The breached contract of
the President and
the verdict of the people
6.9 million Sri Lankans voted to
elect Gotabaya Rajapaksa as their
President for a period of five years,
and two years of the term has already
passed. We all know that there is
no constitutional impediment for
Gotabaya to complete the remaining
three years, unless he decides to
resign or he faces an impeachment.
Nonetheless, Gotabaya has already
breached his agreement with the
people, discarding his ‘Vistas of
Prosperity and Splendor’.
Since it is a two-way agreement
which Gotabaya has breached
unilaterally, the people have no treaty
to protect any longer. Thousands of

workers, farmers and teachers are
rallying up against the Government,
while the people’s opposition is
mounting against the rising prices of
the essential goods; broad day light
corruption, and the abuse of the rule
of law. Certain segments within the
Government too have started voicing
their disproval.
President Gotabaya is now on a
crossroad, facing two paths. Now that
he has no contract with the people to
protect, he could govern the country
for the remaining three years, at his
will, usurping his executive powers.
Or else, at the upcoming provincial
or local council elections, he could
ud,sud | khypkh | MALIMA
seek the people’s endorsement
to justify his arbitrary rule for
the remaining three years. It
is needless to say that if the
President chooses the first and the
dangerous option over the second
approach which is more suitable
for the health of our democracy,
he will not be able to free himself
from the unimaginable burden of
the destruction for which he will
be held responsible for. It is up to

Alternative Politics:
What Do We Want?
(From a lecture delivered at the forum on "What is the Alternative Political System Needed
for the Country" organized by the Department of Political Science, University of Colombo on
02 October 2021).
A lternative politics is an
uphill battle against
the current, dominant political
system and culture in the country.
The answer to the question can
be found by answering the same,
old questions in a different way;
“What is politics? If not, what
is political?” The answers we
propose ultimately suggest a
'feminist approach' to politics.
Feminist politics is a broader
political vision that goes beyond
the fact that women’s adequate/
equal representation in the
legislative and decision-making
bodies. We would suggest that we
are experiencing a male political
world at this moment. We do not
suggest that it is male because
the vast majority are men in
decision making bodies. With the
exception of a handful of women,
many women in decision-making
positions are also involved in male
politics.
First, the feminist politics we
propose is based on breaking
down the barrier between
the so-called private sphere
and the public sphere. Simply
said, it is based on the theory
that we study theoretically,
“the personal is political”. The
personal world we experience
and live in is inseparable from
[18] the public political sphere. Our
living conditions, our bodies
our relationships and even our
thoughts are all determined and
governed by
politics. But
in this male
political world, do
we regard
private
spheres, the
house in which we
live, and its human
relations as political
spaces?
The best example
of this is the recent
mainstream political
discourse in Sri Lanka.
How much of the
so-called ‘important’
standard political
discourses applies to
our home, workplace,
relationships or
the violence we
face within it?
How many of
these political conversations
have talked about the violence
of an intimate partner, which
has been largely hidden from the
mainstream news in recent days,
as a vital political issue? Aren't
the issues of women and children
abused on daily basis during the
Covid pandemic, women abused

by their husbands, and a father
killing a child not political? The
relationships that lead to violence
are always determined by power.
In the male politics we experience
today, these power relations are
understood as apolitical. Power
is not just about gaining control;
Power includes power between
interpersonal relationships,
existing social and political
systems i. e. power operating in
social institutions such as family
/ religion / school, etc. It is with
such seriousness that power is
perceived in the
feminist politics
we propose.
Second,
much of
the political
discourses
we see today revolve around
emotionless structures that
are far beyond from us.
But the feminist politics we
propose is a sphere which
believes that feelings, emotions
and responses to them are too
seriously political. In emotionless
male politics, we look at issues
from an abstract and distant point
of view. For example, consider

Alternative Politics:...
earnings or GDP ever relate to
our lives? Are we interested in
reading the budget in a gendered
way? For example, are Sri Lankan
economists interested in pointing
out the gap in this economic
policy that does not consider
women's unpaid domestic labor
as part of the national economy?
Therefore, the alternative, feminist
politics that we propose is an
approach that can break down
the economic, social and cultural
barrier between the so-called
private and public political
spheres.
Third, it is part of this
feminist politics to think from a
self-critical point of view about
how privileged we are in the
alternatives and radical spaces in
which we engage in politics. For
example, as a Sinhala woman,
it may be very easy for me to
talk about Muslim personal
law reforms. However, we
wonder how painful, difficult,
and traumatic it can be for a
Muslim woman to be blocked
and retaliated against by a group
of privileged Muslim and non-
Muslim men, a struggle she
has waged for more than two
decades. Have we ever thought
for a moment about the same-sex
or transgender communities that
have to live under the control
of the state and the law to have
private sex in their own bedroom?
If our struggle is a struggle that
rejects all forms of violence and
oppression, then our struggle
will not be complete as long as
there is at least one group that is
being persecuted by the power
of the oppressor. It should not
be forgotten that this is a theory
applies not only to a Muslim
girl, or to a homosexual young
person, but also to freshers who
are suppressed and demanded to
wear certain dress or hair style in
their first year of the university.
Therefore, the alternatives we
propose, radical feminist politics,
are one that questions all these
kinds of power structures.
The fourth is the issue of
representation. We must speak
of representation in terms of
bringing in the groups that
have historically excluded the
social systems, or of making
special provisions for their
empowerment. No special
provisions are required for
representation in an ideal society
in which all of them compete
on an equal footing. One of
the things I have personally
experienced in the leftist
political space in which I have
been involved is that the very
presence of various parties,
including women, has contributed
to challenging, renewing or
changing the thinking of those
political spaces.
The hierarchical division
between mind and body
prevailed in the world of
traditional Western philosophy
is being challenged today by
the contemporary radical
political world. It is not only the

logical mind that is important
for political decisions; The
emotional body is also extremely
political. Therefore, physical
understanding of the world and
physical experience of violence /
oppression also play a vital role in
determining politics. Therefore, in
the feminist politics we propose,
the physical experiences of
women, minorities, oppressed
castes, people of different genders,
as well as people with special
needs, are political, and their
participation is indispensable
in politics. But in the end, the
alternative politics we propose
must inevitably be a broad class-
based politics that goes beyond
this identity politics, advocating
for social justice and against
oppression.
This alternative feminist
politics is not really a comfortable
one. It challenges our existing
convenience spaces; demands self-
criticism; invalidates some of the
beliefs and colonial practices that
we have held in our shoulders for
generations. Therefore, our lives
there will not be comfortable.
But we have an inalienable
responsibility to engage with it!

China’s Communist
Theoretician
T heoretical tendencies in
the Chinese CP have not
received much attention outside
the Party though they have existed
from the beginning. In an article
in the website Palladium on 11
October N. S. Lyons draws attention
to a previously little known
theoretician, Wan Huning (王沪宁); an
exceptionally brilliant individual -
no surprise in a nation of 1.4 billion
people. He or maybe his cluster
very likely form the brains behind

Wang almost certainly
represents a school of Communist
Mandarins underpinning the
ideological continuity of Chinese
Communist political-economy as
it evolved from the Deng era. It is
said that Jiang Zemin spotted Wang
who then worked his way through
the presidencies of jellyfish Jiang
and apparatchik Hu Jintao to the
[20] now powerful Xi Jinping era. He is
currently the CCP’s top theoretician
and leader of the ideological school
behind party thought and he is
in the seven-member Standing
Committee of the Politburo. Wang’s
pundits constitute an unobtrusive
communist political Machiavelli
standing behind the throne and
making sure the emperor does as he
is told. I will first summarise what I
said in the October 2021 Mawilma
as it is necessary as a background.
• China is not a capitalist
state in any rational sense in which
the term ‘capitalism’ can be used.
• The Deng Xiaoping
‘revolution’ was the use of market
mechanisms and capitalism as tools,
side by side with state direction, to
achieve fast economic growth. The
strategy has been successful beyond
expectations,
• Power remained in the
hands of the CPC at all times, the
emerging capitalist class could
never contest Party hegemony
for state power. The CPC and
the capitalist class, by and large,

remained separate.
• Authoritarianism, was the
CPC’s bedrock of political control.
• In late 2020 and in 2021
the CPC initiated a sharp course
correction. The changes consist
of: (a) Greater state direction
of the economy, (b) reigning in
the big capitalist tech-sector, (c)
tighter regulations in “cultural”
maters such as star personalities
and actors and clearing TV shows
of “undesirable” content, (d)
monitoring the internet and access
to and of foreign material and (e)
significant reforms in education.
Wang who is 66 years old, has
an intensely intellectual personality.
“Wang Huning is the single most
influential public intellectual alive
today” says Lyons. His official title
is First Secretary of the Central
Secretariat of the Communist
Party. Among his published books
are Logic of Politics - Principles
of Marxism, and America against
America, the latter written after
spending six months touring the
USA in 1988 as a visiting professor
during which period he became
disillusioned. “While Americans
perceive that they face intricate
social and cultural problems they
think of them as scientific and
technological problems to be
solved separately. This gets them
nowhere because the problems are
inextricably interlinked and have
the same root cause: a radical,
nihilistic individualism at the heart
of modern American liberalism”.

One passage is such a striking
a reminder of Marx’s concept of
alienation that I was startled to hear
it from a CPC Politburo member.
He says “The real cell of society
in the US is the individual. The
cell foundational as per Aristotle,
the family, has disintegrated.
In America everything has a
dual nature and the glamour of
commodification abounds. Human
flesh, sex, knowledge, politics,
power, and law are targets of
commodification. The system has
created loneliness as its foremost
product along with spectacular
inequality. Nihilism has become
the American way, a fatal shock
to cultural development and the
American spirit”. Furthermore,
breaking with rigid Stalinist-
materialism Wang holds that social
values and culture are important
stimuli in the dialectics of social
change.
The success of market-reforms
has transformed China with wealth
and high income-inequality.
Competition for education and
housing is intense, medical care
is poor. Individualism is rising as
fake liberalism. Wang argues that
China must resist fake liberalism
and become culturally unified and
self-confident. He reflects a desire
to blend Marxism with traditional
Confucianism and synthesise long-
term stability. A strong, centralized
state is needed to hold the nation
together, he says. He found an
influential ally in Xi Jinping who in
any case had no option but to take
harsh measures against corruption
and reign in wild pop-culture
and alien Western values. The
philosophy of the 2020-21 course-
correction, identified with the name
of Xi Jinping, surely originated in
the party’s theoretical core.
Above this was competition
with America for global hegemony.
Chinese capitalism is not strong
enough to compete against the
deep pockets, sophistication and
experience of American capitalism.
It cannot take forward the Belt &
Road Initiative unless the state acts
as the principal agent. Thus one
international reason for course-
correction is clear - America.
This will be the new normal for a
long time. At this time in world
history only two societies can
serve as global paradigms; only
two can determine the profile of
world society for the rest of this
century. (Whether China’s state-
led economic strategy is a better
model for backward countries is,
in comparison, a separate question
of trivial dimensions. Of course
it is). I speak here of matters
of millennial dimensions. I am
inclined to say that the US because
it has both extraordinary wealth
and is working democracy, albeit

peeping between the crooked legs
of boisterous populisms, has a head
start. If you are under 25 place your
bets, you may live long enough to
collect your winnings.
There is a deep tension inherent
in Wang Dunning’s theoretical
constructions. Can society leap
from the “domain of necessity
to the domain of freedom”
that is from here-now political
authoritarianism to a future higher
civilisation - socialism? I don’t see
how Wang Dunning can resolve
this contradiction in his thought
and philosophy.

Government policies that
bring prosperity to a minority
but a disaster to the people
N o matter what kind of
political system and eco-
nomic system exists in a country,
no crisis can be resolved without a
collective effort and commitment.
A critical analysis will reveal that
the solution to the Covid pan-
demic that our country is facing
today, and the crisis created by the
undemocratic economic system
and the politics that support such
a system, would be only through a
collective effort.
Instead of solving the prob-
lems of the people, the corrupt
political machinery, today, is
making decisions that will bring
prosperity to the minority group
that is intertwined with them but
[22] the misery to the people even in a
crisis.
So called decision of restrict-
ing and then allowing some
imports, imposing a 25 cent tax
on sugar imports, issuing gazettes
to control the prices of goods
including rice and then cancelling
them, importing rice to control
prices, banning the import of
fertilizer, bringing in garbage in
the guise of organic fertilizer, con-
trolling the exchange rate of the
dollar, imposing quarantine laws,
while misleading the public on
the argument that they will bring
solutions to the current crisis, are
to allow the above corrupt group
to plunder public wealth as they
wish.

The recently passed Finance
Act can be seen as an extension
of the same process and what will
really happen is that it will give
the above group an opportunity
to bring previously undisclosed
wealth (black money) into the
economic system (making white)
even though it was highlight-
ed that it will find a solution to
the present economic crisis. It
is worthwhile to examine some
adverse effects of this Act on the
economy and society. The objec-
tives of the Act are as follows.
1. To enable persons to
voluntarily disclose undisclosed
taxable supplies (as per VAT Act),

income and assets under the ex-
isting laws of Sri Lanka (Persons
include companies, partnerships,
NGOs, funds, societies)
2. To impose of a nominal
tax on such disclosures (1%)
3. To indemnify persons
who make disclosures from inves-
tigation, prosecution, and pen-
alties under specified laws (legal
actions will be taken against a
person if he or she discloses such
information).
4. To grant certain conces-
sions to persons who had already
disclosed under the above sources
(This leads to write off various
taxes in arrears)
A political argument is
brought up that the wealth ex-
pected to be newly added from
such disclosures can be used to
develop the economy. But what
will really happen is a direct
violation of fairness, which is a
major tax principle, and allow
such money earned through
undisclosed means to be made
clean through money laundering.
At a time when the country is in a
crisis, the more practical and just
way is to sacrifice more by the rich
and less by the poor. But this bill
does its opposite. The burden of
relief for those who have amassed
wealth through illicit means will
ultimately fall on the common
people. The proposed 1% nominal
tax on disclosures is by no means

sures is by no means sufficient.
On the other hand, instead
of encouraging the income and
wealth thus disclosed to be used
to produce goods and services in
the country, it is suggested that
such wealth be used only to buy
the following financial market se-
curities and property or to deposit
it in a bank account.
1. Shares issued by a res-
ident company (This will cause
a change in ownership of the com-
pany only and not commencing
new businesses).
2. Treasury bills or Treasury
bonds issued by the Central Bank
3. Any quoted Debt securi-
ties issued by a resident company
in Sri Lanka
4. Any movable or immov-
able property (this includes any
building in Sri Lanka or abroad
whether constructed or under
construction and gold in Sri Lan-
ka or abroad)
The danger of such laws is that
it will create a legitimate way to
launder black money obtained
through various unjust means.
This black money is largely
hidden in offshore companies
or assets abroad. The Pandora
Papers also revealed the wealth of
330 people, including politicians.
It includes the name of Nirupa-
ma Rajapaksa, who is a former
Deputy Minister of Sri Lanka and
a relative of the current President,
and her husband, Thiru Nadesan.
How many other undisclosed
Sri Lankan names are there? Let's

leave the answer to the time.
Nirupama Rajapaksa and Thi-
ru Nadesan can now bring that
wealth to Sri Lanka without any
obstacle under the recently enact-
ed Finance Bill.
On the other hand, tax arrears
not paid by a person under Part
II of the amended Finance Bill,
under the Income Tax Act, VAT
Act (Schedule I), Betting and
Gaming Tax Act (Schedule IV),
and other tax Acts including Sur-
charges (Schedule III) The power
to deduct taxes and fines is vested
in the Commissioner of Inland
Revenue.
The injustice that can result
from these amendments is that
allowing money laundering sets
a false precedent in addition to
giving privileges to a selected but
small group of crooks. It also in-
directly encourages the citizen of
the country to evade taxes and not
disclose assets and income. Unless
the people do not question how
this becomes a feature of good
governance, and as long as we
do not shift to a truly alternative
economic and political system,
continuation of such atrocities
perpetuated by a very limited
group of wealthy and powerful
people and the existence of an
unjust society in which the vast
majority who will be helplessly
struggling to live is by no means
inevitable.
