Design and Implementation of Polio Workers Monitoring System

ABSTRACT

Polio or poliomyelitis is a highly infectious virus that directly attacks someone’s brain and spinal
cord, which results in permanent paralysis of different organs and leads to permanent disability.
Currently, in the world, Pakistan is among the two countries including Afghanistan as second
where still polio is considered to be an endemic viral infection. Along with other countries Pakistan
is also fighting polio virus since 1994.

This project proposes a polio workers' monitoring system having a focus on issues faced by
citizens, polio workers, and the health department. This live monitoring system of polio workers
will be helpful and beneficial for the government to have a check and balance on overall statistics
of a particular area that how many places are covered and how many places are still to cover. The
citizen would be enabled to see the profile of the polio worker which is assigned to their area and
can initiate a complaint if any. The health department will use this tool to see the performance and
tracking of the polio teams. The record will be maintained digitally on the go as this will be
beneficial for the government to keep a record online.

INTRODUCTION and BACKGROUND

The world has gone through many epidemics and viruses, Polio or poliomyelitis is a deadly
infectious disease which is caused by Polio Virus which spreads person to person and directly
attacks one persons’ brain and spinal cord which leads to paralysis. 1 in 200 infected patients leads
to permanent paralysis, and from those paralyzed 5-10% die when their breathing muscles become
blocked.[1]. Pakistan is among the two remaining countries where still Polio is considered as an
endemic viral infection [2]. Since 1988, the Polio vaccine has saved around 18 million people for
being paralyzed and 1.5 million children’s death has been averted [1]. Pakistan's government
started a polio immunization campaign in back 1994 and started eradicating polio officially from
1994 [3].
PROBLEM IDENTIFICATION

The record of polio workers in on paper still. The tracking of polio workers is done by
supervisors manually whether they covered their assigned areas or not. The polio staff is
assigned areas manually by supervisors and there is no track record that if areas are covered or
not. The health department is unable to track which area is vulnerable to the virus due to the lack
of a monitoring system for polio workers.

The objective of this project is to make real-time tracking and monitoring system of Polio
Workers. Through this project, there will be real-time tracking of polio workers. What areas they
have covered, and which areas are remaining to cover. The health department will be enabled to
see on the map that what areas are covered and what are remaining as they can assign polio
workers to cover that area. The citizens would be able to see which polio worker is assigned to
cover their area; they would also be enabled to submit complaints about polio workers if any.

The targeted customers for this project are devised into three categories, citizens, polio workers,
and the health department of government. The citizens’ interest will be to see the assigned polio
worker and their profile. They can authenticate a person when arrived at their place. If the polio
vaccination drive is not carried in announced dates then citizens would be enabled to initiate a
complaint. All the citizens of Pakistan will be categorized in this category of the targeted
audience.

The polio workers will use a special application designed for them while commencing the polio
drive. The application will be capable of tracking the location they traveled by using GPS for
live monitoring purposes. When vaccinating children, they will scan the CNIC of
parent/guardian to get their data from the NADRA database then they will input the number of
vaccinated children. This will solve the problem of record-keeping offline.

The government health department will have a specially designed monitoring system where they
will see statistics related to their area that what areas are covered and what areas are remaining,
which areas are under high risk etc. They will be enabled to track the progress of any polio
worker on the portal given.
LITERATURE REVIEW

Although there isn’t any similar work done for the effective vaccination of polio, however, there
is a lot of work done in the field of real-time location-based services through GPS-enabled mobile
phones for various applications. In “The Travel Assistant Device: Utilizing Gps-Enabled Mobile
Phones To Aid Transit Riders With Special Needs” [4] they proposed a system/service in which
riders were being monitored on real-time and given audio or visual real-time instructions through
prompt on their cell phone, their location is monitored on a system on real-time.

Kamran et al. [5] state that how Careem and Uber track the riders in real-time using GPA and the
internet. Riders having the application installed in mobile phones, the data is sent to Careem/Uber
database and they are tracked on real-time on both customer and Careem/Uber end.

Lee et al. [6] designed a real-time vehicle tracking system using GPS and GRSM modules to
have real-time tracking of vehicles. They used Google Maps API to see the vehicles in their
designed mobile application.

PROJECT GOAL

For understanding the mechanism of polio drives, we interviewed several polio workers to know
how they carry out the drive and how the record is kept. The summary of such physical or
telephonic interviews is that.

Polio workers work in teams, two-three people from a polio team, and such 3-4 teams work under
area in-charge usually a lady health worker (LHW). When polio workers visit the assigned area to
vaccinate the children and write the details of vaccination on the door. They do not keep a record
that how many children they have vaccinated. When polio workers left or complete their assigned
tasks then the team from the area in-charge visit the same houses to verify whether polio workers
visited those places or not. They usually visit 2-3 houses of the area and if they are covered then
they assume the whole area is covered in polio drive. Those area in-charge work under Union
Council-Manager (UCM) which also verify some houses to verify and this chain is up to District
Commissioner (DC).
So previously there is no tracking system digitally to track polio workers with the help of GPS to
monitor them live. The project goal is to provide a robust and reliable live monitoring system to
the health department of the government to track the progress of the polio vaccination drive for
the betterment of the people of Pakistan. Polio is a severe and deadly infectious viral infection
that causes permanent disability or death. This project aims such monitoring that a single house
should not be left in the vaccination drive to save our people at risk. Our goal is to design such a
system that solves issues related to polio vaccination drive at citizen, worker, and government
end.

PROJECT TECHINCAL APPROACH AND METHODLOGY

Citizen End

A mobile application will be provided. The citizen can create and login to their account using
National Identification Card (NIC), can maintain their profile, and can check the worker profile
which is assigned to their area for vaccination drive. They can also submit complains against
worker if they missed the vaccination drive.

Polio Worker End

A tablet-based android application will be provided to the worker. Through this application, the
worker will create and sign in his account to keep his performance record. The worker’s application
will send his live location coordinates to the firebase to help citizens and monitoring the body to
track the worker. He will be able to scan the barcodes or QR codes of CNIC of the citizen and
fetch the record from the NADRA database. He can check all family members' detail. Once he will
finish vaccination he marks as done in the application. Then that location will be turned into the
green at google map for the monitoring body and reviews about his services from citizens will be
saved to measure the work performance of the worker.

Health Department Monitoring End

A desktop-based application will be provided for monitoring purposes. They can track the location
with help of GPS coordinates accessing from the firebase. An also they will inspect the green areas
at google map where worker has vaccinated all the houses. They can also check the reviews of
workers earned by the citizen at that place. The monitoring body will able to scan barcodes or QR
codes of polio vaccine bottles and data will send to the firebase for the citizen to check the
authenticity of the vaccine.

PROJECT MILESTONES AND DELIVERABLES

Surveys and Interviews


The interviews will be conducted in vicinity of Sukkur City for having an idea of record keeping
and issues faced by citizens, polio workers and area in-charge.
Surveys: we will conduct surveys from the citizens in regard to trust and other issues in the
manual vaccination system.
Worker Interview: Will conduct the interview about their duty and the response of citizens.
Area In-charge: Will conduct the interview about the responsibility of their job and experience of
the manual system.
UC Manager: Will conduct the interview about their coordination with their upper management
and also with area in-charge and polio worker in the manual vaccination system.
Design
Creating flow charts: we will create flow charts of the system from all aspects i.e. worker-end,
citizen-end, and management-end.
Designing system: we will create an overall design of how the system will look like in use.
Creating ER Diagrams: we will create an ER for the database of the system
Analyzing the system: We will analyze the system so far has been developed.
Implementation and Testing
Designing front-end: we will develop the front-end of overall the system.
Front-end validation: we will validate the front-end in corresponding to the functional and non-
function requirements.
Database designing: We will develop the database with help of the ER Diagrams.
Back-end development with unit testing: Will start developing back-end and do unit testing of
each activity.
Connectivity and Integration: we will connect the units of the system with firebase and integrate
all the related units.
Integration Testing: Integration testing will be carried out to validate the behavior of related
units.
System Testing: In the end, we will do system testing for the purpose of all requirements
validation.

We are two group members so we will divide work as discussed under.

Requirement Gathering Phase

Mr. Subhan will do:

COSTING

• The project will consume a time of around 6 months to be completed


• We will need a mobile phone or tablet for testing purpose, if we are using a mobile phone
of any of us (Me and Waqar) then there will be PKR 0 cost in terms of finances.
• Mobile phones have inbuilt GPS trackers so it will be easy for us to track.
• A mobile data package in mobile will be needed in order to test the monitoring system
which will be doing for a month for testing on different test cases and requirements
which will cost us around 1200 PKR.
