Songdo - Korea’s first hi-tech city
● Is the first smart city in the world built in 2003 in Incheon.
● Trees account for more than 40% of Songdo area.
● The city was designed as a weapon to fight trade war in Northeast Asia.
● From 2015 to 2018, its population has increased significantly from 20,000 to 50,000 residents
● Help Korea to attract FDI, bring in Western multinationals and try to break the grip of the
chaebols (ACVN, 2017)

INTEGRATION AND INTEROPERABILITY
● Under Incheon metropolitan city center.
● Due to IFEZ city’s characteristics => collect information by
connecting with external organizations (National Emergency
Management) without going through Incheon metropolitan city
center.
● Information is strictly guarded (type, characteristics, definition…)
● Based on standard node system defined by Korean government.
Integrated Center System

● Songdo U-City system is a part of the IFEZ's integrated operation center.

● It connects and integrates the U-City systems of Songdo, Cheongna, Yeongjong/Midan, and
control them in real-time.
● Located on the 3rd and 4th floor of G-Tower at 175 Art center-daero, Yeonsu-gu, Incheon city.
● The integration process began with the integration of a data processing room, followed by
system integration via an integration platform, and equipment integration via virtualization.
 3.5 Field System
Infrastructure of Songdo is installed with equipments assisting to collect and provide
information, while wire-wireless communication equipment is a bridge to bring data from those
equipments to the center.

3.6 Communication System

● Songdo is constructing a wire-wireless communication network to use as the integrated
U-City network.
● Along with it, wireless MESH network is densely established.

3.7 Sub-system and function
3.7.1 Transportation and urban mobility
•Songdo U-Traffic System’s main functions:
•Collecting and providing public transportation information.
•Controlling traffic signals depending on real-time traffic flow.
•Guiding illegally parked vehicles and providing parking
information.
•Use on-site equipment to collect, control and monitor the city.
•U-Traffic field equipment can be divided into customized type
and intelligent type.

•Songdo U-Prime Prevention System’s functions:
•Collecting video image information
•storage & management of monitoring footage
•Responding to emergency calls
•Monitoring troubled vehicles
•The types and installment methods of U-Crime prevention
equipment differ depending on the characteristics of the area.

3.7.3 Emergency and response
● Songdo U-Disaster prevention system’s main function:
- Civil defense, spreading situation information to the National
Disaster Management System,
- Monitor weak lands for subsidence/flooding.
- Monitor using CCTVs with high magnification during fires, and
corresponding to fires.
•Because Songdo is built upon reclaimed land, monitoring for land
subsidence and flooding is important.
3.7 Sub-system and Function

3.7.4 Environment

Collecting and providing real-time information on environment, road visibility, weather,

and road condition. It is is collected and sent to the center.

3.7.5 Citizen Interaction

The provided information is prepared by collecting real-time data on traffic,

environment, disaster prevention, and facility management through the integrated platform.
The collected data is then analyzed and manufactured at the U-Integrated Operation Center
and provided to citizens through media broadcast and control servers.

3.7.6 Integrated Facility Management
● Main functions of U-facility management include

- Integrated monitor control

- Data management
- Real-time field support
- Integrated management of common duct etc.

● U-City facilities are traffic facilities, crime prevention facilities, disaster

prevention facilities, environment facilities, media boards and communication
facilities that connect these facilities to the center.

● Information on the conditions of these facilities is sent to the center and when
there is a problem, the centers order remote reset information to the facilities
on-site.

Conclusion
● The U-city project of Songdo planned and developed as a smart city
(followed the Incheon International Airport’s construction)
● Songdo wished to promote its symbolic reputation as global business city (began in 2008,
aims for completion by the 2017).
● The city will continue to become an iconic smart international city
(establishing smart services: RFID/USN, U-bike, U-street, and smart CCTV)
● Focusing on private-public partnership formation to create stable and efficient smart city
construction, securing funding for system operation and management, forming an effective
business model, and maximizing benefits for citizens.
