ADDENDUM TO THE MEMORANDUM OF UNDERSTANING (MOU) on the Enhanced

Partnership Against Hunger and Poverty (EPAHP) dated_____________

KNOW ALL MEN BY THESE PRESENTS:

This Addendum o the Memorandum of Understanding (MOU) made and entered into this _____
day of ______, 2021 by and among the Department of Social Welfare and Development
(DSWD), Department of Agrarian Reform (DAR), Department of Agriculture (DA), Department of
Interior and Local Government (DILG), Department of Education (DepEd), Department of Health
(DOH), Department of Science and Technology (DOST), Department of Trade and Industry
(DTI), Technical Education and Skills Development Authority (TESDA), National Irrigation
Administration (NIA), Commission on Population and Development (POPCOM) ; and

The DEPARTMENT OF AGRICULTURE – PHILIPPINE CARABAO CENTER, a government


agency, duly established by virtue of Republic Act 7307 in 1992, with regional office address at
Baybay City, Leyte, herein represented by its Regional Director, FRANCISCO GABUNADA
hereinafter referred to as “DA-PCC”;

The DEPARTMENT OF AGRICULTURE – PHILIPPINE COCONUT AUTHORITY, a


government agency, duly established by virtue of Presidential Decree No. 232 on June 30,
1973, with regional office address at Government Center, Candahug, Palo, Leyte, herein
represented by its OIC-Regional Director, JOEL PILAPIL hereinafter referred to as “DA-PCA”;

The COOPERATIVE DEVELOPMENT AUTHORITY, a government agency, duly established by


virtue of Republic Act No. 6939, with regional office address at Government Center, Candahug,
Palo, Leyte, herein represented by its OIC-Regional Director, GIOVANNI PLATERO hereinafter
referred to as “CDA”;

The DEPARTMENT OF AGRICULTURE – AGRICULTURAL TRAINING INSTITUTE, a


government agency, duly established by virtue of Executive Order No. 116 on January 30,
1987, with regional office address at PQRQ+GPG, Baybay City, Leyte, herein represented by its
Regional Director, HAZEL GRACE T. TAGANAS hereinafter referred to as “DA-ATI”;

WITNESSETH

WHEREAS, the DEPARTMENT OF AGRICULTURE – PHILIPPINE CARABAO CENTER,


DEPARTMENT OF AGRICULTURE – PHILIPPINE COCONUT AUTHORITY, COOPERATIVE
DEVELOPMENT AUTHORITY and DEPARTMENT OF AGRICULTURE – AGRICULTURAL
TRAINING INSTITUTE has manifested its willingness to be partner on the EPAHP
Convergence Program and to be part of the EPAHP MOU and to be guided by its implementing
guidelines.

NOW, THEREFORE, the Department of Social Welfare and Development (DSWD), Department
of Agrarian Reform (DAR), Department of Agriculture (DA), ), Department of Interior and Local
Government (DILG), Department of Education (DepEd), Department of Health (DOH),
Department of Science and Technology (DOST), Department of Trade and Industry (DTI),
Technical Education and Skills Development Authority (TESDA), National Irrigation
Administration (NIA), Commission on Population and Development (POPCOM) called herein as
“EPAHP partners” mutually agree to support to implementation of the EPAHP Convergence
Program, and to jointly undertake the following additional covenants:

Section 1. The DEPARTMENT OF AGRICULTURE – PHILIPPINE CARABAO CENTER


shall:

1.1. Facilitate the continuous supply of hygienic carabaos milk from CBOs (assisted
cooperatives and associations), in support to the milk feeding program of the national
government;

1.2. Provide appropriate support to CBOs assisted, within the coverage area of PCC regional
centers, in terms of, social preparation and technical training;

1.3. Facilitate the entrustment of dairy buffaloes as sustainable sources of additional income by
the members of the CBOs;

1.4. Assist the partner CBOs in securing credit support from the government and private
sectors.

Section 2. The DEPARTMENT OF AGRICULTURE – PHILIPPINE COCONUT AUTHORITY


shall:

2.1 Provide agricultural inputs and services to coconut farmer and organizations involve in the
production of agricultural produce relevant to feeding programs and livelihood programs of the
government through existing PCA projects and programs

2.2 Provide capacity building, technical services and organizational strengthening assistance to
farmers and organizations to enhance participation in the EPAHP;

2.3. Actively participate in the monitoring and evaluation of EPAHP projects based on agreed
guidelines and protocol

Section 3. COOPERATIVE DEVELOPMENT AUTHORITY shall:

3.1 Disseminate information to Regional Office for the participation of cooperatives engaged in
the production and distribution of rice, vegetables, aquaculture products and bakery business
and enterprise that may qualify to the program;

3.2. Endorse to DSWD a list of operating cooperative primaries engaged in the production and
distribution of rice, vegetables, aquaculture products and bakery business and enterprise;

3.3. Provide technical assistance on the procedures to implement the engagement of


cooperatives in the EPAHP program;

3.4. Assist in the promotion, organization and registration of cooperatives among the DSWD
Self Help Program Groups;

3.5. Link cooperatives with DA, DTI, TESDA and other government agencies for technical,
financial and marketing assistance; and

3.6. Coordinate and monitor the partnership through its CDA Regional Offices on the possible
engagement of cooperatives to DSWD

Section 4. DEPARTMENT OF AGRICULTURE – AGRICULTURAL TRAINING INSTITUTE


shall:

4.1 Provide an integrated plan for publicly-funded training programs in agriculture and fisheries
in the region;

4.2 Provide capability building and complementary extension activities such as technical
assistance, training of CBOs, LGU personnel, improvement of physical facilities, extension cum
research and information support services.
4.3 Lead in the provision of extension services in collaboration with the various agencies,
bureaus and organizational units of the Philippine Department of Agriculture. This is to integrate
and harmonize ICT-based extension delivery system for agriculture and fisheries.

4.4. Actively participate in the monitoring and evaluation of EPAHP projects based on agreed
guidelines and protocol
