Introduction and Rationale


Since COVID-19 pandemic has spread in our country a lot of challenges arose. All

aspects of one’s daily life has been affected by this health crisis, and the department of education is

not exempted to experiencing challenges, problems and concerns. The department of education has

been facing with a massive shift in education, students and teachers at all levels of education are

transitioning from the normal setting in teaching and learning to the so-called new normal. A total

recast or re-bump to the whole education system was made to cope up with the challenges. Different

learning modalities were presented but not fully tested whether they are applicable to all learners or

not. Nevertheless, education must continue.

One of the challenges in Distance Learning that every teacher might encounter is the

monitoring of learner’s performance especially in Modular Distance Learning. Modular distance

Learning is a proposed learning modality which independent learning will be highly observed.

Students are only given Self-Learning Modules and other activity sheets in which they would

independently learn from themselves and with the help of their parents, guardians, and other family

members. Unlike in the face-to-face teaching-learning process, teachers are limited to monitoring

learner’s performance into the result of the learner scores in SLM/Worksheets and Activity sheets.

Monitoring learners’ performance under MDL or the Modular Distance Learning has been

one of the top issues and concerns since there is no direct communication where teachers can share

their knowledge with the learners on how they should learn the lessons or topic on the self-learning

modules.

Since teachers are limited to monitoring their students, the researchers here will try to find the

problems encountered by TVNHS teachers in monitoring learner’s performance under Modular

distance learning modality.

The result of this study may serve as a springboard for the future improvements of the

schools' existing programs and guidelines in the monitoring of learner’s performance under modular

distance learning.

Literature Review
Related Studies

Based on the study of Dangle and Suamoang, (2020) Distance Learning refers to a learning

delivery modality, where learning takes place between the teacher and the learners who are

geographically remote from each other during instruction. This modality has three types: Modular

Distance Learning (MDL), Online Distance Learning (ODL), and TV/Radio-Based Instruction.

According to Bernardo, J, (n.d) as cited in Quinones (2020) DepEd clarifies blended, modular

learning is the most popular type of Distance Learning. In the Philippines, this learning modality is

currently used by all public schools because according to a survey conducted by the Department of

Education (DepEd), learning through printed and digital modules emerged as the most preferred

distance learning method of parents with children who are enrolled this academic year. This is also in

consideration of the learners in rural areas where internet is not accessible for online learning.

Based on the study of Blazar, (2016) as cited in Abuton, (2020), in some other studies, the

effectiveness of the teachers in imparting the lesson over the students’ academic performance has

been measured and investigated. For instance, Blazar (2016) tried to find out the relationship between

the quality of teaching and the student achievement. He cited Murnane and Cohen's “imprecise nature

of the activity” which is the contributing factor in the students’ academic achievement. Hence, the

culprit in the students’ poor performance in some ways is linked to the poor activities and classroom

management. 

The teacher takes the responsibility of monitoring the progress of the learners. The learners may

ask assistance from the teacher via e-mail, telephone, text message/instant messaging among others.

Where possible, the teacher shall do home visits to learners needing remediation or assistance. Printed

Modules will be delivered to students, parents or guardians by the teachers or through the Local

Government Officials.

According to FlipScience (2020) as cited in Dangle and Sumaoang (2020), since education is no

longer held within the school, parents serve as partners of teachers in education. Parents play a vital

role as home facilitators. Their primary role in modular learning is to establish a connection and guide

the child.

According to the Department of Education (DepEd), the use of modules encourages independent

study. One of the benefits of using modules for instruction is the acquisition of better self-study or

learning skills among students. Students engage themselves in learning the concepts presented in the

module. They develop a sense of responsibility in accomplishing the tasks provided in the module.

With little or no assistance from others, the learners progress on their own. They are learning how to

learn; they are empowered Nardo, (2017). Other advantages of modular instruction include more

choice and self-pacing for students; more variety and flexibility for teachers and staff; and increased

adaptability of instructional materials.

According to Cotton, (n.d), teacher’s competence in assessing students’ skill levels and

monitoring their learning progress is essential for effective instruction to take place. “Imagine”, writes

researcher Robert Slavin,” an archer who shoots an arrow at a target but never finds out how close to

the bull’s-eye the arrows falls. The archer wouldn’t be very accurate to begin with, and would

certainly never improve in accuracy. Similarly, effective teaching requires that teachers be constantly

aware of the effects of their instruction.” Improvements in pre-service and in-service training in

assessment and monitoring skills can both increase teachers’ awareness of these affects and help them

to make instructional changes as called for by the information they collect. This is vital for, as noted

by writers Howell and McCollum-Gahley, “the most important part of continuous monitoring is not

taking data, but making decisions”.

Research Questions

The main purpose of the study is to identify the challenges faced by the Tropical Village

National High School teachers in monitoring the learner’s performance in modular distance learning.

Specifically, it seeks to answer the following questions:

1. What are the different problems encountered by the teachers in monitoring learners’

performance by using Modular Distance Learning in terms of:

1.1. Communication to learners,

1.2. Integrity of learner’s answer,

1.3. Level of student’s learning,

1.4. Behavior exhibited by the learners under MDL.

2. What are the possible solutions to the problems encountered as perceived by:

2.1 Teachers

2.2 Key Teachers

Scope and Limitation


This study will take place at Tropical Village National High School this school year 2020-

2021, specifically the first semester (1st and 2nd quarter period). The respondents of the study are

57 teachers and 8 Key teachers.

The study is limited only for TVNHS teachers and results will only be based on the outcome

of the interview guide.

Research Methodology

A. Sampling

Total enumeration sampling will be used in this study.

Participants in this study are the teachers in Tropical Village National High School,

specifically . 57 teachers and 8 key teachers.

B. Data Collection

1. Data Gathering Methods

The researchers in gathering data of this study undertake the following procedure:

1. Request permission from the Division Superintendent of General Trias City.

2. Upon the approval of the letter request, it was also sent to the school principal concern to

Administer and distribute survey questionnaire to the respondents.

3. The researchers will conduct interview to the respondents. The objective will explain to them and to

obtain honest and goodness answers.

4. The researchers will record and transcribed the answers from the interview guide.

5. After transcribing the answers of the respondents the researchers will tabulate, organize, compute,

analyze and interpret the answers.

2. Interview Guide

The study will use one (1) method in gathering data which is interview guide. It will be validated

by reliable validators, the School Head, the Head Teacher and Key Teacher.

Interview Guide. The purpose of the interview guide is to elicit information about the problems

encountered by TVNHS teachers in monitoring learners’ performance under MDL. It will be a self-

made interview guide developed by the researchers for this study. There are three parts of the

interview guide: Part I, deals on the personal information to solicit data on the background of the

respondents. Part II deals with different problems encountered by the teachers in monitoring learners’

performance by using Modular Distance Learning in terms of Communication to learners, Integrity of

learner’s answer, Level of student’s learning, Behavior exhibited by the learners under MDL. Part III,

deals with possible solutions to the problems encountered as perceived by Teachers and Key

Teachers.

The researchers of this study are accountable in securing the welfare of their selected

participants. The participants of this study should be fully informed that they would ask to answer the

questionnaire given by researchers.

Regarding the privacy and confidentiality issues the researchers will ensure that the intent and

other personal information of the participants will not be revealed

B. Plan for Data Analysis

To determine problems encountered by the respondents and the possible solution as perceived

by the respondents, the data to be gathered in this study will be presented through a thematic

table.
