ABSTRACT
The environment as a source of daily human activities makes the environment
inseparable from human life. A good environment creates a comfortable and
friendly environment for humans, especially in society. Along with the problems
that are increasingly diverse, the environment becomes a very important problem,
especially in Indonesia. Environmental problems are increasing and complex,
various environmental management programs both at the central and regional
levels are designed to address various developments in environmental problems.
In line with the regional autonomy process, the capacity of Human Resources and
Institutions in the field of environmental management continues to be developed
according to the potentials and problems in each region. As a result, the
creativity, initiative and independence of the bureaucracy are reduced. The
service quality of the bureaucracy is considered to be poor, long, and convoluted.
To reform the bureaucracy as a public servant, it must be carried out immediately
and directed and full of mature methods or calculations. Good service to the
public is a service that is performed by a bureaucracy who feels that he is part of
the public (public servants), not a bureaucracy that makes it difficult for the public
with various regulations and conditions that are deliberately complicated
Therefore, the Tangerang City Environmental Service makes policies to improve
public services in overcoming environmental problems. These policies are also
related to one of the principles of Reinventing Government, namely Customer
Oriented Government.
