1. State the importance of planning and coordination.
Planning and coordination play an
imperative role in each department onboard
ship without this it can lead to accidents or
negative outcomes to the working places.
Planning defines as the cycle of defining
objectives, creating techniques, and
projecting out errands to make organize
moves to achieve certain goals. It is the way toward choosing in detail how to accomplish an
objective before performing it. While Coordination binds all the functions and activities of the
department. It synchronizes the utilization of organizational resources so that they do not operate
contrary to each other but complement each other to gain synergistic benefits. It is required in all
types of organizations and at all levels of an organization for smooth functioning. The planning
and coordination can be applied in one situation however if one is missing it can lead to a negative
outcome and the department could not achieve their goals. Overall, Coordination and planning
play a huge role in the success of an organization especially in the maritime industry wherein the
crew are prone to hazard. It is important that the ship have organized goals and synchronized
actions, especially when working with different people and departments in order to achieve the
desired goals of the ship.

2. How are outcomes measured?
An outcome measure is a tool used to measure the quality of outcome and effectiveness of
the work. It is the most important activity that social service organizations conducted. There are
some compelling reasons to measure outcomes:
1. Measuring the effectiveness of an intervention.
2. Identifying effective practices.
3. Identifying practices that need improvement.
4. Proving your value to existing and potential funders.
5. Getting clarity and consensus around the purpose of your program.
3. Explain the importance of personnel assignment.
All crew onboard ship has specific
duties and responsibilities however it doesn't
mean that you don't have permission to ask for
help, any officers and ratings can interrupt
your task if they saw wrong actions which can
lead to an accident. Additionally, the higher
officers like a chief officer can create and
assigned watch assignments or other job orders
except to their specific duty, this assignment is
ordered by the Master to maintain safe
operations and maintenance of the vessel which is called a personnel assignment. Personnel
Assignment is the assigned or priority work distributed by the higher officers to the other officers
and ratings aside from their duties and responsibilities. Personnel assignment plays an imperative
role onboard ship to have a clear goal to each personnel and avoid confusion and duplication to
the certain task. By assigning work to a person, they have an idea of what work is to prioritize and
done, also it helps the assigned person to do the task efficiently. Therefore, personnel assignment
is extremely important.

1. When working on a task, will coordination be
enough without a plan, and does having a plan
without coordination do any good?
When working on a task that possesses
various hazards requires planning and coordination
in order to prevent any major accidents. Definitely,
without planning or coordination present in the ship
can result to a negative or bad outcome that can put
the vessels and crew in jeopardy. It is important that
the working environment has coordination and imposed planning before executing a task, this
strategy is effective to achieve the certain goal of the organization. In conclusion, coordination is
not enough to accomplish certain goals without planning similar to planning without coordination,
this strategy never provides a good outcome. More importantly, the ship must have these two
functions in order to prevent the interruption, delay, and complication of the task, and helps the
crew to have an organized and synchronized work for attaining organizational goals.
2. Why would if there are no personnel
assignments on board?
Personnel assignment is important onboard
ship, especially when accomplishing certain
operations. It is important that officers onboard
should assign tasks and delegate work to the crew in
order to have an awareness of what work should be
prioritized and focus first or needs to be completed

first. Personnel assignment is somehow planning on how to accomplish certain goals, If there is no
personnel assignment onboard, it can produce a negative outcome which can lead to an accident.
Personnel assignment can increase the efficiency and productivity of the operation, It will ensure
that all tasks will be done more smoothly and safely. As an officer onboard it is important to
utilize the unique skills of our crew in order to accomplish a certain task and also so that they may
not feel undervalued and unmotivated to succeed. Overall, it is important that crew have a clear
understanding of their task on what should be prioritized and finished first. Without personnel
assignments could lead to major accidents.
