PROCEDURES CARRIED OUT AT PUNTA ARENAS & CABO NEGRO

The following information gives the latest procedures which are required when visiting Punta Arenas
and Cabo Negro.

Before ship arrives at Punta Arenas waiting anchorage , we will have advised the agents to request
cargo inspectors SGS to attend at a certain time so that they can carry out tank inspection and take
wall wash samples. This time will be decided by the Supercargo in conjunction with the Master.

The agent will bring with him two mobile phones, one which will be given to the Supercargo and the
other to the Chief Officer or Master.

On arrival at the anchorage the agent will board together with immigration for clearance , which only
takes a few mins , the two Magellan pilots depart the ship for a hotel ashore , and will return to the
ship once it is ready to proceed to Cabo Negro.

** THE WAITING ANCHORAGE AT PUNTA ARENAS IS NOT GOOD HOLDING GROUND, AND
IT IS BETTER FOR YOU TO ANCHOR CLOSE TO THE SHORE, BECAUSE VERY OFTEN A
STRONG OFF SHORE WIND SUDDENLY BEGINS WITH LITTLE NOTICE AND YOU WILL
DRAG ANCHOR OVER THE SHELF INTO DEEP WATER ** IT IS BETTER TO HAVE ENGINE
ON SHORT NOTICE THROUGHOUT YOUR STAY AT ANCHOR **

The ship can only berth at Cabo Negro during SLACK tide windows as following example :

6/02 0048 – 0702 1315 – 1922


6/03 0143 – 0800 1414 – 2011
6/04 0239 – 0900 1509 – 2100

The ship cannot berth if obviously berths are occupied , and you cannot berth with wind speed more
than 20 knots. * Sometimes the Pilot is flexible, but not very often.

The berths are owned by ENAP , which is the Chilean National Oil Company and therefore IF any of
their ships arrive , then they will have priority for berthing regardless what time you arrived.

The ship ALWAYS will berth port side too , and will always use two tugs , which have to travel from
Punta Arenas to Cabo Negro. It takes approx 1 hr to move from the Punta Arenas anchorage area to
the berth at Cabo Negro.

Note. It is quite possible, especially during winter periods that when the ship is enroute to Cabo Negro
from Punta Arenas waiting anchorage, that the wind suddenly increases and therefore the berthing is
aborted, with the ship having to return back to Punta Arenas anchorage. This sometimes happens two
or even three times.

** It is important to remember that if you have an extensive waiting period at the Punta Arenas
anchorage,that you take regular wall wash samples from ANY tanks which you may have had
permangante problems during initial tank preparation,in this way you can carry out corrective
procedures BEFORE going alongside and placing foot portions into these tanks. **

When the SGS surveyors arrive on board, depending upon the number of ships tanks to load there
maybe up to six surveyors attending, and each one will have a number of tanks to wall wash. Before the
surveyors are ready to proceed to the tanks the lead surveyor will need a gas free certificate from
the Chief Officer for all the tanks to be entered.
With each surveyor , you need to send one ships crew so that they can standbye at the top of the tank
when the surveyor goes down , the ships crew also carry the sample basket.

Once the wall wash procedure has been completed then the samples are taken back to the Lab at Cabo
Negro , this takes one hour and the SGS surveyors carry out Lab analysis , so normally after max two
hours from departure ship wall wash results have been reached.

The Supercargo attending will quite often go to the Lab with the surveyors for the analysis procedure
and so soonest after results are known , he will phone the ship with the news.
The SGS surveyor will type out the results, fax them to the agents office and then the agent fax’s the
results to the ship, but by this time the ship knows what the results are and IF any further work is
required on any tanks.

If any tanks fail the wall wash analysis, then corrective action has to be taken at the anchorage with
another wall wash taken by sgs for analysis, before the ship can proceed to the berth. ** NO TANK
CLEANING OF ANY KIND IS PERMITTED ALONGSIDE THE BERTH AT CABO NEGRO **

** IT IS VERY IMPORTANT THAT ONCE THE WALL WASH SAMPLES HAVE BEEN TAKEN AT THE
ANCHORAGE, VERY REGULAR CHECKING AND CAREFUL VENTILATION IS CARRIED OUT ON ALL
THE PROSPECTIVE LOAD TANKS TO MAKE SURE THAT THEY REMAIN DRY THROUGHOUT. THE
SAME IS REQUIRED FOR THE CARGO LINES. **

** ALL TANKS AND LINES MUSTBE DRY WHEN THE SHIP REACHES THE BERTH BECAUSE NO
PERSONNEL ARE ALLOWED TO ENTER ANY TANK WHEN THE SHIP IS ALONGSIDE, AND THERE
IS A MOISTURE SPECIFICATION TO MEET ON THE FOOT SAMPLES **

** MAKE SURE THAT THE MANIFOLD RIGGING HAS BEEN PRESSURE TESTED BEFORE SHIP
ARRIVES AT THE BERTH **

** ALL TANKS NEED TO BE SECURE, EG., ALL HATCHES CLOSED AND DOGGED DOWN, WHEN
THE SHIP COMES ALONGSIDE , AS TIME CANNOT BE WASTED AT THE BERTH WAITING FOR
THE SECURING TO TAKE PLACE. **

** ALL FLUSHING DRUMS , HOSES AND OTHER REQUIRED EQUIPMENT NEEDS TO BE IN


POSITION WHEN THE SHIP COMES ALONGSIDE.**

** IT IS MOST ADVISABLE TO ARRANGE TO HAVE 2 JUNIOR DECK OFFICERS ON DUTY


THROUGHOUT LOADING OPERATIONS AT CABO NEGRO, ESPECIALLY WHEN LOADING
MANY TANKS, IN THIS WAY MAXIMUM TANKS CAN BE OPEN AND MONITORED SAFELY **
AND THE CHIEF OFFICER CAN MONITOR THE OVERALL OPERATION **

As soon as the ship is all fast , the loading arm (s) are connected and then the cargo line system is
filled with product by gravity. ** ALL PUMP STACK VALVES AND DRAINS MUST BE CLOSED
TIGHT BEFORE FILLING THE LINE SYSTEM , NO PRODUCT MUST ENTER ANY TANK.**

Re Loading arms – There are 2 X 12” chiksan type loading arms , distance between 3.5 mtrs , with one
arm connected a rate of 1500 mt/hr and with two arms 3000 mt/hr.
Max allowable pressure on load arm is 5 bars , the flow rate is controlled by shore opening / closing a
bypass valve. There is always a SGS surveyor on board who has connection with the loading master , so
any required adjustments are requested thro the SGS surveyor.

** MAKE SURE THAT ONCE THE SHORE PERSONNEL HAVE CONNECTED THE LOADING
ARM(S) , THAT THEY CARRY OUT A PRESSURE TEST TO CHECK THERE IS NO LEAKAGE AT
THE CONNECTION, BEFORE THE ARM IS FILLED WITH PRODUCT.**

**IT IS ALWAYS A SHIPS STOP AT CABO NEGRO, ALSO PLEASE DO NOT LOAD IN EXCESS
OF NOMINATED QUANTITY WITH OPTIONS, UNLESS INSTRUCTED TO BY STOLT
OPERATIONS. CALCULATE FINAL STOP JUST BELOW REQUIRED QUANTITY, SO THAT YOU
DO NOT OVERLOAD.
OVERLOADING PAST THE NOMINATED QUANTITY WILL CAUSE MANY PROBLEMS FOR THE
CHARTERER WITH DOCUMENTATION AND IMPORT LICENSES.
THERE IS NO PUMPING BACK TO SHORE AT THE FACILITY. **

*** JUST KEEP A CLOSE EYE ON THE PRESSURE GAUGE ON LOAD ARM AND MAINTAIN
THIS AT AROUND 4.5 BAR , THIS WILL GIVE YOU A GOOD LOAD RATE. CHECK EACH TIME
WHEN CLOSING TANKS DOWN , AND IN THE FINAL STAGES YOU WILL NEED TO HAVE
THE SHORE BYPASS ADJUSTED **

** WHEN ASKED “WHAT IS YOUR MAX LOAD RATE” ? , ALL YOU NEED TO TELL THE LOAD
MASTER IS THE MAXIMUM ALLOWABLE PRESSURE ON YOUR LOAD LINE AND CARGO
PUMP, WHICH IS NORMALLY 7 BAR. **

Again, depending upon how many tanks are to be loaded there will be up to 4 teams comprising the
following : 1 sgs surveyor , 1 deck officer or petty officer , one rating.

These teams will be designated a number of cargo tanks and once the line system is full of product
these teams will flush some product into drums at the pump stack , then the sgs surveyor will check
the sample for hydrocarbons and chlorides, once he has checked the line sample is ok, then that team
will move on to the next designated tank.

The supercargo or Chief Officer will keep a record ongoing for which line/tank has passed the line
flushing sample and then they will decide which tanks should be opened for filling of foot portion.
With regard to filling foot portions – small foot portions often result in failed analysis, therefore it is
better to fill a “Texas” foot to avoid sample analysis problems later.

** THE PRODUCT FLUSHED TO DRUMS IS FOR SHIPS ACCOUNT, THEREFORE IT IS VERY


IMPORTANT THAT YOUR LOAD LINES ARE METHANOL STANDARD AND DRY. **

Once all the foot portions are in the tanks , loading is stopped until Lab analysis is completed.

Regarding sampling of foot portions – it is now a requirement from Methanex that the foot portion
should be in the tank for at least one hour before the sample is taken by the surveyor.

In the past , IF there was a border line failure with a wall wash sample for hydrocarbons or chlorides,
Methanex allowed supercargo to issue letter of responsibility on behalf of the Master, this is not the
case today.

With regard to foot sample border line failure in hydrocarbon / chloride / moisture , then Methanex
allow a second foot to be loaded if a letter of responsibility is issued. IF the second foot fails then no
further product will be loaded into that tank.

If the first foot fails on permanganate or is more than a border line failure in hydrocarbon ,chloride
or moisture then following some discussion with the loading Master and SGS, that foot may be
removed and a second foot loaded, if a letter of responsibility is issued.

Fresh water can be aquired at the anchorage by barge in small quantities and very expensive.

Fresh water can be aquired at Cabo Negro, but it is designated as industrial fresh water and is not so
expensive.

Cleaning Chemicals cannot be purchased apart from Chlorox in drums and delivered by boat at the
anchorage, not cheap.

Methanol can be aquired at the berth in bulk for a reasonable price , BUT it costs approx 30 thousand
$$ for the round trip berthing and un berthing etc.,

Port state control VERY OFTEN visits the ship at Cabo Negro.

** IT IS NOT ALLOWED FOR ANY SHIPS PERSONNEL TO WALK FURTHER THAN THE END
OF THE JETTY AT CABO NEGRO.

IF PERSONNEL WISH TO TRAVEL TO PUNTA ARENAS (30MINS) THEN THE MASTER WILL
CAN CONTACT THE AGENT WHO ARRANGES TRANSPORTATION FROM THE END OF THE
JETTY. **

** It is important that the ship mob phone is kept fully charged and ALWAYS (24/7) kept “ON”
and with the Chief Officer or Master , throughout the ships stay in the area. **
