The CHDs together with LGUs shall:

1. Provide a list of barangays to be included or excluded in the existing


2022 GIDA List.

2. Must be based on criteria set in the DOH AO 2020-0023.

3. Deadline for submission to BLHSD shall be on or before 31 May 2023.

4. BLHSD shall validate the proposed changes and release the 2023 GIDA
list by November 2023.

Suggested Process Flow
Process Responsible Person

1. Dissemination of DM 2022-0567 to PDOHO and LGUs and Review of AO 2020-0023 specific to identification CHD GIDA Coordinator
Criteria

2. Review of 2022 GIDA List and data submitted PDOHO and LGU

3. Identification of Barangays who: PDOHO and LGU

a. Meet the criteria but was not included in the 2022 list. (For inclusion)
b. Did not meet the criteria but was included in the 2022 list. (For exclusion)
c. Proposed Barangay without 2021 profile

4. Fill-out Annex A of DM 2023-0029, GIDA profiling tool of AO 2020-0023 (for those barangays that will be included), PDOHO and LGU
and submit to CHD

5. CHD/MOH-BARMM GIDA Coordinator shall validate, consolidate the proposed changes and facilitate submission PDOHO, CHD
of the signed copy of Annex A to the Bureau of Local Health Systems Development (BLHSD) through email address:
healthequity@doh.gov.ph on or before April 3, 2023

6. Encode submitted data via the GIDA information system platform from May 1 to 31, 2023 CHD

Suggested Process Flow

1. The CHD/MOH-BARMM, together with the LGU, shall review


the 2022 GIDA list and identify the following:
a. Non-GIDA included in the list.
b. Possible GIDA not included in the list.

2. The LGU shall completely fill out Annex A and specify the reason/s for inclusion
and exclusion based on the criteria for identification of GIDA set in the DOH AO No.
2020-0023.
The accomplished form shall be submitted to the DOH Representative
(DOHRep)/Development Management Officer (DMO) for validation.
For the proposed barangays without a 2021 profile, the LGU shall also submit the
completely filled-out GIDA profiling tool to be validated by the DOHRep/DMO prior
to submission to the CHD/MOH BARMM.

Suggested Process Flow
3. At the regional level, the CHD/MOH-BARMM GIDA Coordinator shall
validate, consolidate the proposed changes and facilitate submission of
the signed copy of Annex A to the Bureau of Local Health Systems
Development (BLHSD) through email address: healthequity@doh.gov.ph
on or before April 3, 2023.
In case there are data discrepancies, the GIDA Coordinator shall send
back the list for correction of the concerned DOH Reps/DMO/LGU, and
pass through the above mentioned process prior to submission to BLHSD.

4. The BLHSD shall validate the submissions of CHDs/MOH BARMM
and unlock the GIDA Information System (GIDA-IS) to allow them to
update the profile, if necessary. The encoding in the GIDA IS shall only
be allowed until May 31, 2023.

5. The DOH shall release the 2023 GIDA list before the end of 2023.

1. Skilled Birth Attendant (SBA) and Facility-Based Delivery (FBD)

Rule:
a. All FBD are attended by SBA.
b. It is possible to have Deliveries attended by SBA but NOT on a facility.
Hence, SBA should be equal or more than FBD

Rule:
a. IRA or National Tax Allocation is the source of honorarium for
Barangay Officials, SK Officials, and other Appointed Officials.
If we assume an average honorarium of 1,500 per person for 15
officials would already total to 270,000 for 1 year.

3. Land Area below 0.014 sq. km. or higher than 412.47 sq. km.
0.000005 sq. km.

Rule:
1. 0.000005 sq. km. is equal to 5 square meters.
2. An average toilet is 4-5 square meters.
3. An average basketball court is 500 square meters.
4. 412.47 sq. km. is the largest barangay based on record. Any data higher than this should be
accompanied by proof.
5. A barangay with 412.47 sq. km. has a larger land area than 1,432 Municipalities/Cities in the
Philippines. Davao City has the largest land area (2,443.61 sq. km.)
6. Land area of the barangay should not exceed the Land Area of the Municipality.
