CONSTRUCTION SAFETY AND HEALTH PROGAM

INTRODUCTION

To ensure, protect and safeguard the social and economic well-being as well as the
health and safety of the workers employed in the construction industry, welfare of the
general public within the immediate vicinity of any worksite and to promote a
harmonious relationship between owner and workers in the construction workplace,
the enforcement of provisions of the Occupational Safety and Health Standards
(OSHS) and Department order no. 13 were implemented to achieve Zero Accident
Works. The continuing introduction of technological innovation nowadays
correspondingly increased the types of occupational hazards our workers are exposed.
In this regards being engaged in the construction industry we play a big role to help
prevent unsafe, unhealthy condition, hazards in the worksite especially to the workers
and people concerned through awareness.

The owner hereby commit to implement a suitable construction Safety and Health
program in their workplace, so therefore to prevent any accident to happen, let it be the
policy that all workers should be given safety and health instruction and training and
no one would be allowed to work in an unhealthy/unfit condition and should wear
appropriate Personal Protective Equipment (PPE) during the period of construction
until the duration of the project.

The employer shall make reports and shall be submitted for the information of the
Regional Labor Office or duly authorized representative in the securing data to be used
in connection with the performance of its accident and illness prevention duties and
activities. All work accidents or occupational illnesses in places of employment,
resulting in disabling condition or dangerous occurrence shall be reported by the
employer to the Regional Labor Office or his duly authorized representative in
duplicate and a copy furnished the employee. Let’s go for zero accident programs.

POLICY & COMPOSITION OF SAFETY AND HEALTH COMMITTEE:
PROGRAM:
Temporary perimeter enclosure and temporary facilities at the project site must be installed prior to
Start of Project. Clearing of project site before installation of batter boards and building layout.

PROTECTION OF THE PUBLIC:


A safe covered walkway shall be constructed over the sidewalk for use by pedestrian in a
building construction work from the sidewalk or public road.

PROTECTION FROM FALLING MATERIALS:

1. Provision of safety helmets and safety shoes shall be enforce to all workers whenever
Working at site to protect workmen from falling materials
2. Tools, object and materials (including waste materials) shall not be thrown
From a height, but shall be properly lowered by hoist or chute, If such is not
Practicable, the area where the materials is thrown or lowered shall be fenced
And no person allowed in the fenced area.

PROTUDING NAILS AND LOOSE MATERIALS:


1. Materials or lumber with protruding nails shall not be used in any work or be
Remained in any place where they are of danger to the workers.
2. Loose materials shall not be placed or left on working platforms, gangways, floors
or other workplaces but shall be removed, stacked or stored not to the obstruct passage.
Materials shall be stacked in a manner causing danger to the workers or overload and
render unsafe any part of a building or structure.

PROTECTION AGAINST COLLAPSE OF STRUCTURE:


1. All temporary structure shall be supported by the use of guys, stays, and other
Fixings necessary for stability during construction.
2. Where construction work will likely reduce the stability of an existing or adjacent
Building shoring shall be undertaken to prevent the collapse or fall of any part of
The structure.

SAFE MEANS OF ACCESS:


Safe means of access and egress shall be provided and maintained to and from every place
where work is undertaken.

STORAGE OF MATERIALS:
1. Building materials and equipment shall not be placed on a permanent or temporary
structure exceeding its safe load carrying capacity.
2. Lumber structural steel and similar building materials shall be properly and secured
against collapsing or tripping. Cross pieces shall be used in pile of lumber more than 1 m.
(3ft.) high.
3. Pipes and reinforcing steels shall be stacked in racks of frames supported to prevent
movement.
4. Gangways and platforms shall be used as storage for materials and tools.

FIRE PROTECTION:
1. Fire protection equipment shall be provided in accordance with the requirement of Rule 1940.
2. Permanent stand pipe installed in a construction site shall:
a. Be installed progressively as the construction work proceeds.
b. Be provided with a valve at every hose outlet..
3. Provide portable fire extinguisher at strategic location in the construction site.

LIGHTING OF WORKS:
Every work-area and approach thereto, every place where raising or lowering operations with the
use of a lifting appliance are in progress, and all openings dangerous to workers, shall be lighted with
the minimum requirements provided in Rule 1210.

EXCAVATION:
Excavation of column footing, footing tie beam and wall footing shall be done by the workers
manually by means of digging tools and shovel. All excavated materials shall be stacked properly.
Excavation shall be so constructed or protected that they do not endanger life or property.
1. The walls of every excavation over 1 m. (3 ft.) deep shall be supported by adequate
Shoring and timbering to prevent collapse.
2. No excavation in an adjacent building or structure shall be undertaken unless steps are taken
to prevent danger to workers.
3. Before shoring or timbering, the walls of an excavation shall be stripped of loose rocks or
other materials that might slide, roll or fall on workers.
4. Every excavation over 1 m. (3 ft.) shall be kept free of water at all times.
5. The top walls of an excavation more than 2m. depth shall be barricaded to a height of at least
1m. to prevent the fall of workers.
6. Every excavation over 1m. Depth shall be provided with means of access and escape in case
of collapse of the excavation work.

FORMWORKS AND SCAFFOLDINGS:


Forms shall be substantial and sufficiently tight to prevent leakage of mortar and properly braced
or tied together to maintain position and shape. Forms and their supports shall be designed as not to
damage previously placed structure.
Erection of scaffoldings shall be done by the workers manually and shall be secured using G.I tie
wire nylon rope and common nails to prevent swaying.

1. Every scaffold shall be of good construction, of sound materials and strength for the
Purpose for which it is intended.
2. Timber used for scaffolds shall be in good condition, the bark completely stripped
Off, and not painted or treated in any manner that the defects cannot be easily seen.
3. Timber/bamboo scaffoldings shall be limited to a height of 20 meters from the ground
Or base provided that over a height of 10 meters, the scaffolding and shall be designed by a
structural engineer and duly approved by the appropriate authority.

MAINTENANCE AND SUPERVISION OF SCAFFOLDS:
1. All scaffolds shall be properly maintained and every part shall be kept, fixed
And secured in position to prevent displacement.
2. No partly dismantled scaffold shall be used unless it is rendered stable, strong and safe
For the purpose.
3. Scaffolds shall be erected, added, altered or dismantled only under the supervision of
Person in charge of the construction.
4. All materials used in any scaffold shall be inspected before use.

PLATFORMS AND STAIRS:


Platforms and stairs shall be used for CHB laying and plastering works, concreting, carpentry,
ceiling, painting and other works.
1. Every platform or stairs shall be kept free from any obstruction, materials, rubbish and
projecting nails. When such platform becomes slippery due to the nature of work, steps shall
be taken by way of sanding, cleaning or by any other means to roughen the surface.
2. Supporting members used in the construction of platforms and stairs shall be securely
fastened and braced. The supporting members shall be placed in a firm and rigid foundation to
prevent lateral displacement.
3. All planks and platforms shall be fixed and supported to prevent sagging and moving.

CONSTRUCTION EQUIPMENT:
No person shall operate a one bagger concrete mixer, plate compactor & power tools unless he
has adequate training and experience to operate such and is authorized by his immediate supervisor.

REBARS/REINFORCING BARS:
Reinforcing deformed bars on all structural elements shall be fabricated on a secured place so that
they can move freely. All reinforcing deformed bars shall be piled in an orderly manner to avoid
toppling over to prevent any accident. Before fabricating and erection of reinforcing bars all live
electrical wirings shall be adequately protected against any contact.
Lumber structural steel and similar building materials shall be properly and secured against
collapsing or tipping. Cross pieces shall be used in pile of lumber more than 1 m, (3 ft.) high.

CONCRETING:
The owner will rent a one bagger concrete mixer for mixing concrete for footing, columns, beams
and slabs. Other minor mixing shall be done manually. Mixer shall be rotated at a speed
recommended by the manufacturer. Provide wide ramp ladder to give access to the workers to
succeeding floors for concrete pouring and other activities. Ladder shall be set up in a manner to be
secured and to prevent slipping.

CARPENTRY:
Electric plainer, electric drill will be used for carpentry and joinery works. All sharp and pointed
tools shall be always placed in a safe area and keep when no longer in use.
Installation of ceiling frame and ceiling boards shall be done by using electric drill. Exact height
of platform scaffold shall be provided conveniently for the workers.

ELECTRICAL:
During the construction, inspection shall be taken to prevent danger to the workers or operating
equipment from any live electric cable or equipment either by rendering the cable or apparatus
electrically dead or by providing barriers to prevent contact.
1. No electrical installation shall be undertaken without the plans having been approved
By the Secretary or his authorize representative.
2. No service or power supply shall be connected to any electrical installation by any
Utility company supplying electricity or by any person until the necessary final inspection ids
conducted and a safe certificate/permit issued by the Regional Labor Office or authorized
representative having jurisdiction over the case.
3. Electrical pipe layout, rough-in shall be embedded on walls using electric grinder and
Cold chisel. Wiring shall be done by electrician. Workers must wear goggles and gloves.

WELDING:
Welding operations shall not be permitted in areas containing combustible materials or flammable
liquids, dusts, gases, or vapors, until all fire and explosion hazards are eliminated. Welding shall not
be done above other workers. Incombustible shields shall be provided to protect the workers when
exposed to falling hot metal oxide.
The owner will rent welding machine in fabrication of steel trusses and shall be restricted to
experienced workers.
All workers or persons directly engaged in welding or cutting operations shall be
Provided with personal protective equipment such as; goggles or head shields fitted with suitable
filter lenses and hand shields, and suitable aprons. Safety shoes shall be provided
For and worn by the workers.
All persons directly assisting in the welding or cutting operations shall be provided with gloves,
goggles or other protective clothing, as may be necessary.
A portable fire extinguisher shall be provided at the place where welding and cutting operations
are being undertaken.

PAINTING:
Ensure good ventilation during application. Avoid breathing vapor and spray mist. Avoid contact
with skin and eyes. Wear eye protection and gloves during painting applications and sanding or
spraying. Wash hands afterwards.

CONSTRUCTION SAFETY SIGNACES:


Construction Safety Signage must be provided to warn the workers and the public of hazards
existing in the workplace such as; safety first, hard hat area, beware of falling debris, etc. Signage
shall be posted in prominent positions at strategic location and, as far as practicable, be in the
language understandable to most of the workers employed.

DUTIES:
The Health and Safety committee is the planning and policy making group in all matters
pertaining to safety and health. Directs, Plans, and develops accident prevention programs, for the
establishment in accordance with the safety programs, conduct meetings, review reports to the
manger such as the enforcement of the provisions of this standard.
Initiates and supervises safety training. Develops and maintains a disaster contingency plan and
organizes such emergency services units as may be necessary to handle disaster situations pursuant to
the emergency preparedness manual for establishment of the Office of Civil Defense.

CHAIRMAN - Overall in-charge of the project. Responsible in leading and developing worker’s
interest and participation in the planning and development of safety program and provide necessary
support to make the program work. Establishes and adopts in writing administrative policies on safety
in conformity with the provisions of the safety and health standards. Conducts meeting to workers
regarding Health and Safety in the workplace and other matters whenever necessary or delegate it to
the project in charge. Reports to the enforcing authority in two copies of the policies adopted and the
health and safety organization established to carry out the program. Acts on recommended measures
by the health and safety committee.

MEMBERS-FOREMAN/WORKERS – Works in accordance with accepted safety practices


and standards established by the employer in compliance with the provisions of Health and Safety
Standards. Reports unsafe conditions and practices to the supervisor by making suggestions for
correction or removal of accident hazards. Cooperates with the Health and Safety committee and
assists government agencies in the conduct of health and safety inspection.

FIRST AIDER - any person trained and duly certified or qualified to administer first aid by the
Philippine National Red Cross or by any organization accredited by the same. Responsible in giving
first aid or medical treatment and handling the injured person whenever accident happens during
construction.

SAFETY OFFICER/SECRETARY – Act as the employer’s principal assistant and consultant


in the application of programs to remove hazards from the workplace and to correct unsafe work
practices. He also serves as the secretary to the Health and Safety Committee, acts in an advisory
capacity on all matters pertaining to health and safety, maintains or helps in the maintenance of an
efficient accident record system and coordinates action taken by supervisors to eliminate accident
causes. Visits the construction site at least once a week to conduct inspection & investigation of
accidents, coordinates all health and safety training programs for the employees and employer, and
provides assistance to government agencies in the conduct of safety and health inspection.

POLICY:
Every construction project shall have a suitable Construction Safety and Health Program
(CSHP), which must be in accordance with the rules and other orders and issuances by the DOLE.
The construction project Chairman, or in his absence, the Project In-charge as authorized by the
owner, shall be responsible for compliance with the CSHP.
The construction Safety and Health Program shall be executed and verified by the Construction
Project Manager and shall be submitted to the Department of Labor and Employment (DOLE) which
may approve, disapprove or modify the same according to the existing laws, and regulations and
other issuances by the DOLE.
In case of accident the safety and health committee shall make a record and report to be
submitted to the nearest DOLE office as soon as possible.

OTHER REQUIREMENTS:

WORKERS’ WELFARE FACILITIES:


The employer shall provide the following welfare facilities in order to ensure the humane
Working conditions:
1. Adequate supply of safe drinking water sanitary and washing facilities.
2. Adequate toilet facilities, maintained in a clean, sanitary condition shall be provided at the
construction site for use of the workers.
3. Inform all workers of their basic rights, measures for good housekeeping, proper care of
PPE and action to be taken in case of any emergency,
4. An ample supply of first aid medicine ( iodine, absorbent cotton, aseptic gauge, bandages,
Pain relievers, etc.) shall be provided and maintained in a clean sanitary cabinet which
shall be available at all times at the construction site.
5. if accident caused by electric currents, switch off the line first, then remove the victim
from contact with the electric conductor. Immediate attempts to restore his breathing &
call the doctor.

PERSONAL PROTECTIVE EQUIPMENT (PPE):


Workers shall be furnished free by the employer with adequate and approved type of personal
Protective equipment such as goggles, hard hats, gloves, safety belt and safety shoes. Workers
and visitors within the construction project site shall be required to wear the necessary PPE at all
Times.

SAFETY AND HEALTH INFORMATION:


1. Workers should be adequately and suitably informed of potential safety and health
hazards which they may be exposed at their workplace; and instructed and trained on

the measures available for the prevention, control and protection against those hazards.
They shall receive instruction and training regarding the general safety and health
measures common to construction sites given by the Occupational Safety and Health
Center (OSHC), and other concerned offices or institutions accredited or recognized by
DOLE.
2. Each supervisor or any designated person (e.g. foremen, lead men, gang boss, etc.)
Shall conduct daily tool box or similar meetings prior to starting the tasks for the day to
Discuss with the workers and anticipate safety and health problems related to every task
And the potential solutions to those problems. The supervisor shall remind the workers
On the necessary safety precautions that need to be undertaken.
3. Specialized instruction and training should be given to
a. Workers engaged in the erection or dismantling of scaffold;
b. Workers engaged in the erection of prefabricated parts of steel, structural frames
and in concrete form work and other such work.
