommendations R175 talks about fire [Article 29] number 2] states
Specific legal arguments
that sufficient and suitable storage shall be provided for flammable liquids, solids and gases, R175
[number 47] says; where appropriate, suitable visual signs should be provided to indicate clearly the
directions of escape in case of fire.

During smoking there is a transfer of heat through the air (radiation) meeting with flammable

Likelihood of injuries will range from low (small fire) health issues such as difficult in breathing due
to smoke, fainting, serious (middle fire) injuries like burn, wounds and scars, high (big fire) lung
failure and immediate death should the person involved is not rescued on time.

that all scaffolds shall be periodically inspected by a competent person, R53 [Regulation 4] number

examined by an experienced person on each occasion before erection and shall not be used on any
occasion unless in every respect they possess the qualities required for their purpose.

The likelihood and severity of injuries occurring when workers fall from height may be high. This is

be serious because it will lead to many worker injuries and some workers may suffer from
permanent disability. Likelihood of injuries to occur are minor(less)injuries like bruises, broken
arms, serious(medium)injuries like fractures, spinal injury, major(high) injuries such as permanent
paralysis and Death.

Part 4: Review, communicate and check
Suggested word counts for each section:
 Planned review date or period and reasoning for this: 50 - 100 words
 How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words.
 Follow up on the risk assessment: 100 - 150 words.

Planned review date/period with The company policy requires risk assessment to be reviewed every after 1year.My choice of 1year
reasoning review will make the policy so active and effective as it will shortly make it easy to verify if the
control measures and level of evaluated risk where appropriate or require amendment.

How the risk assessment findings will be I will hold 2days workshop meeting with the management in the presence of Chief Executive
communicated AND who you need to tell Officer to present the actions of the risk assessment to the committee for further compliance. The
findings will be communicated in the gathering of health, safety and environment (HSE) trainings,
induction and on site during toolbox talk meetings prior to start of activities to all workers. I will
inform them to take measures when working in the areas I have tackled and highlighted in the risk
assessment. Lastly my actions of risk assessments will be mailed (twitter, Facebook) to all sub-
contractors, third parties to obey and displayed on company noticeboards, intranet, and What-Sapp,
posters where it’s visible and clear to all workers.
How you will follow up on the risk I will pose at least 10days prompt to the action date for completion. I will personally check by
assessment to check that the actions have making a clear survey (visiting) the spotlighted areas and find out if the steps are taken in according
been carried out to the actions given. This will help me to find out if the actions are implemented and done with in
the set date and in case of any challenge I will try to figure out why there is a delay or failure.
Example, if there is any complaint or disagreement from the committee upon the set actions I will
have to discuss with my superior (Health and Safety manager) and see how we can come up with
solutions to complete the actions. I will make sure any pending actions is reviewed, listed, recorded
and notified by Health Safety manager to be forwarded to the Chief Executive Officer for
completion.
